Section 645. — LOCATING UTILITIES
Description
645.01 This work consists of locating and marking existing utilities by excavating test pits, or using electromagnetic devices, where a physical conflict with proposed construction is suspected and the location is ordered by the CO.
Materials
645.02 Replace the materials excavated or their equivalent in newly furnished materials for restoring the test pit area to its original condition, conforming to the applicable sections of this specification.
Construction Requirements
645.03 General. Exercise special care and extreme caution in order to protect and avoid damage to any utility company facilities. Locate and ensure the safety of all existing utilities. Repair any damage resulting from Contractor's operations at no additional expense to the Government or the utility company.
Locate by minimally intrusive excavation techniques any utility that may be in conflict with the proposed work. If a conflict appears to exist, then notify the CO in writing immediately and provide information on the location and elevation of the utility so that the CO can adjust the proposed work.
645.04 Locating Utility. Use electromagnetic devices to establish alignment of utilities where applicable. When necessary, thread a metal rod through non-metallic utility pipes to locate them. Where neither method is feasible, locate the utility by perpendicular trench or test pits.
645.05 Excavation. To excavate the test pits, clear the test hole area of surface debris. In paved areas, neatly cut and remove existing pavement. Limit the size of the pavement cut to 225 square inches unless otherwise approved by the CO. Excavate by air-vacuum methods or equivalent, keeping the area of disturbance to a minimum.
Excavate the test pit. Limit the nominal diameter of the test pit surface hole to 15 inches, unless otherwise approved. Excavate carefully so as not to disturb utility at it's assumed depth. Expose the utility only to the extent required for identification and data collection purposes. Avoid damage to lines, wrappings, coatings, cathodic protection or other protective coverings and features. Hand-dig as needed to supplement mechanical excavation and to ensure safety. Repeat as necessary to positively expose the utility. Store excavated material for re-use or disposal, as appropriate.
645.06 Record. Measure and record the following information on an appropriately formatted test hole data sheet that includes as a minimum: Elevation of top and/or bottom of the utility tied to the project datum, elevation of existing grade over utility at test-hole, horizontal location referenced to project coordinate datum, field sketch showing horizontal location referenced to a minimum of three (3) swing ties to physical structures existing in the field and shown on the project plans, approximate centerline bearing of utility line, outside diameter of pipe, width of duct banks, and configuration of non-encased multi-conduit systems, utility structure material composition, when reasonably ascertainable, identification of benchmarks used to determine elevations, utility facility condition, pavement thickness and type when applicable, soil type and site conditions, identity of utility owner / operator, and other pertinent information as is reasonably ascertainable from test pit.
Submit 1 copy to the CO within 24 hours.
645.07 Marking. Mark the utility location by flags or paint. Maintain the markings, including repainting faded or damaged markings as ordered by the CO, for the duration of the project, or until the CO determines that the markings are no longer needed.
645.08 Restoration. Backfill with original material, thoroughly compacting the material with a mechanical tamper. Restore aggregate base courses and pavement using equivalent materials and thicknesses. For portland cement concrete pavements, use fast setting concrete. For asphalt concrete pavements, cold patch, resurfacing of pit will be permitted so long as, in the opinion of the CO, it is thoroughly compacted.
645.09 Acceptance. Locating utilities will be evaluated under Subsection 106.02.
Measurement
645.10 Measure the Section 645 items listed in the bid schedule according to Subsection 109.02.
Do not measure locating utilities.
Other related items, including, but not limited to coordination, survey, excavation, recording, backfill, repair, or restoration efforts or materials associated with utility locating and potholing, will not be measured separately for payment, but will be considered subsidiary to the Roadway Excavation pay item.

