C-1 SCOPE OF WORK

A. The Contractor shall provide all management, tools, supplies, vehicles, transportation, equipment, labor, and applicable licenses, permits, and/or certificates necessary to perform custodial services in approximately 24 buildings located at Warner Robins Air Force Base (WRAFB).

B. DLA Distribution Depot Warner Robins Georgia (DDWG), located on Warner Robins Air Force Base (WRAFB), is a major Defense Logistics Agency Strategic Distribution Platform (SDP) that provides mission-critical parts to war fighters around the globe. DDWG consists of at least 21 buildings and contains over 3 million square feet of office and warehouse space. DLA Disposition Services Field Activity at Warner Robins, located on Warner Robins Air Force Base (WRAFB) is a Defense Logistics Agency provides the DOD’s best value services and delivers performance to our customers for the reuse, transfer, donation, sale or disposal of excess/surplus DoD property. DLA Disposition Services Field Activity at Warner Robins has three (3) buildings and consists of 764,464 square feet of office and warehouse space.

C. The Contractor shall incur all costs associated with the performance of this effort.

These costs include, but are not limited to, the cost of fuel, preventative maintenance and repair of their own equipment, preventative maintenance and repair of vehicles, to transport employees and equipment to buildings. Services shall be performed in accordance with standard commercial cleaning practices. Cleaning services provided shall include a full range of custodial care. This is inclusive of, but not limited to, the following: vacuuming, sweeping, mopping, trash removal, emptying and cleaning public ash trays/urns, washing interior/exterior windows, dusting, disinfecting, descaling, shampooing carpet, stripping and waxing floors, cleaning water fountains, cleaning mirrors and glass, cleaning entryways and mats, cleaning stairways, spot cleaning, metal polishing (i.e., examples include, but are not limited to, water fountains, faucet fixtures), stocking supplies in restrooms and break areas, sanitizing restrooms, and removing cob webs.

D. In addition to all of the cleaning services, the Contractor shall perform spot cleaning on a continual basis. Spot cleaning includes, but is not limited to, removing and/or cleaning smudges, fingerprints, marks, streaks, and spills from washable surfaces of all walls, partitions, vents, grillwork, doors, door guards, door handles, push bars, kick plates, light switches, temperature controls, and fixtures. After spot cleaning, the surface shall have a clean, uniform appearance, free of streaks, spots, and other

C - 7 evidence of soil. The majority of services will be performed indoors; however applicable tasks will be performed outdoors.

E. The Contractor shall provide cleaning services in strict compliance with the performance standards in the contract. All commercial cleaning standards, as well as all local, State, and Federal regulations and laws apply.

F. This is a non-personnel services requirement. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor, who in turn is responsible to the Government.

1.1 CERTIFICATION and TRAINING REQUIREMENTS

1.1.1 International Sanitary Supply Association (ISSA) Cleaning Industry Management Standard – Green Building (CIMS-GB) or Equivalent.

A. The Contractor shall either possess a current ISSA CIMS-GB certification or equivalent, or shall have the capability to obtain an ISSA CIMS-GB certification or equivalent within 180 days of the contract’s start date. The supporting documentation shall be of substantive, objective evidence (e.g., certification, letter from ISSA) that the offeror is currently ISSA CIMS-GB certified or will be ISSA CIMS-GB certified within contractual timeframe. The Contractor shall maintain ISSA CIMS-GB certification or equivalent throughout the contract period.

B. If a Contractor proposes an equivalent certification, the Contractor shall provide a certified copy of the equivalent certification and provide supporting documentation that the equivalent certification, at a minimum meets the voluntary consensus standards (VCS) of the ISSA CIMS-GB certification. The supporting documentation shall be substantive, objective evidence (e.g., letter from ISSA) demonstrating equivalency to the ISSA CIMS-GB certification.

C. If a Contractor is awaiting a proposed equivalent certification, the Contractor shall provide supporting documentation demonstrating equivalency to the ISSA CIMS-GB certification and supporting documentation that the Contractor will be equivalent certified within 180 days of the contract’s start date. The supporting documentation shall be substantive, objective evidence (e.g., letter from ISSA) demonstrating equivalency to the ISSA CIMS-GB certification and substantive, objective evidence (e.g., letter from the proposed equivalent certifier) that the Contractor will be equivalent certified within contractual timeframe.

D. ISSA CIMS-GB certification is acceptable as a quality management standard;

However, if not CIMS-GB certified, the Contractor shall be ISO 9001:2008 certified or ISO 9001:2008 conformed. If a Contractor is not ISO 9001:2008 or ISSA CIMS- GB certified, the offeror shall demonstrate conformity with the requirements of ISO 9001:2008. To demonstrate conformity, the firm shall provide written, objective

C - 8 evidence of the firm’s effective implementation of its quality management standard that unequivocally demonstrates conformity with the requirements of ISO 9001:2008.

