BLDG 2A COMMUNICATIONS STATEMENT OF WORK
PROJECT TITLE: BUILDING 2A COMMUNICATIONS
PROJECT #: Premise re-wire and communications race-way installation due to local organic building modification SRM #1920001, Building 2A, 109 AW Operations.
CES: VBDZ1920001
CIPS: VBDZ-2019-00004
SCOPE: This Statement of Work concerns all communications wiring and termination required (to include supporting infrastructure) but not covered under the renovation project for Building 2A SRM # VBDZ1920001, Scotia NY, 12302. Reference ANG ETL 15-01-05 section 7 dated 01-May-2015 for guidance regarding A6 funding and implementation responsibilities during SRM projects. This project consists of the engineering and installation of approximately 115 quad drops with 4-CAT 6 in building 2A. See Drawings TN001-D, TN002-D, TD101-D, TN101-D - TN103-D, TN401-D and TN501-D in the design package developed by Burns & McDonnell. All Single-mode fibers are to be terminated with SC/APC style connectors, all Multi-mode fibers are to be terminated with SC style connectors. Changes may be authorized by the contracting officer only.
1. GENERAL: The contractor shall employ, directly or through a subcontract, qualified communications engineers who are certified as Registered Communications Design and Distribution (RCDD) engineers by the Building Industry Consulting Services International (BICSI). The contractor shall employ qualified installers to properly place, terminate and test all related communication cabling. The contractor shall obtain the communications services requirements for the building from the contracting officer or his designated representative.
2. SYSTEM DESIGN: The system shall be installed by the contractor in accordance with the guidance and criteria contained in the contract, this SOW, Air National Design Guide Policy Engineering Technical Letter (ANGETL) 15-01-05 (section 7) (or most Current Issue) and BICSI Telecommunications Distribution Methods Manual. Components of the communications cabling and distribution system shall include, but not be limited to cable service entrance, communications equipment room, telecommunications closets, distribution system (raceways and pathways), communications cables, user outlets, riser system, and connection hardware. The system design shall meet or exceed the following minimum requirements: flexibility of layout, concealment of all cable, hardware and equipment, no defacement to the building structure, easy access to installed cables, safe working environment for users and maintainers, minimum life cycle cost to maintain and rearrange the system to accommodate user moves and growth in communications services requirements, and easy management of cable routing and connections.. All materials proposed to be utilized by the contracted engineer shall be approved for use by the 109th Communication Flight Communication System Office (CSO).
3. COPPER HORIZONTAL CABLE: The cable to be used on this project is Cat6; plenum rated (CMP-rated) cable as required. This cable must meet or exceeds the ANSI/TIA/EIA-568-A1 requirements.
4. TELECOMMUNICATIONS ROOM TO TELECOMMUNICATIONS ROOM HORIZONTAL
CABLING: A 25 pair Plenum Category 3 cable will be run from telecommunications room (TR) 172 to TR 108A.
At a minimum a 24SM/24MM @ 62.5 micron fiber will be installed between each TR. See drawing TN101 for TR locations.
5. PATCH PANELS: Category 6 patch panels, wired to T568A (T568B only at ANG/A6 approval), will be provided in each TR. Patch panels will be mounted on 483 mm (19.0 in) relay racks in each room, along with the switches and wire management panels. The patch panels will be no larger than 48-port.
A. TR177 requires two new 48 port patch panels for new cabling
B. TR123a requires two new 48 port patch panels for new cabling.
6. EQUIPMENT RACKS: Two 2-post equipment racks shall be installed in Rm 108a, per drawing TN401.
The racks will be equipped with vertical and horizontal wire management systems to ensure orderly installation of patch cords between various components on the equipment rack. They will be bolted to the floor, and a ladder rack will be provided for additional support and routing of cables. The equipment will then be mounted on the racks.
Each rack will be grounded to its respective telecommunications main grounding bus-bar (TMGB) or telecommunications grounding bus-bar (TGB) with a 6 AWG [4.1 mm (0.16 in)], stranded, green insulated wire.
7. OUTLET DENSITY: Outlet density will be in accordance with ANG ETL 15-01-05 section 7.4.4.
Deviations to outlets density only by approval of the base CSO.
8. FACEPLATES AND MODULAR JACKS: Faceplates and modular jacks will be contractor supplied and be four-port equipped with four modular category 6 jacks. Terminated as T568A (T568B only at ANG/A6 approval). They will be blue in color if not otherwise indicated by customer.
9. RACEWAYS AND ASSOCIATED EQUIPMENT: Where wire or cable cannot be concealed within the walls at a device location, surface raceway can be installed as approved by the Contracting Officer. The surface-mounted box will house the faceplate and modular jack(s) and provide mechanical protection for the terminations.
All outside wall and inside wall drops will be wall concealed with ¾” (inch) EMT stubbed out to the communications raceway or 6” (inches) above the drop ceiling line and dressed with plastic cable hangers to the appropriate communications raceway.
10. OPTICAL FIBER CONNECTING HARDWARE: Rack-mounted optical fiber distribution centers will be installed in each Equipment Room (ER) and TR. The fiber distribution centers will be equipped with sufficient connecting hardware to accommodate all fiber optic cables (all strands of fiber).
11. PUBLIC ADDRESS: Reconnection of PA system IAW AGNETL 15-01-05 Section 7.5.4. Installation and Connection of all PA speakers as per drawings TN102 and TN103, testing to ensure functionality of the PA system.
12. FIRE STOPPING: Where horizontal penetration must be made to facilitate installation of the horizontal wires and optical fiber and copper cables, each penetration will be made and then the fire rating will be restored using approved materials and methods. Sleeves will be installed where required by code and must be approved by the Contracting Officer.
13. DATA PATCH CORDS: 115 each of 1 Meter and 3 Meter length category 6 data patch cords will be contractor provided for equipment interconnection. These data patch cords will be provided to the base Communication Flight prior to project completion.
