1. Clauses L-0004 L54 SITE VISIT AND L-0005 L 198 PREPROPOSAL CONFERENCE (SERVICES) (DLA ENERGY FEB 2009) are hereby incorporated into the solicitation.
2. The Defense Logistics Agency (DLA) will be conducting a pre-proposal conference and site visits at Yuma Proving Ground, AZ (YPG), on May 20-21, 2013. Refer to pages 2 through 4 for Notice of Preproposal Conference and map.

L-0004 L54 SITE VISIT (DLA ENERGY OCT 1992)
(a) It is the responsibility of the offerors/bidders to inspect the site where supplies are to be delivered and to obtain all available information about the site necessary to satisfy themselves about general and local conditions that may affect delivery and the cost of contract performance, to the extent that the information is reasonably obtainable. Offerors/bidders are responsible for any costs incurred for any site inspection and for obtaining information.
(b) In no event shall failure to inspect the site constitute grounds for a claim after contract award.
L-0005 L198 PREPROPOSAL CONFERENCE (SERVICES) (DLA ENERGY FEB 2009)
Preproposal conferences, in conjunction with the site visits, will be held to provide offerors an opportunity to be briefed on the work covered by the solicitation. Attendance at the conference is strongly encouraged. Any comments/remarks made by Government representatives at the conference should not be construed as a change.
Any changes in terms or conditions must be accomplished by a written amendment to the solicitation. Offerors are requested to submit acceptance to the Contracting Officer by letter, telephone, facsimile, or email of the name(s) of the individual(s) who plan to attend. The conference date and time is as set forth below:

NOTICE OF PREPROPOSAL CONFERENCES / SITE VISIT
The Defense Logistics Agency (DLA) Energy will be conducting a pre-proposal conference and site visits at
Yuma Proving ground (YPG), AZ, on May 20-21, 2013. The pre-proposal conference/site visits will commence at
1300 hours local AZ time on Monday, May 20th. Pre-registration is required. Interested parties (limited to 3 per company) must submit names, company, email addresses, and phone numbers to the contract specialist, Ms.
Brandee Hynson at Brandee.hynson@dla.mil NLT 1200 hours (local VA time) on May 17, 2013. In addition to the above, representatives must provide proof of US citizenship. Attendees will be required to show car registration/rental agreement and two valid forms of identification to gain access to the military installation.
Please allow at least 30 minutes to go through gate security to gain access to the base. No photos will be allowed during the pre-proposal site visit at YPG, they will be provided at a later date.

On May 20, 2013 at 1300 contractors and government representatives will meet in Room 59 Building 2100 log conference room for pre-proposal conference and site visits government bus tour, the meeting will conclude at
1600.
On May 21, 2013 contractors and government representatives will meet at Building 2100 parking lot at 0800 to visit three bulk fuel locations on post/testing areas. The intent is to bus attendees to ROC Garden Café (bldg.

2105) for lunch at 1100. The bus will return to Bldg. 2100 after lunch and attendees will return to Room 59 for out-briefing which will conclude at 1500.
Solicitation corrections:
1. The SF 1449 solicitation continuation sheet 2 is amended to read:
Questions should be submitted to Brandee.Hynson@dla.mil no later than 1500 local VA time on June 3, 2013.
Please note the solicitation number and installation in the subject of the email.
2. The SF 1449 solicitation continuation sheet 3 is amended to read:
Your offer must be received in DLA Energy FESAB by 1500 EST on June 17, 2013 Facsimile proposals are not authorized.
