About this file
This is a Service Performance Standards document that establishes maintenance requirements and performance metrics for grounds maintenance operations at USAG Stuttgart. The document defines performance standards across four ground categories: Improved Grounds (high-visibility areas including parade fields, schools, playgrounds, and athletic fields), Semi-Improved Grounds (common areas including airfields and ranges), Security Perimeter Fence Clear Zones, and Unimproved Grounds (undeveloped areas, forests, and wetlands).
The performance standards specify detailed service requirements and frequency intervals for grass cutting, edging, trimming, lawn treatments (fertilization, aeration, seeding, sodding, and hydroseeding), weed control, debris and litter removal, tree and shrub maintenance, athletic field maintenance, and playground maintenance. For Improved Grounds, grass shall be maintained at 10 centimeters or mowed every 14 days (whichever comes later), with mower heights set at 5 centimeters for spring and 3 centimeters thereafter. Specific maintenance frequencies are prescribed using a standardized legend (e.g., 1W for once weekly, 2Y for twice yearly, 1M for monthly). The document defines grounds categories by usage and required intensity of maintenance, ranging from intensive annual maintenance for Improved Grounds to unpredictable, mission-driven maintenance for Unimproved Grounds. This specification document serves as the baseline for evaluating contractor performance on the Base Operations USAG Stuttgart contract.

Grass Cutting Mow the following vegetation: Rye, Fescue, tall Fescue, St. Augustine, Buffalo, Bermuda, Bent, Centipede, Zoysia. Additionally all weeds shall be mowed to same height as grass. Set mower height to 5CM for the first cuts in spring then lower to 3cm unless weather is too dry Grass height 10cm or 14 day interval, whichever comes later
| Edging responsibilities shall include, but not be limited to, flowerbeds, mulched areas, sidewalks, driveways, street edges, curbs, and other concrete (except against asphalt edges) located in the Improved Grounds. Edging includes the removal of all grass or weeds sprouting from cracks in sidewalks, pavement, and curb joints. | ||
| Trimming responsibilities include grass and weeds around trees, shrubs, buildings, fences, poles, posts, fire hydrants, parking lot bumper blocks, boulders, and all other fixed objects that project above the ground so grass and weed height is maintained consistent with adjacent grass. | ||

| Grounds Defined: Grounds consist of all land and water acreage for which an installation commander has responsibility (including outlying and satellite areas). Grounds are grouped into the following Categories: |
| Installation Cantonment Area(s): Are defined as the geographic area(s) comprising the most urban areas of the installation. The areas are characterized by concentrations of pedestrians and permanent assets (facilities) for non-field training purposes. The cantonment area includes, but is not limited to, family and unaccompanied housing areas, schools, medical facilities, office facilities, an airfield, industrial facilities, limited recreational places and community activities. Cantonment Area(s) may include the main access roads with the road shoulders (10 feet from the edge of the roads) from the primary controlled security entrance posts to the installation. Grounds classified as Improved, Semi-improved, and Unimproved ground may be included in the cantonment area dependent on location and usage. |
| Improved Grounds: This category includes acreage on which intensive landscape maintenance activities must be planned and performed annually as fixed requirements. Maintenance activities include mowing, irrigation, fertilization, cultivation, aeration, seeding, sodding, spraying, pruning and trimming; weed, dust, and erosion control; drainage; and planting for landscape effect, wind, and sound abatement, and other intensive practices. Examples are areas within the built-up section of an installation which contain lawns and landscape plants; parade grounds; drill fields; non-synthetic turf athletic field facilities; cemeteries; and similar areas. |
| Semi-improved Grounds: This category includes areas on which periodic recurring maintenance is performed but to a lesser degree than on improved grounds. Maintenance activities include mowing primarily for safety and security, weed and brush control, erosion control, dust control, and drainage maintenance. Examples are small arms ranges, antenna facilities, picnic areas, mowed road shoulders, ammunition storage areas, airfield shoulders and clear zones, drop zones, firebreaks, and similar areas. |
Unimproved Grounds: This category includes all other acreage not classified as improved or semi-improved. Maintenance activities are generally unpredictable and normally evolve from the military mission; also, for soil, water, and wildlife conservation; floods; fires; insect infestations; and disease epidemics. Examples are bombing and gunnery areas; impact areas, training, and maneuver areas; forest areas; agricultural and grazing lands, lakes, ponds and swamps; beach and similar areas requiring limited or no maintenance.