The Contractor shall maintain ISSA CIMS-GB certification, ISO 9001:2008 certification, or ISO 9001:2008 conformity throughout the contract period.

1.2 Training Requirements

A. The Government will provide during the performance periods the materials necessary for the Contractor to train their employees. The Contractor shall train their employees in the following areas:

• DoD Antiterrorism Training (Training Time: 2 hours)

• DLA Annual Operations Security Training (Training Time: 30 Minutes) B. In addition, during the performance periods, the Government will include Contractor employees in the Counterintelligence Training, and the Contractor shall train their employees in the Counterintelligence Training. The Office of the Commander will make available to the Contractor the dates and times for the Counterintelligence Training. (Training Time: 1 hour)

C. The Contractor shall keep a record of training for each employee on file and made available to KO or COR when requested. Records shall be retained for at least one (1) review cycle or as designated by the KO or COR.

C-2 DESCRIPTION OF SERVICES

2.1 Levels of Cleaning Services

A. Levels of Cleaning Services, as identified in this Performance Work Statement

(PWS), are described below. Building locations, square footage (SF), and cleaning levels of each area are found in Attachment 1. A definition of each cleaning service level is provided below. The Contractor shall assume the responsibility for meeting the minimum Acceptable Performance Levels (APLs) as specified in Attachment 3 upon full performance.

2.1.1 Basic Cleaning Service

A. These areas require regular/routine cleaning of all visible dust, dirt, soil, scuff marks, and debris from surfaces, fixtures, tables, walls, floors and carpets due to regular traffic volume. These areas shall include all designated buildings unless otherwise noted in a separate cleaning level below. Basic cleaning service areas will be cleaned in accordance with the established minimum acceptable performance levels.

2.1.2 Prestige Cleaning Service

A. These areas require regularly scheduled intense cleaning of surfaces and floors regardless of whether dirt, soil and/or debris are visible or not. Prestige cleaning

C - 9 service areas will be cleaned in accordance with the established minimum acceptable performance levels. The Contractor shall clean the following two (2) areas to the Prestige Cleaning Service level are:

• Building 385 – Commander Suite, Command Stairs and Hall

• Building 1602 – Front Offices and Warehouse Office

C-3 GENERAL CLEANING and DISINFECTION A. Administrative areas include office areas, hallways, restrooms, stairs, locker rooms, break areas, building entrances, chairlifts, janitor rooms/closets, and water cooler areas. The Contractor shall clean all areas regardless of end user’s preference. The Contractor shall ensure that all hazardous conditions (e.g., wet floors) which result from custodial operations are properly marked. These areas are subject to the Levels of Cleaning Services as defined in Section C-2.1. Contractor shall furnish and post portable wet floor warning signs to warn personnel of a wet floor hazard. The Contractor shall place warning signs in all directions in which the hazardous area can be accessed when cleaning, stripping, waxing, and/or carpeting shampooing services are being performed until all surfaces are dry. Contractor shall remove warning signs after the floor is completely dry.

B. The Contractor shall immediately notify the COR of any circumstances or situations in need of repair or that may affect performance of contract work, present unsafe or unhealthy condition, or cause any delays or interference of work by employees of the Contractor. Examples include, but are not limited to, broken soap dispensers, mirrors, urinals, toilets, paper towel holders, drains, faucets etc.

3.1 General Area Cleaning

3.1.1 Floor Cleaning

A. Floor coverings are subject to change during the life of the contract. Floor cleaning shall be completed regardless of the change in floor covering type. The definition of floor is all encompassing, regardless of the use of the area (for example: carpeted office versus tiled, ceramic, restroom). Floors include walking surfaces of the previously stated administrative areas that, due to regular traffic volume, accumulate dirt on surfaces. All floor areas shall be cleaned, including under any reasonably movable items such as floor mats, trash cans, chairs, etc.

3.1.1.1 Uncarpeted Flooring

A. Uncarpeted floors shall be swept, mopped (dust mopped and/or damp mopped, depending on floor type), by the Contractor to ensure they are free of dirt, soil, debris, dust, scuff marks, heel marks, gum, and other foreign matter to include under floor mats. Contractor shall furnish and post portable warning signs to place in the restroom doorways, and wet floor signs when stripping, waxing, and/or carpeting

C - 10 shampooing services are being performed and until all surfaces are dry. Baseboards and corners shall also be cleaned. All floor maintenance solutions shall be removed from baseboards, furniture, and trash receptacles. Chairs, trash receptacles, floor mats, and other moveable items shall be moved by the Contractor to maintain floors underneath these items. All moved items shall be returned to their original and proper position by the Contractor.

