*** End of Narrative A0000 ***
A. The purpose of this amendment is to provide Government responses to questions posed as a result of this solicitation, as well as extend the closing date for receipt of proposals.
B. Vendor questions, followed by Government responses, are listed below:
Q3: Page 3 of the solicitation lists the color as Color Chip 33446 (Yellow). In 2008, this color (tan, not yellow) was changed per the ____________________________________________________________________________________________________________________________________ military's request to a different, lighter color (MS337), to reduce fuel evaporation. We passed the First Article Tests for the Army______________________________________________________________________________________________________________________________________ and the Air Force using the newest formulation material. The new material is different not only in color, but also in improved________________________________________________________________________________________________________________________________ properties and quality. Since this time, all orders for the Army, Marines, and Air Force are executed using only MS337.________________________________________________________________________________________________________________________
A: Engineering confirms that FED-STD-595 has been superseded by SAE-AMS-STD-595 Revision A (February 2017). In this new specification, Color ID 33446 is still listed. That said, Paragraph 3.9 of MIL-PRF-32233B does allow some flexibility ('general match'), so the MS337 color code would be considered acceptable. This would also be applicable to the berm liner specification (ATPD 2262) color requirements as well.
Q4: Page 4 of the solicitation, Paragraph 6.2 lists a 2" Drain Assembly, non-collapsible, length TBD based on design. Tank design _______________________________________________________________________________________________________________________________ allows the use of hose 8' long or longer. Please specify the length._____________________________________________________________________
A: The hose assembly referenced is required in a quantity of 2 under Table III of MIL-PRF-32233B. One of the 2" drain hose assemblies connects to the tank and 'shall be sufficient length to extend 5 feet past the footprint (empty).' This hose assembly length is then based on the manufacturer's design and where the drain ports are located; thus, length does not need to be specified. The second 2" drain hose assembly is required to be ten feet in length and extends the connection to the hose above for proper length to be employed in the berm.
Q5: Special Packaging Instructions (SPIs), Revision E and Revision D: The use of corrugated boxes for packing accessories do not allow ____________________________________________________________________________________________________________________________________ the use of the crate space in full. Also, the parts (such as the Gate Valve, quantity of 4 per tank) are heavy and bulky. Our standard_________________________________________________________________________________________________________________________________________ practice for packaging Air Force 210K fuel tanks with accessories includes the use of duffle bags made from Geotextile fabric to cover_______________________________________________________________________________________________________________________________________ and protect parts. Also, we use the same Geotextile fabric to protect a tank from the wooden crate surfaces. The packaged load is____________________________________________________________________________________________________________________________________ covered with poly-sheeting to shed rainwater that seeps through the crate lid.________________________________________________________________________________
A: The Air Force has different requirements than the Army. Air Force materials are normally stored in a controlled environment, while the Army requires packaged spares to be protected for the most strenuous and unknown shipping/storage environments. Therefore, the packaging of the packing accessories shall be in accordance with the SPIs provided per the solicitation.
Q6: SPI: Wrap entire rolled tank (approximately 4,300 lbs. and 16' long) with a sheet of MIL-PRF-131, Class 3 material, that is 3' ________________________________________________________________________________________________________________________________ wide and, per the specification, not allowed more than 3 splices - seems problematic. The bladder and accessories from contact with_____________________________________________________________________________________________________________________________________ water do not deteriorate and are not corroded. For this reason, we use Geotextile material and poly-sheets.____________________________________________________________________________________________________________
A: The SPIs take precedence over MIL-PRF-131, Paragraph 3.3.1: 'A roll shall not contain more than 3 splices (4 pieces).' You are allowed more than 3 splices (4 pieces) if necessary. Based on the Army's past history storing the 210K collapsible fuel tanks, these items did get damaged from contact with water and excessive humidity when not properly protected. Packaging must done in accordance with the SPIs and all parts must be heat sealed in MIL-PRF-131, Class 3 bags in accordance with the SPIs.
Q7: SPIs and Crate Size: The size of the rolled tank is much bigger than 114" X 84" X 54". Our experience has been that a 210K tank __________________________________________________________________________________________________________________________________ in a crate 192" X 72" X 57" before the hoses (6" X 12' - Quantity of 4) and valves were packed in the same place. The same situation______________________________________________________________________________________________________________________________________ applies for a berm liner for 210K tank; we use a crate 96" X 60" X 46" to pack liner, hose, and parts - that equals 265K cubic inches______________________________________________________________________________________________________________________________________ compared to 114" X 84" X 24", or 230K cubic inches. Finally, crate dimensions of 16' X 5' X 7' for tank with berm liner also looks too________________________________________________________________________________________________________________________________________ small.______
A: SPIs attached to the solicitation are examples of acceptable packaging configurations for similar products. There are two separate
SPI requirements - one for IPDS System 210K fuel tank assembly (AK15463725, Revision E) and another for the Depot 210K packaging configuration (AK15463726, Revision D).
