CONTRACTORS Q&A

1. Has an RFP been issued for this requirement?

2. If not, what was an estimated RFP release date?

3. Would you please let me know if there is an anticipated release date for the RFP on the above solicitation - for fuel bulk storage at Beale, Travis, Cannon, Holloman, Davis-Monthan, and Luke AFB's.

ANSWER TO QUESTIONS 1, 2 AND 3:

Yes, the final solicitation was posted October 4, 2012.

4. Does the government require the contractor to possess or acquire a Facility Clearance to perform at any of the installations?

5. Reference RFP, Addendum to FAR 52.212-1, TECHNICAL/MANAGEMENT, Section 1 and Section 4:

The sections state that the proposal must address recognition of security clearance requirements;

however, there does not appear to be a DD254 released with the solicitation. Please clarify.

6. Reference PWS C-5.4: what is the level of security clearance required for the performance of the contract?

ANSWER TO QUESTIONS 4, 5 and 6:

The government does not require the contractor to possess or acquire a Facility Clearance to perform at any of the installations. There is no security clearance required for the performance of the contract.

7. The Past Performance section indicates relevant experience of key personnel may also be considered for this factor. Does this signify that the experience and resume of the Corporate Fuels Executive Officer and/or Terminal Superintendent may be used to meet the requirement of representing five (5) contracts for Past Performance?

8. Also on subject solicitation it is my understanding that resumes are not required with the proposal. Is this correct?

9. Reference RFP, Addendum to FAR 52.212-1, PAST PERFORMANCE: The section states that resumes of key personnel may be used in this evaluation factor. Are resumes counted as part of the required five references?

10. Reference RFP, Addendum to FAR 52.212-1, PAST PERFORMANCE: The section states that resumes of key personnel may be used in this evaluation factor. Does one resume of key personnel equate to a single past performance reference?

ANSWER TO QUESTIONS 7, 8 ,9 and 10:

Submit resumes for the Past Performance factor if you want key personnel with fuels experience to be considered as one of the five sources. The contractor may provide up to 5 of the most recent contracts within the last three years for similar services.

NOTE: Past performance must be fuel service related to be considered.

Include the Corporate Fuels Executive resume in the proposal with the OSP submission .

Upon award, the awardee must submit applicable resumes for key personnel (e.g. TS, ATS, FDSM) for government approval within 30 days of contract award for the technical portion.

11. Will the government provide the contractor the FTE count of FDSOs for each installation?

ANSWER TO QUESTION 11:

The government does not provide the contractor the FTE count of FDSO for each installation. It is the contractor’s responsibility to determine the appropriate manning or staffing approach.

12. If our team bids on all six AF installations, are we required to submit six different proposals?

13. In writing the technical, can we write one document to provide an overview for all locations and then separate site specific appendixes that will not be included into the 50 page count for each location?

ANSWERS TO QUESTIONS 12 and 13:

No, please see the instructions provided below in ADDENDUM TO FAR 52.212-1 under the Technical/Management section. In accordance with the Addendum to FAR 52.212-1, the total technical portion addressing Sections 1 through 6, shall not exceed 50 pages. This Technical/Management portion must address the Contractor’s concept of operations and procedures, i.e. “how” to provide continuous support capabilities for the following areas: Operations, Maintenance, Safety, Security, Environmental, and Training. These areas must be covered in separate sections of the proposal and must include any quality control measures to be taken, applicable regulations, training requirements, documentation, etc.

An index or table of contents outlining each area, with major subtasks and corresponding page numbers, shall also be provided. In addition, Offerors shall provide Appendices for location specific information including staffing matrices covering hours of operations, proposed Contractor Furnished Equipment, and any other unique technical performance details not common to all bases. Appendices are not included in the 50 page limitation. Each page shall be numbered, including chart inserts. Page size shall not exceed 8.5” x 11”.

14. We are watching this on the fbo website, and would like to find out if it will stay as a small business set aside.

ANSWER TO QUESTION 14:

This procurement is a 100% small business set aside.

15. Is the solicitation released on SP0600-13-R-0501 the ACTUAL solicitation?

ANSWER TO QUESTION 15:

Yes, the solicitation released on October 4, 2012 as SP0600-13-R-0501 is the actual solicitation.

16. Subject solicitation states that the offeror shall include five (5) contracts representing the offeror’s relevant and recent past performance (within the last 3 years). We have three fuel contracts. Is there a penalty for not having five past performance contracts or does the solicitation mean “up to five contracts”?

17. Should contractors submit a separate volume for Past Performance and what is the number of copies should be submitted to the government?