Preserve public and private property. Protect monuments established for perpetuating horizontal, vertical, cadastral, or boundary control. When necessary to destroy a monument, reestablish the monument according to applicable state statute or by the direction of the agency or individual who established the monument.
Do not disturb the area beyond the construction limits. Replace trees, shrubs, or vegetated areas damaged by construction operations as directed and at no cost to the Government. Remove damaged limbs of existing trees by an approved arborist.
Do not excavate, remove, damage, alter, or deface archeological or paleontological remains or specimens.
Control the actions of employees and subcontractors on the project to ensure that protected sites are not disturbed or damaged. Should these items be encountered, suspend operations at the discovery site, notify the CO and continue operations in other areas. The CO will inform the Contractor when operations may resume at the discovery site.
When utilities are to be relocated or adjusted, the Government will notify utility owners affected by the relocations or adjustments.
Before beginning work in an area, contact the local utility locating service to mark the utilities. Protect utilities from construction operations. Cooperate with utility owners to expedite the relocation or adjustment of their utilities to minimize interruption of service and duplication of work.
If utility services are interrupted as a result of damage by the construction, immediately notify the utility owner, the CO, and other proper authorities. Cooperate with them until service is restored. Do not work around fire hydrants until provisions for continued service are made and approved by the local fire authority.
Notify the CO if utility work is required. Compensation for the work will be provided under applicable clauses of the contract. Satisfactorily repair damage due to the fault or negligence of the Contractor at no cost to the Government.
UTILITY CERTIFICATION
UTILITY RELOCATIONS
To be completed by the acquiring agency or FHWA, as applicable
General. This certification is a regulatory requirement under 23CFR635 and is an item on the PS&E checklist. The format may be used as a basis of discussion or assignment during the Project Development process.
Project agreements usually require the acquiring agency to be responsible for utility relocations. However, there may be circumstances unique to each project that determines which agency signs the certification.
Refer to the CFLHD Utility Process and Utility Resolution Plan to compile this summary and certification.
I hereby certify that the appropriate research, field investigation, design considerations and coordination with the utility owners on this project has been performed, and resultant utility-related issues have been identified. All utility and related right-of-way issues have been resolved as conforming to 23CFR635.309 (b), or all necessary arrangements have been made for resolution to be undertaken and completed as required for proper coordination with the project’s physical construction schedule. Hi Berwyn, I’ll try to answer your questions as best as I can.
We will attempt to show the features, buried 4‐ft to the top of the duct bank with 3 side by side 3” conduits (my guess of the worst case scenario). That would be the correct depth and conduit configuration.
Where the two duct banks converge (over the car in the aerial view in the parking lot), should we expect some kind of vault or pull box, or is that simply where the two duct banks cross? There is not a pull box here. The conduits would just cross each other. Seems a little weird we installed them like this and our GIS backgrounds are not 100% accurate, but it should be close to this alignment.
For 25kv, are they placed in a slurried or concrete trench, or just buried conduits? They are just buried conduits.
Finally, are there any formal drawings we can get a copy of that show the actual locations of the duct bank? I am looking for drawings in our archive database. Some of the older work orders like this one were done on the fly without formal drawings. I will send you whatever I can find.
I will send you anything drawing I find, but please let me know if you have any other questions. I look forward to receiving the detailed drawing showing our facilities.

Hi Berwyn, I apologize for not responding sooner. My email inbox has been buried over the past several months now that we are doing everything remotely.
I will make sure I get all your questions answered moving forward.
Below is a quick screenshot of our system map overlaid on your concept plan (as best as I could). The solid orange lines are our 25kV Overhead lines and the dashed orange lines represent our underground 25kV lines.
The standard depth of our underground lines is 48” to the top of the conduits. There would be (3)3” conduits w/ energized cable in each of the dashed lines.

Please review the information above and let me know if you see any conflicts with our existing facilities. This line is pretty old, so there might not be AutoCAD or accurate GIS information on it.

HI Robert:
On behalf of Federal Highways, we are improving the parking lot shown in the attached exhibit.
Trico has overhead lines to the north of our improvement site that appear to drop and go underground.
We wish to confirm that there are no conflicts with your existing infrastructure, so if you can send us any maps or as‐ builts of your facilities in this area, it would be greatly appreciated.

Gentlemen. We are constructing the subject project this fall. Our research indicates that your utility is present within the project limits. Please review the attached and provide any comments.
The work generally consists of excavating materials, constructing embankment and installing drainage structures. The existing gravel parking area will be upgraded to an asphalt concrete pavement.
Trico. We have performed initial coordination with Trico power. This coordination is reflected in the attached. We do not anticipate any conflicts with Trico distribution lines, but will be working in close proximity to the underground lines. Please review the attached and provide any feedback within two weeks.
Centurylink. We have made contact with local Centurylink personnel and anticipate this email will be forwarded to the appropriate contact person. Please review the attached, provide any schematics of the Centurylink lines in or adjacent to the project area and provide comments / information in the next two weeks.
Thank you both for your assistance to date. We plan to begin construction in mid‐October of this year. Your continued timely assistance is appreciated. Please contact me with any questions regarding the project and the attached.