From SPI AK15463725, Revision E: IPDS packaging configuration is a crate meeting reference military standards that doesn't exceed the outside dimensions of 16 ft. X 5 ft. X 7 ft height. All items are to be packaged inside one crate, not to exceed these dimensions. The delivered IPDS 210K tank assembly crate is stored in a standard ISO 20 foot container. This dictates the limits to the outside dimensions. Any variance to these packaging instructions shall be submitted to the PCO.
From SPI AK15463726, Revision D - Depot Style Packaging: Tank assembly plus tank accessories are packaged inside one crate. From

Paragraph C of this SPI: 'Maximum external dimensions for the tank crate are 114.25" X 84.25" X 54.375".' Berm liner assembly plus berm liner accessories are to be packaged inside a second crate. From Paragraph E of this SPI: 'The maximum external dimensions for the berm liner crate are: 114.25" X 84.25" X 23.75".
Offerors should consider that packaging size and weight of final products is dependent upon material handling equipment available for military users deploying these products, and depot handlers. It is also important that SPIs be developed with consideration to product protection during its shelf life and is based on the manufacturer's selection of materials, end item design, and construction. Please request clarification if the above requirements are a concern to product quality during transportation and storage.
Q8: Berm Liner Accessories: Per ATPD-2262, Drain Assembly (from Paragraph 3.4.3), quantity of 2 installed on the liner and not packed ___________________________________________________________________________________________________________________________________ as accessories. We have manufactured berm liners with separately supplied drains (quantity of 1) for the Marine Corps, per their__________________________________________________________________________________________________________________________________ request. Valve assembly, from Paragraph 3.4.5 of ATPD-2262 required quantity of 2, unless otherwise specified._______________________________________________________________________________________________________________
A: Didn't note a specific question, but will take the opportunity to elaborate further. Per ATDP-2262, Paragraph 3.4.3: Location of the drains is shown in Figure 1 and are a quantity of 2. The berm liner consists of:
a) a 2" drain location (quantity of 2);
b) a screen (quantity of 2 plus spares);
c) installed and delivered with a blind flange on the 2" ID locations when drains are not utilized (quantity of 2);
d) if drains are to be utilized by the operator, the blind flange is removed and replaced with an assembly that is 'compatible and interfaces with the female end of the hose assembly specified in Paragraph 3.4.4 (2" X 20') and in accordance with MIL-PRF-370J, quantity of 2.' This has been historically an aluminum body 90 degree flanged 'sump' with a male cam lock hose end fitting; and
e) quantity of 2 - 2" valves in accordance with Paragraph 3.4.5 and interfaces with hose assemblies. These have historically been aluminum body 1/4 turn ball valves.
Q9: Is it true that the purpose of FAR 52.246-11 is to require a higher level of quality for the contract and not to delay the ___________________________________________________________________________________________________________________________ requirement of being ISO registered until September 2018? Clause E-4 states that the supplier 'shall comply with ISO 9001-2008;_________________________________________________________________________________________________________________________________ however, the only way to 'comply with' the standard is to be audited by an ISO registrar and based on his recommendation to the board at_________________________________________________________________________________________________________________________________________
ISO, be awarded a certificate of registration. Do you agree that to be eligible for an award, the supplier would have to be ISO 9001______________________________________________________________________________________________________________________________________
'registered?' Also, is it a requirement to flow-down the ISO requirement to the suppliers, does this mean that the critical raw_________________________________________________________________________________________________________________________________ material suppliers such as the fabric supplier would also have to be registered or just following the contractor's requirement as__________________________________________________________________________________________________________________________________ required by his ISO registration? As the solicitation closes on 10 August, and a decision would likely not be made until September,_____________________________________________________________________________________________________________________________________ would bidders NOT have to be meet the E-4 clause requirements prior to award and NOT have the opportunity to become registered after an________________________________________________________________________________________________________________________________________ award as a matter of contract administration? I believe the words 'be a registered ISO 9001:2015 company' and not 'certified to ISO_____________________________________________________________________________________________________________________________________
9001:2015' would also apply to the wording for the upgrade from the 2008 standard to the 2015 standard._______________________________________________________________________________________________________
A: Compliance with the ISO standard (essentially, following the specific ISO procedures) - and not certification/registration with the standard - is all that is necessary and required. Compliance could be established either by DCMA or another Government entity reviewing your firm's procedures. The same guidance would apply to the flow-down requirement to suppliers; registration/certification would not be required.
C. The proposal closing date is extended from 10 August 2018 to 22 August 2018.
D. All other terms and conditions remain unchanged.
