DLA Energy Inland/East/Gulf Coast (IEG) Pre-Proposal Conference - October 21, 2015

Hilton Springfield, VA Questions and Answers

Solicitation Overview:

1. Question – Where is the Economic Price Adjustment Section in the solicitation?

Answer – 52.216-9069 ECONOMIC PRICE ADJUSTMENT -- PUBLISHED MARKET PRICE - DOMESTIC BULK (NOV 2011) is located on page 9 of the Addendum Package (Addendum 1).

2. Question – Will DLA Energy allow small companies to receive a portion of the 44.72% set aside volumes?

Answer - The 44.72% is reserved for small businesses. Once evaluations of the final proposals are completed in the Bid Evaluation Model (BEM), the Contracting Officer will initiate negotiations on the available set-aside volumes with only those small businesses that are eligible to receive awards for the available set-aside volumes. Refer to FAR 52.219-7

NOTICE OF PARTIAL SMALL BUSINESS SET-ASIDE (DEVIATION)(JUNE

2013)(DEVIATION NUMBER 2011-DO0001) located on page 57 of Addendum 1 (Amendment 0001 of the solicitation). DLA Energy’s Small Business Office is working diligently with the Small Business Administration (SBA) to increase the small business size standard, which will increase the number of small businesses that may be eligible for set-asides. Vendors are also encouraged to take advantage of networking opportunities to build supplier relationships.

3. Question – How should a vendor offer on set-aside volumes?

Answer – All offers are submitted on the solicited volumes only (as if no set asides exist).

Additionally, small businesses are advised that to be considered for small business set-aside volumes, a small business is required to either be the manufacturer of the product or obtain the product from a small business manufacturer/refiner. Refer to question 2 above for additional information regarding set-asides.

4. Question –Where is the Upward Ceiling on Economic Price Adjustment located in the solicitation?

Answer – The upward ceiling on economic price adjustment is found in 52.216-9069

ECONOMIC PRICE ADJUSTMENT – PUBLISHED MARKET PRICE – DOMESTIC

BULK (NOV 2011), section (c)(5), located on page 9 of Addendum 1 (Amendment 0001 of the solicitation). The current ceiling is 330%.

5. Question – What is the anticipated timeline for submitting Interim Proposal Revisions (IPRs) and making contract awards?

Answer – The timeline between submission of IPRs and completing contract awards is determined based on the various milestones associated with the review/evaluation of all offers. Vendors are advised to anticipate contract awards 190 days after issuance of the solicitation. To date, DLA Energy anticipates completing contract awards on or about February 29, 2016.

6. Question – Does DLA Energy anticipate changing the deadline for submission of initial offers, currently scheduled for Monday, October 26, 2015?

Answer – Any changes to the deadline for submission of initial offers is provided as an amendment to the solicitation. The deadline for submission of initial offers was extended from October 26, 2015 to November 6, 2015, as reflected in Amendment 0001 of the solicitation.

7. Question: What actions are taken if a Certificate of Competency (CoC) is required?

Answer - If DLA Energy discerns that a vendor is non-responsible, the Contracting Officer will request assistance from the SBA to determine if a vendor is competent to perform under any resultant contract. The SBA will attempt to contact the vendor to obtain any relevant information that will assist with the responsibility determination. Vendors are advised that promptly responding to any requests for information from DLA Energy or the SBA is essential in completing a CoC.

Technical Evaluation:

8. Question – What is the process for determining a company “technically unacceptable”?

Answer –If a vendor is determined unacceptable for technical reasons (i.e., not in conformance with sections B, C, E, F, and/or Section 526 Requirements of the solicitation), the Contract Specialist will work with the vendor during negotiations to resolve any non-conforming issues. Vendors are advised that prompt response to any inquiries from DLA Energy regarding technical issues is essential to timely completion of technical evaluations.

Quality Requirements/CCC/Section 526:

9. Question – Will JP5 and F76 require a certificate of analysis? What about JAA?

Answer – Vendors offering JP-5 and F76 shall provide full certificates of analysis for any JP- 5 and F76 containing synthesized blend components as described in Section 3.1.1 of MIL- DTL-5624V and Section 3.2.1 of MIL-DTL- 16884N, respectively. 10. Question – When is the BEM posted on line?

Answer – BEM reports are posted to the Federal Business Opportunities (FedBizzOps) website (www.fbo.gov), usually within 1 to 3 weeks after contracts have been awarded. The following is a list of reports that are posted:

- Bid Summary of Award

11. Question - The OET is not setup to handle biofuels. How do you want us to handle Biofuel offers?

Answer –If an offer includes bio-fuel, the vendor should add a note to the applicable bid line in the OET stating that line contains an (xx)% blend of bio fuel. The note field can be accessed by clicking in the “DESC/Notes” field on the bid line, located just to the right of the “Total Price” column on both the Origin and Destination offer cards. In addition, all feedstock data located on the biofuel offer must be filled out completely as provided in the Offer Submission Package (OSP).
