MEMORANDUM FOR SEE DISTRIBUTION
SUBJECT: Garrison Policy Letter #39: Up Range Access Control and Travel
1. References:
a. Army Directive 2014-05, Policy and Implementation Procedures for Common Access Card Credentialing and Access for Uncleared Contractors, 7 March 2014.

2. Effective on the date of signature, personnel requiring access and traveling in any up range area must be registered in the White Sands Missile Range (WSMR) Standard Access Control System (VELOCITY) and have up range Gate access designated in the system, or have in their possession an approved copy of ESL Form 100-E (Escorted/Unescorted Up Range Travel Request Form (enclosure 1). For the purpose of this policy letter, "Up Range" constitutes all WSMR areas north of U.S. Highway 70. Unauthorized entry into Up Range areas is a violation of Title 18, United States Code, Section 1382. Personnel found in the Up Range area without proper verifiable VELOCITY access or a valid Form 100 will be escorted from the range and/or denied future entry, and may face administrative or criminal action.
3. Personnel with a Government CAC card will coordinate with and provide evidence of their need for Up Range access to their respective Security Coordinators to ensure they are registered properly in VELOCITY. Tenant activities without direct access to VELOCITY must have their assigned Security Coordinator submit a Form 102 WEB BADGE/UP RANGE request (enclosure 2) to have those personnel that require valid Up Range access registered into the Velocity System. The Form 102 must be submitted to the Installation Physical Security office to have the personnel enrolled along with verification that the person requires the access. The Installation Physical Security Office POC information is (Building 427 Aberdeen Avenue, 575-678-5414/7905/8602, (usarmy.wsmr.imcom-central.list.physical-security)).
4. All personnel requesting Up Range access who are not currently in possession of a valid Government CAC card must submit a Form 5000 (enclosure 3) thru their sponsoring activity to the Installation Physical Security office. This form provides the information required to complete the required background check using the National Crime Information Center-Interstate Identification Index (NCIC-III) (in accordance with Army Directive 2014- 05). Once the background check is returned and if no derogatory information has been discovered, the individual may request access through their sponsoring Security Coordinator on the enclosed Form 100 (enclosure 1) (45 Days or Less) or Form 102 (Greater than 45 Days) as appropriate.
5. DES will process NCIC-III checks and provide a response within 10 working days. Failure to provide all required information legibly will result in denial of access until complete and legible information is provided.
6. In cases where Up Range access is only required for a short period less than 46 days and will not be required again or infrequently (1-2 times a year or less) personnel in possession of valid Government CAC card will be required to apply through their sponsoring activity for an Up Range Travel Request Form (Form 100), which must be in their possession when they are in an Up Range area unless they are properly enrolled in
VELOCITY.
7. Up Range Escort requirements: Personnel may be escorted Up Range without a pass as long as a properly credentialed individual is acting as escort. For the purpose of this policy a properly credentialed person is any person who is enrolled in Velocity (with Gate Access) or in possession of a valid Form 100.
8. Official Foreign National Travel: Officially sanctioned Foreign Nationals requiring travel between any of the various official in nature activities/facilities on WSMR will have that travel coordinated between the sponsoring activity, the Installation's Foreign Disclosure Officer and the Installation Physical Security Officer. Whenever possible, the sponsoring activity will provide positive control and escort to foreign nationals when they are in areas not open to the general public. When this is not possible or feasible sponsoring activities may coordinate for unescorted but MONITORED Travel Contingency Operations (CONOPS) for example Point to Point monitoring or front and rear convoy escorting.
9. WSMR Activities with their own VELOCITY System Terminal will perform a Monthly check of that system and validate their organization's personnel. Personnel who no longer require enrollment in VELOCITY will be removed from the system. Tenant activities and Garrison Directorates without VELOCITY access will coordinate directly with the Installation Physical Security Office for accomplishment of this task.
10. WSMR Activities with VELOCITY System terminals include:

11. Organizations will disseminate this policy to all personnel and post a copy on official bulletin boards.
12. A review of forms and the requirement is included on the table below to provide a quick view to assist in determining which form or forms you may need.
