About this file
This pre-proposal conference presentation outlines requirements for a firm-fixed price construction contract to renovate Operations Building 2A at Scotia, New York. The project value is between $1-5 million under NAICS code 236220. The solicitation is set aside for small businesses and will use a source selection tradeoff process to evaluate proposals based on price, technical capability, and past performance. Proposals are due by May 13, 2021 and must include pricing, technical information for three relevant past projects using the provided exhibits, and past performance questionnaires sent to references for the same three projects. The construction period is 365 calendar days from notice to proceed. The award will be made to the best value proposal based on the three evaluation factors, with the non-price factors being more important than price alone.

Objectives
Lesson Plan: It is important to understand *why* we conduct training early in the acquisition planning process. The acquisition team must see and understand how their actions (market research/intelligence gathering, analyzing risks, and documenting requirements) impact the acquisition process and eventual source selection.
Through early training, we will identify an optimum and supportable acquisition plan/strategy with key evaluation criteria and optimum contract types for a best value source selection process.
Emphasize a sound foundation for building the Source Selection Plan and execute it by bringing the evaluation criteria into the RFP. Ultimately, the RFP must clearly and concisely communicate the Government requirements.
The training does not capture every activity in the acquisition planning process, but at a minimum it must cover the basics. By the end of the training the team members must be able to develop a sound RFP.
Emphasize that ethics and procurement integrity are an integral part of every acquisition and the related source selection.