ANSWER TO QUESTION 16 and 17:

The solicitation means up to five contracts and there will not be a penalty for less. The quality of the services provided is what is evaluated. The Offeror shall include five (5) relevant and recent contracts representing the offeror’s past performance, using the Past Performance Experience Form (Attachment V). Include this with the Offeror Submission Package (OSP). One original of the Past performance form is required, no copies.

18. Are Offerors allowed to take pictures at the site visit?

19. Reference RFP, L-0004: Will Offerors be allowed to take pictures at the referenced site visits?

ANSWER TO QUESTION 18 & 19 :

Pictures were allowed depending on the site restrictions imposed by the installation.

20. Reference RFP, Section B: The overtime rates to be provided include both the rates for an FDSO and FDSM. Request that a Lead FDSO hourly rate be added for inclusion as part of the pricing as it is referenced in the PWS.

ANSWER TO QUESTION 20:

The lead FDSO is not a standard classification on Wage Determinations and will not be added.

21. Reference RFP, Section B: There is no line item for a Transition Period. Does the Government anticipate having a Transition Period for each site? If so, please revise Section B.

ANSWER TO QUESTION 21:

No, separate Phase-In/Phase-Out plan is required. The turnover reference in PWS Section C-3.2 is the normal course of action and allows an incoming contractor to observe current operations, make arrangements, etc. Any costs associated with a Phase-In period (travel to site, etc.) should be included in CLINs 1001, 2001, 3001, 4001, and 5001, as appropriate. These are firm fixed priced line items.

22. Reference RFP, Section H, Paragraph H-0001 and PWS Paragraph C-5.4: The referenced paragraphs imply that guard services may be required for the facilities being solicited; however, there is not specific guidance as to which of the 6 facilities require guard services or the hours of service required. Please clarify on the guard requirement at each solicited location.

ANSWER TO QUESTION 22:

The requirement for guard services is outlined in PWS Section C-5.4 and DLA Energy clause H-0001 H11 Guard Service. These refer to all solicited locations. Under normal circumstances the Bases provide security. If you are required to provide security under H-0001 H11, in accordance with paragraph (b), a modification will be issued, and equitable adjustment will be negotiated at that time.

23. Reference RFP, Section I, 52.212-4 and 52.233-1: The two clauses appear to be in conflict with each other. The initial clause states that the Government is to be released from liability upon submission of the final invoice; however, the disputes clause states that claims are allowable within 6 years after accrual of the claim to the Contracting Officer for a written decision. Please clarify.

ANSWER TO QUESTION 23:

FAR 52.212-4 paragraph (d), Disputes, refers offerors to FAR 52.223-1 for handling of disputes, claims, etc. that may arise.

24. Reference RFP, Section I, 52.229-3: The clause states that pricing includes all “applicable Federal, State, and local taxes and duties. Please confirm that the New Mexico Gross Receipts tax is applicable to the solicitation and, if so, we request the tax rates for the two locations be provided for Offeror consideration.

ANSWER TO QUESTION 24:

It is the contractor’s responsibility to determine all applicable taxes and incorporate them.

25. Reference RFP, Addendum to FAR 52.212-1, TECHNICAL/MANAGEMENT, Section 1: The section states that the proposal must address any impact associated with Status of Forces Agreements. Will these agreements be made available for Offeror review to identify any associated issues?

ANSWER TO QUESTION 25:

The Status of Forces Agreements does not apply to the Continental United States (CONUS) locations.

26. Reference RFP, Addendum to FAR 52.212-1, PAST PERFORMANCE: Is there a page limit per contract reference for Attachment V?

29. When will details be made available concerning the reverse auction? It would be beneficial for contractors to see the details prior to starting work on proposals that we may want to withdraw due to reverse auction details.

ANSWER TO QUESTION 29:

A reverse auction letter and slides were posted to FBO on November 15, 2012.

30. Does the Offeror still provide the Schedule “B” pricing sheets to the Government with our proposals? If yes, what is the purpose of the reverse auction?

ANSWER TO QUESTION 30:

Yes. Please submit the pricing sheet (B clauses) with the OSP or your offer will be rejected. Reverse auction will occur after all evaluations. You may elect not to participate, in which case, your written offered price will be used as part of the process. Please see posted slides for additional information. If you choose to take an exception to the Reverse Auction (different from not participating), your offer will be rejected.

31. I spoke with Procurex and they stated that a “mock auction” is a possibility, however the buyer (DAL) is the responsible party to set up a mock auction; can you set a date for the offerors to participate in a mock auction?

ANSWER TO QUESTION 31:

Additional information will be posted when it becomes available.

File details come from the government source that posted it. Updated .
