Award Information Each offeror will be evaluated on its performance under existing and prior contracts for similar services.
Performance Information will be used for evaluating proposals and responsibility determinations. The evaluation will focus on information which demonstrates quality of performance relative to the size and complexity of the procurement under consideration. References other than those identified by the offeror may be contacted.
The BOP shall select the Offeror whose combination of the non-price Proposal and the Price Proposal is determined to be in the Best Value of the Government. While non-price evaluation factors when combined are significantly more important than price, as Proposals are determined to be more equal in non-price factors, price becomes more important and may become the determining factor. The BOP reserves the right to award without discussion.
