Amendment 0010 Yuma Proving Grounds, AZ July, 18, 2013 Questions & Answers
158. The PWS states on page 17, paragraph C.8.1, last sentence, that Tanks shall be cleaned in accordance with INT E18. We cannot find any reference to what INT E18 is. Will the Government please issue a copy of this instruction or document, or direct us to where we can find it?
ANSWER: Please see amendment 0010, E18 is now incorporated in to the solicitation.
159. The answer to Question 22 issued with Amendment 0008 alludes to the fact that there will be design reviews. Will the Government please state at what stages of the design they occur, where to send them and how many hard copies, and what is the review period for each review, as our schedule might need to be adjusted to show this?
ANSWER: About 30-60 days after award, a solid 35% design review is requested to provide the DPW Engineering Section the ability to comment on and coordinate for end state utility hookups, understand tank capacities for amended environmental documents. It also ensures the design meets installation design guide requirements, is UFC/NFPA compliant, etc. It is also to allow further design revisions to accommodate/meet any recommend changes by the installation, DLA Energy, or the Army Petroleum Center (APC). The Government normally requires about 14 days to coordinate comments back to DLA Energy through the DLA Energy COR.
160. Reference question and answer # 93 (amendment 8), please clarify that the tracked vehicles actually have to exit the facility the same way they enter the facility (reverse direction) or can they pass straight through the facility once fueled exiting the other side of the property?
Answer: Both are sufficient answers but exit should be as close as possible to tank trail designated on map
161. Reference question and answer # 140 (amendment 8), which states M1-A1 may also be trailered in, for pavement design, can you please confirm the heaviest load will now exceed the 70 tons listed in Appendix E, PWS? Appendix E indicates total # of dispensers as (2) dual and (3) dual (KOFA). Do you want (2/3) dual dispensers (capable of fueling 4/6-vehicles simultaneously)? If so what will the maximum weight be?
Answer: 70 tons is the maximum
b. Yes, (2/3) dual dispensers capable of fueling 4/6-vehicles simultaneously
c. 5 ton for MUR and DS2 and JP8 is 70 ton
162. Reference Appendix E, YTC and KOFA sites, can you please confirm the approximate frequency tracked vehicles will be entering the site and fueling at the same time?
Answer: Only a few times daily
