About this file
This is a Command Policy Letter from the United States Army Garrison Stuttgart dated 21 July 2023, establishing mandatory trash separation and illegal dumping prevention requirements for all personnel at USAG Stuttgart installations.
The policy applies to all service members, Department of Army civilian personnel, family members, dependents, and local national employees assigned to or attached to USAG Stuttgart, including those living on-post and off-post. Recycling is mandatory, and commanders, directors, and supervisors are responsible for implementing separation and recycling processes. All organizations must establish adequate separation systems with designated indoor containers in each building, common area, and office or shop. Recyclable materials must be separated into specific categories: paper, cardboard, glass, metal, plastics, and bulky items; electronic waste; tires; and hazardous waste including batteries, oil, lubricants, paint, thinners, solvents, and cleaners. Hazardous waste, bulky items, electronics, wood, tires, and scrap metal must be brought to designated central collection points. Construction debris must be sorted into five categories: excavation material, road construction material, concrete and reinforced concrete, masonry demolition material, and wood. The policy strictly prohibits bringing trash and recyclables onto installations, dumping trash outside designated collection points, dumping trash outside appropriate containers, and placing ammunition, explosives, or hazardous materials in any refuse or recycling containers. Failure to comply may result in adverse administrative or punitive action, including punishment under the Uniform Code of Military Justice for service members. The policy is effective immediately and supersedes all previous policies.
