Pre-proposal Conference Instructions –DLA Distribution, Guam, Marianas
(a) A pre-proposal conference and site visit for DLA Distribution, Guam, Marianas will be held at Naval Base, DLA Distribution, Guam, Marianas as follows:

Prospective offerors are encouraged to attend this conference. Interested parties must register with Tom Semones by e-mail at Thomas.semones@dla.mil NLT COB Wednesday, December 28, 2017. Each company is restricted to two (2) attendees per company per event. Registration requests shall provide the following information for representatives attending: Name, SSN, driver’s license number, citizenship (i.e. U.S. Citizen, Foreign National, etc.), company name, e-mail address, phone number, and whether base access has previously been granted (i.e. military ID, Common Access Card, etc.). Once registered, directions to the Visitor Control Center will be provided to participants.
Pickup point for the Site Visit: Visitor Control Center, Naval Base, DLA Distribution, Guam, Marianas. All registered participants are required to provide their own transportation to and from the Visitor Control Location and all areas outside of the official site visit/tour.
A shuttle service will be provided from the Visitor Control Center to the various locations for the site visit. All registered participants are required to utilize this shuttle service. Participants will not be permitted to the Naval Base, DLA Distribution, Guam, Marianas site visit if they are not on the shuttle. The shuttle will depart the Visitor Control Center at 8:00 am ChST on 10 January 2018 in route to the conference area for the pre-proposal conference and site visit. Registered participants are required to arrive no later than 8:00 am ChST for pick up to assist in meeting scheduled time lines. It is imperative that registered participants arrive on time, as access will be restricted to those on the shuttle service.
(b) Base Entry Procedures for site visit:
Registered participants will be required to present proper photo identification (i.e. driver’s license, passport, etc.). Security Officers may perform a physical check of each participant’s photo identification against the list of pre-registered participants. A Defense Logistics Agency (DLA) representative will be on-site to facilitate the security check. Entry to the sites will be denied if participants are not registered and/or do not provide proper identification.
(c) Considerations for the conference and site visit:
· Participants are advised that the site visit(s) involve walking through the buildings. Please indicate any special needs when requesting registration to ensure proper accommodations can be arranged.
· Dress code for the conference and site visit is casual. Participants are advised to wear appropriate clothing and closed-toe shoes to be safe and comfortable while walking through the distribution facilities. No refreshments will be served.
· Cell phones with digital cameras or cameras of any kind are strictly prohibited. Cell phones with digital cameras and cameras will be left on the bus during the site visit events.
· If severe weather causes the base to close, the event will be re-scheduled. Pre-registered offerors will be notified as soon as practical regarding re-scheduling, if necessary. Stay tuned to local television and radio stations for weather reports.
· Prospective offerors are advised that the pre-proposal conference will be held solely for the purpose of explaining the specifications and terms and conditions of this solicitation. Any changes to the solicitation will only be provided by written amendments. If an amendment is issued, normal procedures relating to the acknowledgement and receipt of any such amendment shall be applicable. In no event will failure to attend the pre-proposal conference constitute grounds for a claim after award of the contract.