B. During inclement weather, the Contractor shall mop or wipe areas tracked with water, mud, dirt, etc., from stairs, corridors, vestibules and entryways as necessary to prevent slipping. The Contractor shall remove walk-off mat(s) to clean surfaces underneath and replace walk-off mats to their original positions. Clean mop water shall be used constantly and consistently to bring uncarpeted flooring surfaces to appropriate cleaning service level. Dirty mop water shall be changed regularly and as necessary to avoid further dirtying of area. Dirty mop water shall be disposed of in a sanitary sewer system such as inside sinks, drains, floor drains, and janitor closets drains. Dirty mop water shall not be disposed of outside on grounds, roads, walkways, streets, gravel, docks, or in storm sewer system drains. Raised floors in computer rooms shall be dry vacuumed, swept, and damp mopped only. No wet mopping or waxing shall be done on these raised floors in the computer rooms.

3.1.1.2 Carpeted Flooring

A. All carpeted areas shall be vacuumed to be free of all visible dirt, debris, litter, and other foreign matter to include under floor mats. All tears, burns, and raveling shall be brought to the attention of the KO or COR. Minor spots, not to exceed four (4) square feet (24”x24”), found on carpeted areas shall be treated. If possible, they shall be completely removed by commercially accepted carpet/stain removal methods as soon as noticed during the performance of the designated cleaning service level.

There shall be no evidence of fuzzing caused by harsh rubbing or brushing. Carpet shampooing schedules shall be coordinated between the Contractor and the KO or COR to fulfill the terms of the contract.

3.1.1.3 Floor Mats (Interior and Exterior)

A. The Contractor shall clean interior and exterior and floor mats. After vacuuming or cleaning, mats shall be free of all visible lint, litter, soil and other foreign matter.

Rubber or polyester entrance mats shall be swept, vacuumed, or hosed-down and then dried to remove soil and grit. Soil and moisture underneath mats shall be removed and mats returned to their normal location as soon as possible after cleaning. These mats shall be maintained by the Contractor, to maintain a clean uniform appearance utilizing commercially acceptable standards.

3.1.1.4 Stairs and Stairwells (Interior and Exterior)

A. All stair and stairwell surfaces shall be cleaned as appropriate for floor covering as defined in Section C-3.1.1.1 and Section C-3.1.1.2 on floor cleaning. In addition, grease and grime shall be removed from stair guards, handrails, and baseboards. The

Contractor shall remove all marks, dirt, smudges, scuffs, and other foreign matter from adjoining stairwell walls to maintain a clean, uniform appearance.

3.1.2 Trash Removal (Interior and Exterior)

A. Trash removal includes interior and exterior (See Attachment 1) removal of trash.

Trash receptacles shall be emptied by the Contractor and discarded trash in trash liners shall be disposed of in designated building garbage dumpsters provided by the Government. Trash liners containing waste/discarded material shall not lie on floor surfaces for convenience of Contractor. All trash bags containing wastes shall be placed in mobile/portable poly garbage bins or containers and ultimately disposed of in the designated building dumpsters. Approximate locations of trash and cardboard dumpsters are depicted in Attachment 2.

3.1.2.1 Trash Removal Interior

A. The Contractor shall empty all trash receptacles in areas designated in Attachment 1, to include interior office areas and adjoining hall ways. Contractor is not required to empty recyclable containers located in office areas. The Contractor shall clean and disinfect trash receptacles and replace soiled or torn bags/liners with new ones. All trash receptacles shall be emptied, wiped clean and returned to their original locations. Plastic liners shall be installed in all containers. Liners shall be replaced as necessary to maintain sanitary conditions and clean appearance. All solid waste generated in the building shall be collected and removed to exterior trash receptacles designated by the Government. The Contractor shall immediately pick up any trash that may fall on to facility grounds during removal of collected trash and place in the designated collection containers.

3.1.2.2 Trash Removal Exterior

A. All trash receptacles, to include exterior trash receptacles adjacent to entrance doors shall be emptied and returned to their original location by the Contractor. Trash receptacles shall be left clean, free of foreign matter, and free of odors. The trash shall be deposited in the nearest outside trash collection container assigned to the building in which the trash was removed. Approximate locations of the exterior trash receptacles are depicted in Attachment 2. DDWG and DLA Disposition Services Field Activity at Warner Robins.

3.1.2.3 Exterior Ground Trash Removal

A. The Contractor shall remove all exterior ground trash from exterior areas of DLA

Distribution buildings (333, 334, 340, 341, 351, 365, 368, 376, 380, 385, 393, 395, 396, 602, 641 and 660 (utilizing 750 hours per year)). The Contractor shall remove all ground trash from the outside of each building to the edge of the street. These areas include all DLA grounds, parking areas, driveways, fence lines, ditches, loading docks, ramps, entranceways, bushes, shrubs, gazebos, and from around all trash receptacles. When grounds are shared between DLA and non-DLA buildings, trash

C - 12 will be picked up midway between the buildings. In areas where storage lots are adjacent to DLA buildings, trash pickup shall be performed 25 feet out on the storage lot side of the building. Exterior ground trash pickup will be done on a daily basis in front of buildings 385 (north side), and 1602 (west side). The Contractor shall pick up outside trash one time a week, all other areas. All outside storage lots are excluded from this task.

