The purpose of Amendment 0002 is to extend the bid due date to June 8, 2023 @ 10:00 am EST and to include the attached responses to submitted questions.

1. “Exhibit C Cost Proposal Form” excel spreadsheet has a variance from the pdf. The PDF shows Op�on Year 2 and the excel spreadsheet does not. Should we use the current excel spreadsheet or does a revision need to be made? Please complete the excel spreadsheet as is.

2. Please confirm that Exhibit A is in calendar days and Exhibit I is in work days. Confirmed.

3. Please clarify the specific scope for Design Reviews. Will this include code compliance, review for compliance with BOP design guidelines, and review for conformance to the Program of Requirements? Note that inclusion of this will require the use of licensed architects and engineers, and that Exhibit C does not contain a field to price this service.

Design Review expecta�ons for this solicita�on are constructability, general conformance with BOP design guidelines, program requirements, and for CM staff to familiarize themselves with the construc�on documents. Higher level review services with licensed engineers and architects will be provided under a separate contract.

4. If Design Review teams are to atend Design Review mee�ngs, please confirm they would be required at the same quan�ty of mee�ngs listed in SOW item D.2.d.2 on page 12.

5. On Page 9 of the SOW, under D.1 (h), an E-size ploter is listed as a requirement. Please confirm this is needed. Confirmed. Please provide one E-sized ploter.

6. On Page 11 of the SOW, under D.1 (s), DVD-based data storage devices for file-sharing is listed as a requirement. Please confirm this is needed, as cloud based secure storage is standard industry prac�ce. The BOP intends to make use of the PMIS file storage feature for rou�ne file sharing (design submissions, reports, etc.) which will be cloud-based. However, the BOP relies on the occasional use of CD and DVD media due to rather restric�ve agency policies regarding the use of USB flash drives and FTP sites. Two or three inexpensive USB-powered external DVD burners should suffice.

7. On page 14 of the SOW, under E.9, it reads “A series of Partnering sessions led by the Facilitator will be planned throughout the dura�on of the Design-Build project.” Is the Partnering Facilitator under the CMF scope of work or is the facilitator a BOP 3rd Party vendor? If under the CMF, please note the Cost Proposal Form does not contain a field for this scope. The Partnering Facilitator will be provided jointly by the DB and BOP. The CFM is not responsible for the cost of the Partnering Facilitator.

8. Will there be an interview? If so, what is the expected date? No, there will be no interview.

9. Will the CMF team be a part of the DB procurement? No. DB procurement is in progress by way of a separate solicita�on..

10. Under the “Other CMF On-Site Staff” category, are we limited to the two posi�ons (Field

Engineer/Es�mator and Scheduler) iden�fied in Exhibit A and Exhibit C? Or is it expected / acceptable that we modify the forms to include addi�onal staff will fill may be needed to complete the scope of work? Offerors may propose addi�onal staff with a brief narra�ve explaining how such devia�on from the solicita�on requirements is a benefit to the project and the government. However, Offerors should understand that increasing the number of staff usually increases costs to the government.

11. In the “Instruc�ons to Offerors,” Sec�on 1, 2 and 4 are iden�fied. Is anything required for Sec�on 3? No, this is a typo.

12. The Instruc�ons to Offerors lists:

• 3.Brief narra�ve describing how the requirements will be fulfilled as shown in the

Statement of Work and how they will benefit the project.

• Sec�on 4 Is this the order in which you would like to receive the documents? The documents are to be submited via email to mrmorgan@bop.gov. Each should be clearly labeled. The order is not as important as the correct label.

13. For Exhibit N, Ques�on 4, the key personnel do not fit into the categories provided. Should the Senior Program Manager, Program Manager, Scheduler, Document Control Technician be added to the “Administra�ve” category? If not, should we add line items for the key personnel posi�ons? Line items for these key personnel posi�ons in Exhibit N would be more descrip�ve of the Offeror’s staffing depth than adding raw numbers to the Administra�ve category.

14. On Page 11 of the SOW, under D.1.u. sentences 5, 6 and 7, the Uniform Building Code, Uniform Mechanical Code and the Uniform Plumbing Code are referenced. These codes have not been updated since they were replaced by the Interna�onal Building, Mechanical and Plumbing Codes. Please verify that the Interna�onal Building, Mechanical and Plumbing codes are to be referenced for this project. CMF should refer to the updated Interna�onal Building, Mechanical and Plumbing Codes (ICC Interna�onal Building Code and companion volumes)

15. In light of the ques�ons and in order to provide the most comprehensive response, would BOP consider an extension? The proposal due date is extended to June 8, 2023 @ 10:00am

16. Could you please verify the specific loca�on to which the staff is expected to travel? This informa�on can be found in sec�on D.2 d. of the Statement of Work (SOW). The Partnering mailto:mrmorgan@bop.gov sessions will be held locally in Leavenworth, KS. The Construc�on Kickoff will likely be held in Leavenworth, KS. The Design Review mee�ngs will be held in Washington, DC. The Design & Schedule review mee�ngs will likely be held in Leavenworth, KS, but might also be held at the loca�on of the DB’s AE (which is unknown at this �me).

17. In sec�on D.2 D.5, it would be helpful if you could confirm the number of "Stand and Deliver

Partnering Workshops" we should an�cipate. There will likely be a total of 10 Stand & Deliver Partnering sessions, plus one (1) Partnering Kickoff and one (1) Partnering Closeout session each, for a total of 12 Partnering events.

18. We would appreciate clarifica�on on whether it is the intended plan for the CFM to provide a Third Party Partnering Facilitator. The Partnering Facilitator will be provided jointly by the DB and BOP. The CFM is not responsible for the cost of the Partnering Facilitator.

19. Are there any plans for the Bureau of Prisons (BOP) to require ATO support during the implementa�on of the PMIS? There are no plans for ATO support. The PMIS will be provided by the CMF with select BOP staff being able to log in to the CMF’s website, as provided.

20. It would greatly assist us in assessing the implementa�on cost if you could provide informa�on on the level of Customiza�on and Support required for the PMIS by BOP, as this can have a significant impact. The BOP desires a PMIS with the most out-of-the-box readiness for use. The example given in the Statement of Work (Kahua) represents one of the products that seem to require the least (if any) customiza�on. There is one add-on package for Kahua to enhance the Design Review func�on, it is priced at only $200 (according to the Kahua product website).

21. Addi�onally, could you please confirm whether it is the inten�on for the CFM to provide training to BOP, the DesignBuild Team, and any other relevant stakeholders who need access to the system? We es�mate that approximately 160 hours would be required for the planning, development, and conduc�ng of training sessions. The BOP does not want to add 160 hours of training specifically for the PMIS. The BOP expects that experienced CMF staff will be familiar enough with generic PMIS products (such as Kahua or approved equal) such that minimal, if any, training will be required. Familiariza�on vs Training could be one way for the CMF Offerors to evaluate such products to propose for this solicita�on.
