About this file
This amendment modifies a solicitation for collapsible fabric tank assemblies. The amendment addresses a vendor question about performing air leakage testing outdoors, provides clarification on acceptable tank and berm liner colors, and extends the proposal closing date to August 27, 2018. The related federal contract opportunity is for a five-year IDIQ contract to provide 210,000 gallon collapsible fabric tank assemblies and accessories. The solicitation will be posted on the FBO website around May 31, 2018 with proposals due around July 10, 2018. The requirement is set aside for small businesses and involves the Department of the Army and TACOM Life Cycle Management Command.

A. The purpose of this amendment is to address a vendor question, include clarification information to a previous vendor question, provide revisions to the applicable tank/berm liner color paragraphs of MIL-PRF-32233B and ATPD 2262, and extend the closing date for receipt of proposals.
B. A vendor question, followed by the Government response, is listed below:
Q10: Paragraph 4.5.1.1 of MIL-PRF-32233B reads: "Air Leakage. Pressurize the tank to a minimum of 0.5 pound per square inch gauge _______________________________________________________________________________________________________________________________
(psig), internal air pressure without restricting volumetric growth. Thirty (30) minutes after initial pressurization, adjust the___________________________________________________________________________________________________________________________________ internal air pressure, as required, to maintain a minimum of 0.5 psig. Conduct the test indoors to control conditions, use a soap and_______________________________________________________________________________________________________________________________________ water solution, and examine the entire tank, including all seams and fittings for air leakage. Any evidence of air leakage shall__________________________________________________________________________________________________________________________________ constitute failure of this test." The height of a 210,000 gallon tank when filled 1/2 psig of air is over 40 feet, and if the tank must_________________________________________________________________________________________________________________________________________ be rolled to reach the bottom, the corners will reach even higher. We realize that indoor testing protects the tank from pressure___________________________________________________________________________________________________________________________________ changes induced by the weather and sun. It is unlikely than anyone is doing the test indoors on the 210,000 gallon tank. We ask__________________________________________________________________________________________________________________________________ permission to do the test outdoors vs. the indoor requirement. We feel as long as we maintain the pressure and keep the soap solution_______________________________________________________________________________________________________________________________________ wet, we satisfy the requirements of the test, even if we perform it outside. Please advise.____________________________________________________________________________________________
A: Manufacturers are allowed the opportunity to perform the Air Leakage test IAW Paragraph 4.5.1.1 of MIL-PRF 32233B outdoors during the first article test sequence from Table VI., Test Schedule. Manufacturers will be required to conduct the air leakage test indoors to control conditions and to protect the tank assembly from damage during the Conformance Inspection Sequence from Table VI.
Manufacturers are advised that performing the air leakage test outdoors can be hazardous and challenging due to weather events, and can also put the tank assembly at a greater risk to damage.
C. Additional clarification to the Government response to Question Q3 is listed below, underneath the reprinted Question Q3 and the initial Government response, as per Amendment 0003:
Q3: Page 3 of the solicitation lists the color as Color Chip 33446 (Yellow). In 2008, this color (tan, not yellow) was changed per the ____________________________________________________________________________________________________________________________________ military's request to a different, lighter color (MS337), to reduce fuel evaporation. We passed the First Article Tests for the Army______________________________________________________________________________________________________________________________________ and the Air Force using the newest formulation material. The new material is different not only in color, but also in improved________________________________________________________________________________________________________________________________ properties and quality. Since this time, all orders for the Army, Marines, and Air Force are executed using only MS337.________________________________________________________________________________________________________________________
A: Engineering confirms that FED-STD-595 has been superseded by SAE-AMS-STD-595 Revision A (February 2017). In this new specification, Color ID 33446 is still listed. That said, Paragraph 3.9 of MIL-PRF-32233B does allow some flexibility ('general match'), so the MS337 color code would be considered acceptable. This would also be applicable to the berm liner specification (ATPD 2262) color requirements as well.
ADDITIONAL CLARIFICATION: The tank material and berm liner material exposed colors are not required to be a match and shall be selected based on enhanced performance in environmental conditions and meeting service requirements.
D. As a result of C. above, Paragraph 3.9 of MIL-PRF-32233B and Paragraph 3.7 of ATPD 2262 are revised as follows:
MIL-PRF-32233B
FROM:
3.9 Color. Unless otherwise specified (see 6.2), the color of the exposed surfaces of the tank assembly shall be in accordance with FED-_________________________________________________________________________________________________________________________________________