3.1.3 Empty and Clean Public Ashtrays/Urns

A. The Contractor shall empty all public ashtrays and urns in the approved designated smoking areas. All discarded smoking material (cigarette butts, cigar butts, matches, etc.) shall be removed from the ashtrays/urns and the ashtrays/urns wiped so that they are free of dust, dirt, ashes, odors, tar, streaks, nicotine stains, and spots. The Contractor shall wipe the ashtrays/urns at the same time as removing discarded material. Any sand in ashtrays/urns shall be cleaned and the sand sifted for discarded smoking material. Fresh sand shall be added by the Contractor as required. Sand shall be replaced once it is soiled beyond use. Sand shall be provided by the Contractor. Once ashtrays/urns are clean, the Contractor shall take measures to minimize odor. Discarded smoking material shall be thoroughly soaked in water prior to disposal. This service shall be performed at all outside designated smoking areas. Approximate locations of the smoking areas with ashtrays/urns are depicted in Attachment 2, DDWG and DLA Disposition Services Field Activity at Warner Robins.

3.1.4 Building Entrances

A. Building entrances are defined as the entrances that are used by the majority of traffic. The numbers of entrances and square footage are designated in Attachment 1

B. The Contractor shall clean entrances, sidewalks belonging to the entrances, stairways, ramps and landings. These areas shall be swept and/or mopped to remove debris.

Appropriate caution signs shall be posted as required. Work shall include removal of all debris within entrances that have a radius of ten (10) feet. Clean-up area shall be measured from building foundations to ten (10) feet outside perimeter. The entire area depicted shall be kept free of all debris. Entrances, landings, stairways, and walkways shall be swept and/or mopped to remove debris. Entrance cleaning does not include any grounds maintenance tasks.

3.1.5 Low Dusting

A. The Contractor shall perform low dusting to result in all dust, lint, litter, cob webs, and dry soil removed from vertical and horizontal surfaces. Materials used for dusting shall not cause scratches, abrasions, or defacement of any surface. Waxes, varnishes or stains will not be allowed. The Contractor shall prevent the escape of dust from feather dusters or dusting cloths. There shall be no dust streaks. Corners, (heat and air conditioner vents, exterior surface only), crevices, moldings, light fixtures, and ledges shall be free of all dust. There shall be no oils, spots or smudges

C - 13 on dusted surfaces caused by dusting tools. Vinyl Formica and glass tops shall be cleaned. Bottle and cup rings and any other spillage shall be removed as they are discovered. Services do not include the dusting of employee’s desk tops, but shall include the dusting of cabinet and cubicle tops. Conference room tables, training room tables and all other types of tables shall be cleaned, dusted and polished. If a table has a glass top, service is limited to the cleaning, dusting and polishing of the glass top. At no time shall the glass topper be lifted by the Contractor and the table underneath cleaned, dusted or polished. Window sills, Venetian blinds, coat racks, ledges, baseboards, shelves and fan coil units shall be hand dusted using treated cloth.

Overhead equipment such as light fixtures, air grilles, diffusers, etc., shall be free of dirt, dust, insects, and cobwebs. The Contractor shall not open any light fixture to clean inside the light fixture. The Contractor shall not attempt to clean any overhead fire sprinkler heads. Artificial plants/flowers located in waiting rooms, executive offices, legal counsel, etc. shall be hand dusted.

3.1.6 Chairlift (Building 385 and 641)

A. The chairlift shall include cleaning all surfaces, including floor track. All vertical and horizontal surfaces shall be clean and free of dirt and dust. Surfaces shall be clean and free of finger marks and smudges. The Contractor shall perform these services in accordance with the Occupational Safety and Health Administrations (OSHA) safety guidelines.

3.1.7 Janitor Closets

A. Janitor's closets and/or storage spaces are available at various locations throughout the buildings, (Attachment 05) where considered feasible by the Government. Not all facilities will have a janitor’s closet. As such, the Contractor shall be required to tote all supplies and equipment each time service is required in a building/facility where no janitor closet is located. The closets and the stored supplies/equipment shall be kept clean and in an orderly manner by the Contractor. It is the Contractor’s responsibility to maintain these areas to the same standards as the PWS directs for other areas in the building. The Janitor Closets are designated as Government Furnished Facilities (GFF) for this contract. As such, the janitor closets are subject to all mandates of the GFF stated in Section C-5. The Contractor shall not store flammable materials in Closets with gas fired water heaters. The Contractor shall maintain readily available hard copy Material Safety Data Sheets (MSDS) or Safety Data Sheets (SDS) for all cleaning compounds kept in any janitorial closets or storage locations. The Contractor shall not store food or drink in any janitorial closets, storage locations, or carts. The Contractor may supply contract employees with storage lockers at the Contractor’s expense and DDWG & DLA Disposition Services Field Activity at Warner Robins will provide adequate area for their placement. The Contractor may provide locks for these lockers at their own expense. The Government is not responsible for loss, damage or theft of Contractor employee’s personal items or Contractor supply items/equipment to perform contracted effort.

