16 What impact, if any, will the 2/12/2014 Executive Order -- Minimum Wage for Contractors have on the awarded contract for this solicitation?

17 I am trying to ascertain if you consider GS-42 certified the equivalent to CISM-GB certified.

26 CLIN 0010 and 0011. They are in reverse order as compared to Schedule B. Can you correct that on Attachment 4 or on Schedule B?

27 CLIN 0010 shows a price of $1040 per month. Is that the maximum price you will accept for that

31 Your solicitation posted for Janitorial Services SP3300-14-R-0011 was brought to my attention because it contains contractor supply of items that appear to be on the mandatory procurement list.

Per the FAR, if a federal entity is not the direct purchaser of a product or service and contracts the purchasing to another entity, 48 CFR 52.208-9, outlines that a contractor must use mandatory sources of supply or services currently provided on the mandatory procurement list.

Will address in a future Amendment

Do we clean Microwaves and refrigerators in any break rooms? If so, frequency?

PWS, p. C - 14 3.2.4 Not specifically identified in contract. No requirement to clean the insides of refrigerators or microwaves but to dust/clean the outside only in break room areas. See para. D on page C-6 "spot cleaning includes but is not limited to…"

33 Are we responsible in emptying any shredders? Unk Unk No

37 At the site visit we observed golf carts being used by the apparent cleaning crew. The PWS says no POV's but is there a restriction on Company Provided Golf Carts? Where would company logo be placed on these golf carts to meet USG acceptable standard for contractor identification?

41 Please verify you are only providing storage cabinets in 10 locations within the 24 building service area for over 3 million square feet of service area?

Gov't will not provide storage cabinets.

Gov't will only provide space for contractors to place contractor provided storage cabinets. This is due to the fact that we cannot lock the government provided janitor closets due to the need to access the electrical panels that are in most of them.

42 The USG has stated they will provide space for employee storage lockers. Will you provide space

Does your agency and the Base in general post these signs to include the condition that a camera pass is not authorized once granted at these designated locations for any photo actions?

51 PWS 3.1.1 FLOOR CLEANING C-9: The USG states that the floor surface may change at any time during the life of the contract, however there appears to be no specific wording on how this may impact frequency or associated cost to a contractor when the floor covering is changed? Are the cost and how modifications to cost to the different floor coverings covered in any other sections of the RFP? We did not find anything? Cost for Carpet vs Cost for various Hard surfaces have substantial labor/Equipment/cost variances for which the contractor is entitle compensation under the FAR.

52 PWS 3.1.1.2 CARPETED FLOORING C-10:

Appears to address no standard for the vacuum system? is there a standard such as a HEPA rating required for vacuum systems the contractor will utilize on the facility to provide these carpet vacuum actions?

53 PWS 3.1.1.3 FLOOR MATS (INTERIOR,

REMOVAL C-11: This is designated as 16 buildings at 750 hours per year (assumed) which is

46.86 hours per building per year which is in a 5 day a week service equal to .18 hours per day or approximately 8 minutes for each building daily (is this for all shifts?). Is there an itemized cost requirement to be presented for these services outlined in section L instructions? Is there an individual line item of CLIN cost that should be created to see how each interested party prices these 750 total hours for a review and evaluation of each contractors itemized cost and technical approach for these restricted service times for the service to be completed?

PWS, P.C-11 PWS 3.1.2.3 Per the PWS… Exterior ground trash pickup will be done on a daily basis in front of buildings 385 (north side), and 1602 (west side). The Contractor shall pick up outside trash one time a week, all other areas.

CLIN X017 is designated for this task.

Itemized cost details for this CLIN shall be input when completing the Pricing Tables.

55 PWS 3.1.3 EMPTY AND CLEAN PUBLIC

ASHTRAYS AND URNS, C-12; Is there a specific sand and sand color required for the contractor to use throughout the contract service area?

56 PWS 3.1.5 LOW DUSTING C-12: How many artificial plants and type of plant (size included) are required to be dusted and how often do they

59 PWS 3.5 COBWEB REMOVAL C-17; During the cycle of cobweb removal will coordination to shut down VTE, electrical, and or other interior roof mounted systems be required during the cleaning cycle/process? OSHA has been consulted and has concerns with utilizing equipment which has the potential to be energized during this process at Warner Robins for the USG DLA.

64 WAGE DETERMINATION; $8.18 + 3.81 Fringe is stated in DOL WD posted for bid - no mention of the recent Presidential directive to add money to wages for all new contracts? Do you plan to add this as an equitable adjustment after contract start date?

67 What is the height requirement expected to be "low dusting"?

PWS, p. C - 12 PWS, 3.1.5 Items listed in para 3.1.5 range from base boards to light fixtures in admin areas.

68 Please elaborate on space and areas of cob web removal. The SOL utilizing 510 hrs, is not much time considering the sq. ft in this contract. Will the KO or COR be specifying the cob webs to be removed?

PWS, p. C - 17 PWS, 3.5 Yes, Cob Web removal by technical direction.

69 Will we be allowed time to conform a wage after an award for an employee classification for the lift driver to get the high cob webs? Or does this need to be turned in with the RFP along with all documentation issued to the Department of Labor with this official request?

PWS, p. C - 17 PWS, 3.5 If an employee’s job description or “class of service” is not included in a prevailing wage determination issued by DOL, the employer (contractor) must begin a process called a conformance (FAR 22.109). This must be done before the employee(s) in question begins work on the contract.

70 Do you have an estimated number of hours for Special event Cleaning?

71 During the site visit, you talked about the requirement of hiring the incumbent employees.
