Instructions FFP CLIN/SLINs. The FFP portion consists of the sum of the evaluated prices for 21 specific items under 21 equipment categories provided in the MS Excel file “Pricing Spreadsheet_and_Instructions.xls” – see Attachment 0006. IMPORTANT NOTE: All rates and costs proposed for the 21 equipment categories will remain fixed for the contract’s period of performance and will be applied to all hardware placed on contract at the time of award and with all future technology insertions. For example, the uplift rate (ie…overhead, fee, etc…), warranty costs, and the Technical Data Package (TDP) costs will remain fixed based the offeror’s proposal. The material (unit item) cost will be the only varing costs and will depend on the market prices at the time of proposal for this solicitation and future technology insertions.

INSTRUCTIONS FOR SPREADSHEET

1) The Offeror shall submit a completed Microsoft Excel Spreadsheet file provided in Attachment 0006, titled “Pricing Spreadsheet_and_Instructions.xls”, which is this Workbook and will be considered the Price Proposal for the offeror.

Estimated Period of Performance: A three (3) year base period and two (2) one (1) option years. For proposal preparation purposes, the expected or approximate date for initiation of contract performance is 24 August 2018.

2) The Offeror shall propose a Percentage for all 21 equipment categories for Uplift, Warranty (all years and options), and Technical Data Package Level 2 and 3, for all Versions, Ranges and Years on the 'Proposed Percentages' tab of this Workbook. All percentages should be proposed as the final price delivered to the Government. The percentages proposed will be incorporated into the successful awardee's contract for the complete term of the contract.

a. For ease of separating the each area, the Government has color coded each section as follows:
Uplift %Blue
Warranty %Green
Technical Data Package %Gold

b. The offeror shall provide a price for each item type for every range quantity as per table below and every year:

Category Range Quantity Version

c. If a cell is filled all Black, the offeror shall not propose any price for that cells configuration as the Government has no intention of ordering products for that configuration.

3) The Offeror shall propose a Government Share Ratio for all 21 equipment categories on the 'FPI Share Ratio' tab of this workbook, for all versions and years, the Blue colored cells are the only percentages required, the Contractor Share will be calculated from the offeror proposed Government Share. Any cell filled in all Black does not require a proposed percentage as the Government does not intend to purchase any equipment for that configuration using FPI contract type.

4) The Offeror shall propose a Material Price for each range and year for the 19 category items that will be added to the contract at time of award. The offeror shall not leave any Green colored cell empty, failure to propose a price may make your proposal ineligible for award by the Contracting Officer. The cells with no coloring, do not have a Base Award Product requirement, but will be used on future Technical Insertions.

5) The Offeror shall propose CPFF effort in accordance with Instructions in Section L of the RFP and provide all supporting documents as attachments to the Pricing Proposal.

Evaluation Method

Evaluation Method
1) Based on the percentages proposed in the 'Proposed Percentages' tab of this workbook, and the Government provided material cost in the 'Evaluation Material Cost' tab of this workbook. The Government will be multiplying the Material Cost by the proposed percentages.
2) The Weighting and Evaluation Quantity used were provided by the requiring activity for each Category, Version and Range for all five Years. The following example displays how the evaluated price is calculated for each Category, Range, Version and Configuration.

Hard DrivesHigh capacity, self-contianed storage device containing a re-write mechanism plus one or more hard disks inside a sealed unit. Types of hard drives include HDD (hard disk drive), SSD (solid-state drive), external and internal. A hard disk drive is a non-volatile memory hardware device that stores and retrieves data on a computer. SSD is a drive that uses non-volatile memory as a means of storing and accessing data much like computer RAM. Internal hard drives reside in a drive bay connected to the motherboard using an SAS, SCSI, or SATA cable. External hard drives are standalone hard drives often stored in an enclosure to help protect he drive. Encrypted hard drives provide additional data protections in compliance with FIPS 140-2 standard and Self-Encrytping Dive Tecnology.0-50V1

Transit/Storage Cases UnpopulatedThe Transit/Storage Cases (T/SCs) are usually made of lightweight composite materials and have high impact-absorbing qualities to provide equpiment protection, inclucing custom foam inserts. T/SCs are used for transport and storage of integrated components, accessories, computers, printers and other COTS IT hardware.

T/SCs must have handles necessary to support lifting requirements.

T/SCs must allow for stacking and have an interlocking rib feature to allowing securing of additional stacked T/SCs.

T/SCs must have seals (gaskets) on the covers and cases to withstand the effects of the harshest environments, and must be water tight; and must contain an automatic air pressure releif valve.

Uninterruptible Power Supplies (UPS)/ Power Converter and Conditioner (PCC)Uninterruptible power supplies (UPSs) provide protection for connected resources and services containing critical data. UPSs can provide smart mangement and can assist as an active tool for intelligent power-supply management. UPSs protect against conditions such as brownouts, blackouts, spikes, surges and noise. Battery technnology in UPSs is critical to maintain uptime based on differing operational conditions under which power-protection is critical to operate a safe shutdown and save critical data that sits on a variety of devices, including PCs, servers, local area networks, minicomputers, gateways, routers and switches.

Power Converters and Conditioners is an electrical or electro-mechanical device for converting electrical energy and stabilizing line voltages. PCC allows converting AC to or from DC, or the voltage or frequency, or some combination of these. One way of classifying power conversion systems is according to whether the input and output are alternating current (AC) or direct current (DC): AC to DC; DC to AC; DC to DC; AC to AC. PCCs improve the quality of the power that is delivered to electrical load equipment, while delivering a voltage of the proper level and characteristics to enable load equipment to function properly.