3.2 Disinfecting Cleaning

A. Disinfection areas shall include restrooms, locker rooms, showers, water cooler areas, and break rooms, to include floors, tables and chairs.

3.2.1 Restrooms and Locker Rooms

A. The Contractor shall completely clean and disinfect all surfaces six feet and below to include: sinks, toilet bowls, toilet seats, urinals (utilize urinal cakes and replace as necessary), lavatories, showers, shower mats, dispensers, plumbing fixtures, partitions, stalls, dispensers, sanitary napkin receptacles, doors (including the handle, kick plates, and push plates), walls, counter tops, vanities, mirrors, front of lockers, waste receptacles, and other such surfaces, using an pharmacy approved germicidal detergent. After cleaning, receptacles shall be free of deposits, dirt, streaks, and odors.

Mirrors shall be clean and free of dirt, dust, streaks and spots. Floor drains shall be flushed out as required to prevent odor or germ buildup.

B. There shall be no dust, spots, stains, rust, green mold, encrustation, or excessive moisture. All graffiti shall be removed where possible. Descaling shall be performed as required to keep areas free of scale, soap films, stains, rust, and other deposit build up.

3.2.2 Maintenance of Restroom Floors

A. The entire floor surface (inclusive of grout), shall be maintained by the Contractor in a condition free from litter, dirt, dust, and debris after they have been swept and mopped by the Contractor. Grout on wall and floor tiles shall be free of dirt, scum, mildew, and residue. Floors shall have a uniform appearance without streaks, swirl marks, detergent residue, or any evidence of soil, stain, film or standing water.

Moveable items shall be moved to sweep and damp mop underneath. All items moved shall be replaced to original location by the Contractor.

3.2.3 Water Fountain Areas

A. The Contractor shall clean and disinfect all polished metal surfaces, including the faucet, knobs, orifices and drain, as well as outer surfaces of fountain. Drinking fountains shall be free of streaks, stains, spots, smudges, scale, and other obvious soil.

The floor area immediately surrounding all water cooler located inside and out shall be cleaned.

3.2.4 Break Rooms

A. Buildings that have inside break areas that are equipped with sinks shall be kept clean by the Contractor and supplied with hand soap and paper towels at the same frequency as restroom areas located in the same facility. If no dispensers are available in the break area, the supplies shall be placed on top of the counter. Break room floors shall be cleaned per the flooring type. The sink shall be cleaned in like

C - 15 manner as a sink in a restroom. If the sink is filled with personal items such as dishes or cups, the Contractor is not required to clean these items or the sink. All tables and chairs in the break rooms and cafeterias are included in the cleaning services provided.

3.3 Stock/Replenish Restroom Supplies

A. The Contractor shall ensure restrooms are stocked to meet customer needs at all times. In facilities or stalls without dispensers, a sufficient amount of supplies shall be set out in an appropriate location for occupants to use.

3.3.1 Restroom Supplies

A. Restroom supplies shall consist of, but not limited to, two ply toilet paper, paper towels, toilet seat covers, and antibacterial hand soap. Replenishing supplies during cleaning service period is included in the Contractor’s responsibilities. There are several types of dispensers (single-, double-, and tri-fold paper towel dispensers as well as soap dispensers). The Contractor shall be responsible to ensure the proper product is inserted into the correct dispenser. All supply packaging shall be compatible with existing dispensers. Bar soap is not acceptable.

3.3.2 Estimated Quantity of Materials/Supplies

A. Provided below, for informational purposes only, are the estimated quantities of expendable supplies used monthly (unless otherwise noted). These quantities reflect historical usage of the past year and are not to be considered by the Contractor as the quantities of expendable supplies necessary to support this contract. The expendable supplies and corresponding estimated quantities are listed below. This contract requires the Contractor to furnish all expendable supplies and maintain dispensers. In the event of a reduction in service for this contract, the quantities of supplies required will be reduced. This list is not meant to be inclusive of what may be required to support this contract.

3.3.3 Delivery of Supplies

A. All Contractor deliveries shall enter the installation through WRAFB Gate 4. To help avoid delays at the entrance, all deliveries should be scheduled after 7:00AM to 4:00pm whenever possible. Security personnel will conduct a background check at the gate prior to approving entry. Security procedures are subject to change due to changing security threat conditions. The Contractor shall follow the following procedure for all deliveries:

• Drivers require a valid driver’s license, vehicle registration, proof of insurance and a social security card to access Robins Air Force Base.

