SECTION B – SUPPLIES OR SERVICES AND PRICE/COSTS
B.1
GENERAL
The contractor shall provide all personnel, equipment, tools, materials, and supplies for the tasks described in the Performance Work Statement (PWS).
All offerors shall complete the Grand Total Summary Schedule, Section J, Attachment J-2, in accordance with the instruction in Section L, Instructions to Offerors.
The costs for the Phase-In Period and the Basic Services are Firm-Fixed Price (FFP). The costs for services rendered at the Posts of Duty, Program Management Meetings and Above Capacity Storage are Cost Plus Fixed Fee (CPFF).
All requested services will be initiated by the issuance of a work order ticket generated by the IRS’ Employee Resource Center (ERC)/Knowledge, Incident/Problem Service and Asset Management (KISAM) system on an as needed basis. The contractor shall not exceed the amount of funding approved on any service call, or the ceiling amount obligated under each contract line item number (CLIN).
The labor cost for the PM meetings shall be included in the Basic Services Fixed Price CLIN of the resultant contract. Travel costs associated with the PM Meetings will be reimbursed in accordance with the Federal Travel Regulations.
Any non-local travel (distance greater than 25 miles from the site of the vendor who will be performing the services) associated with the Posts of Duty requirements shall be included in the total cost of the service call. No travel costs will be authorized as part of any service call related to the Campus, Computing Centers and their local Posts of Duty.
Service Calls for the Posts of Duty that are estimated to be $3,000 or less will require a courtesy copy of the quote to be sent to the Sub-COTR as information only. Service calls estimated to exceed $3,000 will require a formal quote showing all costs, including subcontractor costs, if applicable, and shall be submitted to the Contracting Officer for approval prior to the start of any services.
