CONTRACTORS Q&A

1. How many return to bulk (RTB) operations occur at each base on a weekly or monthly basis?

ANSWER: Approximately 20 RTBs occur at Cannon, 20 at Holloman, 3 at Luke, and 4 at Beale per month. Davis Monthan estimates 1 per quarter as RTBs typically occur at hydrants. Travis normally performs all RTBs at hydrants.

2. Reference PWS Paragraph C-5.2.2.1, Contractor Performed PM: Please be more specific on the type of

Contractor Performed PM required.

ANSWER: Contractor performed PM is identified in UFC 3-460-03. Chapter 10 provides the frequency of tasks while other chapters of the UFC provide more definitive guidance on specific performance.

3. Reference PWS Paragraph C-5.2.2.1, Contractor Performed PM: Please provide the number of valves, hoses, etc. we must provide preventive maintenance for at each site.

ANSWER: It is incumbent on the Contractor to determine the items requiring preventive maintenance and the frequency of preventive maintenance. For proposal purposes, the Contractor should keep in mind replacement or repair of items beyond preventive maintenance falls under Other Maintenance or SRM/MILCON and that performing preventive maintenance tasks is the primary reason for assignment of a full-time FDSM.

4. Reference PWS Paragraph C-5.2.2.2, Government Performed PM: What type of Government Performed PM is performed at each site?

ANSWER: IAW Appendix D, PM at each of the sites under this solicitation is the responsibility of the Contractor.

5. Reference PWS Paragraph C-5.2.5, Other Maintenance: Please provide us with what “other maintenance” is required for each site.

ANSWER: Other Maintenance is any maintenance and repairs not covered under paragraphs C-5.2.1 through C-5.2.4.

6. What type of Maintenance Management Software is the Government currently using? Will this software be available for contractor use?

ANSWER: Fuels Manager Defense should be available, or the Contractor may provide an automated maintenance tracking program.

7. Reference Site Visit, Pre Performance Conference: The Government referenced the Base Spill

Response Plan as part of the Safety section of the Operational portion of the Technical Proposal. Could a copy of the spill response plans for each of the 6 sites be provided for our review?

ANSWER: Base Spill Prevention and Response Plans for the particular sites will be available after award. Similar plans and EPA guidance on preparing these type documents are available via the internet. Along with experience, these should include sufficient information for proposal development purposes.

8. Reference PWS Paragraph C-5.1.1: Please provide historical data on extended hours and call back man hours performed after normal hours of operation, per location.

ANSWER: Davis Monthan experienced 160 hours of overtime on average per year. Holloman indicated one callback for less than 8 hours. Cannon, Luke, Travis, and Beale had no reported overtime.

9. Reference PWS Paragraph C-5.5.2: The paragraph states that the Contractor will provide BSM-E to the FSC for AF input. What is the means that this information is to be provided – email, written, by telephone?

ANSWER: The method of transmittal will depend on the type of information and method received.

Hard copy documents, when received or required, will be physically turned in to the FSC. For electronic data, the Contractor will coordinate method of data transmittal with the FSC to determine the acceptable method.

10. Reference PWS Paragraph C-5.2.2: The paragraph states the Contractor will provide preventative maintenance on serviced systems; however, it is not clear how that information is provided to the Base Civil Engineering activity. Please clarify the process of data to the BCE.

ANSWER: Preventive Maintenance tasks and completion should be tracked and maintained as part of the Contractor’s automated records which are available to the COR upon request.

11. Reference PWS Paragraph C-5.6.2: The paragraph states that the contractor shall provide training to Air

Force personnel. Is this training to be on-site job training? Does any classroom training have to be provided?

ANSWER: Classroom training is not required. Training is typically performed similar to AF on-the-job familiarization and upgrade training methods including discussing the task and requirements, demonstrating the tasks, and supervising trainee performance of the task.

12. Reference PWS Paragraph C-5.7 and C-5.8: The contractor furnished items paragraph specifically states that Offerors should provide tools, PPE, and vehicles for solicited services. The Government furnished section states “Base support services not specifically transitioned to the Contractor under this PWS will continue to be provided by the Base at the same level previously provided to the LRS.” We do not see support services, such as furniture, phone service, LAN service, and LMRs provided at each installation. Please clarify what level of services/items is to be provided by the Contractor.

ANSWER: Paragraph C-5.8 pertains to peripheral support services such as Security Forces, Fire Department, etc. and related support such as BCE Help Desk, SRM processing in EBS, etc. which continue to be a base responsibility. Para C-5.8.1 identifies items of generic support expected from the base at each location. Appendix D identifies specific items of GFE.

13. Reference PWS Paragraph C-5.7.3: The paragraph states that the contractor is responsible for providing fuel for contractor vehicles. Can contractors use the base filling stations? If so, at which locations.

ANSWER: It is incumbent on the Contractor to determine proper staffing to conduct operations is a safe, timely manner to meet mission requirements IAW applicable directives.

16. How many meters require calibration? Is there a master meter/proving tank that is GFE?

ANSWER: Meter calibration is normally performed via a DLA Energy Centrally Managed Program or via task order. Organic capability can be used where available and at no cost to DLA Energy. For Cannon, there are 4 meters; WFM has a master meter that is loaned to POL for meter calibration. For Holloman there are 6 meters; WFM has a meter that has been used in the past to calibrate. For Davis- Monthan, there are 4 meters; there is no master meter. For Luke, there are 8 meters; RFM has a master meter which has been used in the past. For Travis there is 1 meter; no master meter. For Beale, there are 3 meters; RFM has a master meter which has been used in the past.

54. Reference Site Visit, Luke AFB: R-11 fillstand operations require two persons (Contractor and R-11 operator) as the Scully overfill protection system does not stop fuel flow. Which of the other sites have a local policy that would prevent the fillstand operation from being accomplished by only the R-11 operator?

ANSWER: The Contractor may not need to be constantly physically present at the fillstand depending on the facility layout, system configuration, and operations, but due to the risk of leaving the system set up and engaged, as a minimum Contractor personnel must be present in the area to ensure emergency response during any fuel movement.

55. Reference PWS, Appendix D, Luke AFB information: Can the workload for Luke be further divided so we can see what the expected services are from 1600-0700? Are there time restrictions on when pipeline receipts can be started?

60. At Luke, one FDSO is required at each operating fillstand. As there are five fillstands, how many simultaneous truck fills should the contractor staff for?

ANSWER: Although capable of 5 simultaneous refuels, that does not require an equal number of contractor personnel. It is incumbent on the Contractor to determine proper staffing to conduct operations is a safe, timely manner to meet mission requirements IAW applicable directives. The Contractor may not need to be constantly physically present at each fillstand depending on the facility layout, system configuration, and operations, but due to the risk of leaving the system set up and engaged, as a minimum Contractor personnel must be present in the area to ensure emergency response during any fuel movement.