• Driver shall go directly (without any stops in between) to the destination, and after the delivery, return directly to the gate to exit.

3.4 Bulk Warehouse Cleaning

A. Bulk warehouse cleaning by the Contractor shall include general cleaning (utilizing

510 hours per year) in various warehouses on the installation. The Contractor shall clean warehouses in accordance with the priority that is listed on attachment one (1) unless otherwise directed by the KO or COR. The majorities of the floor surfaces under this task are uncarpeted and are meant to be swept and/or vacuumed. Areas to be cleaned shall be areas such as, but not limited to, warehouse floors to include main and secondary aisle ways and support areas, pedestrian walkways, base of walls, corners, wall surfaces up to ten (10) feet, safety guard rail surfaces, and other areas of high dirt build up. This area includes the exterior docks on buildings 351, 368, 380, 385, 641, and 660. The same cleaning requirements identified in this paragraph apply to any and all other warehouses that are designated for Bulk Warehouse Cleaning.

Bulk warehouse cleaning will be done twice a week in main aisle ways, (buildings

376, 380, 385, and 641 only), and once every two weeks in all other areas of the warehouse.

3.5 Cob Web Removal

A. Cob webs on warehouse walls, rafters, external docks, and beams shall be removed by the Contractor one time a year (utilizing 510 hours) in various warehouses (to include the connector tunnel between bldgs. 376 and 385) on the base. The maximum height of any warehouse area for cob web removal is approximately 30 feet. Cob web removal will be in accordance with the priority schedule provided in Attachment 1, DDWG & DLA Disposition Services Field Activity at Warner Robins’ Janitorial Building SF List unless otherwise directed by the KO or COR. The Contractor shall perform the services in accordance with the Occupational Safety and Health Administration (OSHA) safety guidelines. Contractor shall immediately clean up all debris on all surfaces that may have fallen due to Cobb web cleaning.

3.6 WAREHOUSE FLOOR SCRUBBING

A. The Contractor shall clean warehouse floors twice a week in the main aisle ways

(buildings 376, 380, 385, and 641 only), and once every two weeks in all other warehouse areas using battery driven industrial floor scrubbers with a commercially available, environmentally friendly detergent that meets base environmental standards which is intended for floor scrubbing operations. After being cleaned, warehouse floors shall have a uniform clean appearance with no streaks, detergent residue or any evidence of soil, grime, marks and/or oily residue, stains, film, debris or standing water. Work shall be done during nonoperational hours and floors must be dry prior to the operational start for that warehouse. Waste water from the floor scrubbing machines shall be disposed of in accordance with the base environmental policy and the requirements of this PWS. Contractor shall clean warehouse floors in specified buildings as designated in Attachment 1.

C-4 PERIODIC CLEANING SERVICES

4.1 Windows, Floors, and Equipment

A. Periodic cleaning services include the following:

4.1.1 Windows and Glass Doors

A. The Contractor shall provide window cleaning services to the facilities designated in

Attachment 1. The services shall include complete cleanup of the work area, leaving no debris or cleaning supplies. The Contractor shall perform the services in accordance with the Occupational Safety and Health Administration (OSHA) safety guidelines.

4.1.1.1 Windows Interior and Exterior

A. Contractor shall wash and dry interior and exterior window sides on specified buildings as designated in Attachment 1. This shall also include glass on doors at entrances. All foreign matter shall be removed and cleaned from frames, casings, and sills. Windows shall be clear and free of dirt, film, smudges, streaks, paint drips, water and other foreign matter. Cleaning methods and solutions used shall not scratch, discolor, or damage the glass or window finish.

4.1.1.2 Screens

A. The Contractor shall remove, clean, and replace screens back to their original location. Screens shall be free of dirt and debris. The Contractor shall notify the COR when a screen needs replacement. Damage to screens caused by Contractor shall be replaced within three (3) working days at the Contractor’s expense.

4.1.2 Uncarpeted Floor Care

A. The Contractor shall be responsible for the uncarpeted floor care as defined in Section

C-2.1. The Contractor shall utilize commercially acceptable standards to maintain a uniform glossy appearance. These can include, but are not limited to, stripping, waxing, buffing, or sealing. All small furniture and other reasonably movable items (such as chairs, small tables, trash cans, etc.) shall be removed by the Contractor prior to cleaning and returned after floor is dry. After maintenance or cleaning, the floor shall present a non-skid surface. Ensure a uniform glossy appearance free of scuff marks, heel marks, wax build-up, and other stains and discoloration is the end result.

The Contractor shall take full responsibility to ensure that any chemicals utilized do not come in contact with carpeted surfaces or seep under doorways. Should this happen, all clean up procedures shall be at the Contractor’s expense.

4.1.2.1 Area Rugs/Carpet

A. In areas containing throw rugs/carpet, less than six (6) feet by six (6) feet, the rug shall be removed and wax shall be applied where rug was located. The exception to removing throw rugs is if a large non-moveable item prohibits the removal of the rug.

If the throw rug is removed, it shall be returned to the original location upon drying of wax. If the rug/carpet is larger than 6’ x 6’ or a non-moveable item prevents moving, then wax shall be applied to exposed surfaces of the floor on all sides of the rug and under the rug edge approximately six inches.

4.1.3 Shampoo Carpet

A. The Contractor shall clean all carpets using steam cleaning and extraction in accordance with standard commercial practices. In heavily soiled areas, the Contractor shall pre-treat area with a heavy-duty spot remover before shampooing.

After shampooing, the carpeted area shall be uniform in appearance and free of stains and discoloration. All cleaning solutions shall be removed from baseboards, furniture, trash receptacles, chairs and other similar items.

4.1.4 Equipment

A. No Government equipment will be provided. Contractor owned or leased equipment such as lifts shall be free of leaks (oil, fuel, water, hydraulic fluids, or any other substance). The KO or COR can request removal of equipment from the base, at no cost to the Government, if equipment is not clean and in good repair or presents a fire or safety hazard. Maintenance and repair of equipment shall not be performed on Government property.

4.2 Special Event Cleaning Service

4.2.1 Minor, Medium, and Major Cleaning Service Square Footage A. Upon written notification from the KO or COR, the Contractor shall perform special event cleaning required in any DLA Distribution and DLA Disposition building, area, or room covered under this contract. The KO or COR shall request cleaning services (to include carpet shampooing) for the appropriate and required work task(s). The KO or COR will notify the Contractor as soon as a special event requirement is known, but not less than 24 hours prior to the event. The events defined in Special Event Cleaning shall be a Fixed-Price (FP) rate for the categories defined below:

4.2.1.1 Minor

A. Cleaning service performed with a minimum of 1 square foot and a maximum of

500 square feet per service.

4.2.1.2 Medium

A. Cleaning service performed with a minimum of 501 square feet and a maximum of 2,000 square feet per service.

4.2.1.3 Major

A. Cleaning service performed with a minimum of 2,001 square feet and a maximum of 6,000 square feet per service.

4.3 Emergency Event Cleaning Service

4.3.1 Minor, Medium, and Major Cleaning Service Square Footage

A. Upon written notification, the Contractor shall perform emergency cleaning required in any building, area, or room covered under this contract. The KO or COR shall request cleaning services (to include carpet shampooing) for the appropriate and required work task(s). Contractor shall begin emergency work, as determined by the KO, within one hour of notification, which may be verbal. The KO or COR will notify the Contractor as soon as an emergency event requirement is known. The events defined in Emergency Event Cleaning shall be a Fixed-Price (FP) rate for the categories defined below:

4.3.1.1 Minor

A. Cleaning service performed with a minimum of 1 square feet and a maximum of

500 square feet per service.

4.3.1.2 Medium

A. Cleaning service performed with a minimum of 501 square feet and a maximum of 2,000 square feet per service.

4.3.1.3 Major

A. Cleaning service performed with a minimum of 2,001 square feet and a maximum of 6,000 square feet per service.

4.4 Sanitize Restrooms

4.4.1 Small and Large Cleaning Service Square Footage

A. Upon written notification from the KO or COR, the Contractor shall sanitize restrooms in any building, area, or restroom covered under this contract. At a minimum, sanitizing shall include pressurized steam cleaning of all water resistant surfaces from floor to ceiling in the requested restroom(s), including any grout lines.

The request for service shall be communicated by the KO or COR for the appropriate and required work task(s). The KO or COR will notify the Contractor of the requirement for restroom sanitizing. The events defined in Sanitizing Restrooms Event Cleaning shall be a Fixed-Price (FP) rate for the categories defined below:

4.4.1.1 Small Restroom

A. Cleaning service performed in a single restroom 250 SF and less.

4.4.1.2 Large Restroom

A. Cleaning service performed in a single restroom 251 SF and greater.

4.5. HUMAN WASTE AND ANIMAL CLEANUP SERVICE

4.5.1 Minor, Medium, and Major Cleaning Service Square Footage A. Upon written notification from the KO or COR, the Contractor shall perform human waste, animal waste, dead animals, and bodily fluid cleanup required in any building, area, or room covered under this contract. Human and animal waste is defined as fecal matter, urine, or vomit without the visible presence of blood. Bodily fluid is liquids originating from inside the bodies of living people. Some body fluids such as blood or other potentially infections materials may contain bloodborne pathogens; as such, it is the responsibility of the Contractor to adhere to OSHA standard 29 CFR 1910.1030, “Occupational Exposures to Blood borne Pathogens” and OSHA Standard 29 CFR Subpart I, Personal Protective Equipment requirements in the performance of this task. For clean-up of bodily fluids, if blood is visible within the human waste, the KO or COR should be contacted prior to any cleanup work. The requested cleaning services shall include all necessary tasks (to include carpet shampooing) for the appropriate clean-up of the human waste/bodily fluids. The Contractor shall dispose of regulated waste according to federal, state, and local regulations. By law, regulated waste must be properly accounted for and disposed of at an approved and licensed disposal facility. After disposal, the Contractor shall certify that the waste has been properly treated and provide the Defense Logistics Agency Office of Occupational Safety and Health a copy of the finalized tracking manifest. Human and animal waste products such as vomitus, urine, and feces without blood are not regulated waste. Waste and materials used to clean these up should be placed in a plastic bag for disposal in conventional garbage. The Contractor shall comply with any State or Local disposal regulations.

B. The Contractor shall provide a Blood borne Pathogens Exposure Control Plan IAW

29 CFR 1910.1030, to the KO or COR, no later than 30 calendar days after contract award. The Blood borne Pathogens Exposure Control Plan shall be tailored to the Janitorial Contract Personnel. The KO or COR will have 30 days to review this plan and submit changes, deletions/additions, accept or reject as necessary. Final resolutions of the plan, involving OSHA compliance, will rest with the Safety and Occupational Health Office.

C. There may be a need for human and animal waste, or dead animal cleanup in the rack and bin area of any Building covered in this contract. If this is requested, the Contractor shall clean empty rack or bin locations only. Under no circumstances will the janitorial staff clean material or equipment in the rack or bin location, or relocate material or equipment in the rack or bin to clean the location. Before the janitorial staff enters the area, all production activities in the immediate area to be cleaned must be shut-down (to be coordinated by the KO or COR and area supervisor). The Contractor shall begin the human and animal waste cleanup or dead animal work within one (1) hour of notification during the Contractor’s normal business hours and within three (3) hours of notification during non-business hours. The KO or COR

C - 22 will notify the Contractor as soon as a human and animal waste, or dead animal cleaning requirement is known. The events defined in Emergency Event Cleaning shall be a Fixed-Price (FP) rate for the categories defined below:

4.5.1.1 Minor

A. Human and animal waste cleanup service performed with a minimum of 1 square foot per service and up to a maximum of four (4) square feet per service.

4.5.1.2 Medium

A. Human and animal waste cleanup service performed with a minimum of 5 square foot per service and up to a maximum of 25 square feet per service.

4.5.1.3 Major

A. Human and animal waste cleanup service performed with a minimum of 26 square feet per service and up to a maximum of 50 square feet per service.

4.6 URINE CONTAINER COLLECTION

A. Upon written or verbal notification by the KO or the COR, the Contractor shall perform urine container collection services in any building, area, or room covered under this contract. Containers may be, but not limited to, cans, bottles, bags, etc.

Collection shall be coordinated with the KO or COR and the area supervisor.

Contractor staff shall not take direction from anyone other than the KO, COR, or their immediate supervisor. Under no circumstances is the janitorial staff to go onto any material handling equipment to retrieve a urine container. The urine container shall be taken to the nearest restroom toilet, urine emptied into the toilet, and flushed. The empty container shall be double bagged, tied securely and disposed of in the waste receptacle. The Contractor shall begin urine container collection service within one hour of notification during the Contractor’s normal business hours and within three hours of notification during non-business hours.

The KO or COR will notify the Contractor as soon as a urine container collection requirement is known.

C-5 GOVERNMENT FURNISHED PROPERTY & SERVICES

5.1 Government Provided Facilities

A. The Government will provide the Contractor with 575 SF Office space in

Building 376. No office furniture or lockers will be provided by the Government.

The Contractor shall maintain this facility at the same cleaning standards as defined in Section C-2.1. This facility shall only be used for the performance of this contract.

5.2 Repairs

A. The Contractor shall immediately notify the KO or COR verbally or in writing of any circumstance or situation in need of facility fixture repairs in the Government Furnished Facility.

5.3 Renovations/Changes/Upgrades to Contractor Provided Space A. No alterations to the property shall be made without specific written permission from the KO or COR. The Contractor shall furnish the KO a detailed modification(s) request. Any approved Contractor required alterations shall be made at no additional cost to the Government. The Contractor, at its own expense, shall restore the space to the original condition in which it was received, fair wear and tear expected, at the time of contract completion or termination, except as otherwise approved in writing by the KO or COR. In the case of damaged facilities, the amount of compensation due to the Government by the Contractor shall be the actual cost of the repair.

5.4 Utilities

A. Electricity, sewage, water, and telephone (on-base and local calls only) will be provided by the Government at no cost to the Contractor. The Contractor shall ensure all personnel employ energy and water conservation practices. Any long distance telephone service shall be obtained and paid for by the Contractor.
