RE: SGS AXYS ANALYTICAL SERVICES LTD. RESPONSE TO WASHINGTON STATE
DEPARTMENT OF ENTERPRISE SERVICES, COMPETITIVE SOLICITATION NO. 01519 –
“ANALYTICAL LABORATORY SERVICES” FOR STATEWIDE MASTER CONTRACT
Dear Mr. Worthy, SGS AXYS Analytical Services Ltd. (SGS AXYS) is pleased at the opportunity to provide our response to Washington State Department of Enterprise Services, Competitive Solicitation No.
01519 – “Analytical Laboratory Services” for Statewide Master Contract. SGS AXYS has read and reviewed all information provided in the solicitation and fully understand the information provided.
Amendments No. 1 to 4 have also been received and reviewed. After review of the requirements stated in the solicitation and subsequent amendments, we are confident that SGS AXYS will be able to provide the right capabilities and commitment to complete analytical laboratory services under the Master Contract No. 01519.
SGS AXYS believes the following points are of significance related to this solicitation:
SGS AXYS, with laboratory facilities in Victoria (Sidney) B.C., is a laboratory providing significant services in specialized ultra-trace organic analysis throughout the United States since 1974. Our laboratory has been providing trace organic analyses since 1974. Prior to 1991 the company operated under the name Seakem Oceanography. AXYS Analytical Services Ltd. was acquired by SGS SA, as a subsidiary of SGS Canada Inc., in 2016 and has since been known as SGS AXYS Analytical Services Ltd. Our 120 employees are located at our state-of-the-art facilities in Sidney, British Columbia, Canada.
SGS AXYS performs over 20,000 analyses each year on a variety of matrices, including water, soil, sediment, tissue and XAD-2 resin, and is the largest lab in North America focused exclusively in the analysis of persistent organic pollutants and emerging contaminants.
SGS AXYS is bidding on select methods performed by HRMS and LC-MS/MS instrumentation, all of which use isotope dilution/recovery correction quantification. These methods are EPA 1600 series methods published through the U.S. EPA Office of Water. EPA 1600 series methods are performance-based methods designed to cover multiple matrices including water, solids (soil, sediment, biosolids), and tissue. SGS AXYS provides services in all of these matrices for the analysis bid upon. The analysis we are bidding on are as follows:
• Dioxins and Furans (EPA 1613B) in water
• Dioxins and Furans (EPA 8290A) in water
• PCB Congeners (EPA 1668C) in water and solids (soil, sediment, solid waste)
WASHINGTON STATE DEPARTMENT OF ENTERPRISE SERVICES

September 2019
• OC Pesticides (EPA 1699, OC Pesticides only option) in water
• PPCPs (EPA 1694, expanded list of 119 compounds) in water SGS AXYS was the single lab developer and validator, working under contract to the U.S. EPA Office of Water, for the original publications of EPA 1668A, EPA 1694, EPA 1699. SGS AXYS was one of 3 labs which provided multi-lab validation info for EPA 1668C. SGS AXYS has been providing Dioxin and Furan analysis by HRMS since 1984, pre-dating the release of EPA methods 8290 and 1613B.
SGS AXYS has been providing all analysis that we are bidding upon to Washington State (WA Dept. of Ecology, WA Dept. of Fish and Wildlife), federal agencies conducting work in WA State (US EPA, USGS, US FWS, U.S. ACE and NOAA) for no less than 12 years. SGS AXYS has also provided similar services to major municipalities such as King County, regional monitoring authorities (such as SRRTTF), a wide variety of tribal governments in WA State, and various WA State based academic institutions such U of WA. Comprehensive lists and information are available on request.
SGS AXYS has 35 years of experience conducting Dioxins and Furans analyses. SGS AXYS can analyze water samples for Dioxins and Furans according to SGS AXYS Method MLA-017 Rev. 20 Ver 10: “Analytical Method for the Determination of Polychlorinated Dibenzodioxins and Dibenzofurans by EPA Method 1613B, EPA Method 8290/8290A, or EPA Method DLM02.2”.
Our Method Detection Limits (MDLs) and Limits of Quantitation (LOQ for Dioxins and Furans are presented in Appendix D. Method detection limits (MDL) are determined according to the protocol described in the Federal Register US 40 CFR 136 Appendix B to Part 136-Definition and Procedure for the Determination of the Method Detection Limit-Revision 2 (2017). MDLs presented are based on a set sample size and extract volume. Detection limits can be altered by performing incremental cleanup, increasing sample size analyzed, decreasing the final extract volume and increasing the injection volume.
SGS AXYS has been analyzing samples for the full 209 PCB congeners in environmental matrices since 1994. Based on pre-existing SGS AXYS methods, SGS AXYS performed all method development and method validation for EPA Method 1668A (published 2003). SGS AXYS was one of two laboratories that performed review of EPA published methods 1668A and 1668B (required due to significant errors in EPA 1668B QA/QC control ranges) in 2009 and subsequent method validation to produce the method and QC acceptance specifications of EPA 1668C. The internal SGS AXYS method reference for EPA 1668C is SGS AXYS method MLA-010 “Analytical Method for the Determination of 209 PCB Congeners by EPA Method 1668A, EPA Method 1668C or EPA Method CBC01.2”.
SGS AXYS MLA-010 reporting limits by PCB congeners and co-elutions (MDLs, typically achieved EDLs or SDLs, and low calibration point reporting limits, and lowest reporting limits) are included in Appendix D. Lowest reporting RL (the lowest point that SGS AXYS will report to, as ion ratios cease to meet method criteria at an increasing rate below this level). These are 0.05 pg/g for solid matrices (soil, sediment, solid waste), based on a 10-gram dry weight sample. Water samples, based on a 1L sample size, have RLs of 1-2 pg/L per congener. Normally achieved sample specific detection limits (SDLs), also referred to as EDLs are based on prescribed signal to noise ratios for multiple target masses. The figures provided are what are normally achieved by SGS AXYS in solid matrices. Low-calibration-limit reporting levels (for example CS-0.2 versus CS-1.0 calibration standards) for EPA 1668C exceeds the minimum performance levels of the published method, for all matrices. Total PCB values and homologues are mathematical sums of individual PCB congener results as per EPA 1668C.
Competitive Solicitation No. 01519 - Analytical Laboratory Services
Statewide Master Contract Proposal Submission
September 2019
SGS AXYS has been active in the analysis of Pharmaceuticals and Personal Care Products (PPCPs) samples on a North American wide basis since 2006. For this solicitation, SGS AXYS suggest the use of SGS AXYS Method MLA-075 – “Analytical Procedure for the Analysis of Pharmaceuticals and Personal Care Products (PPCPs) in Aqueous Samples by LC MS/MS” (list 1 to 5, which is aligned to previous uses of this method by multiple WA Sate agencies and municipalities). SGS AXYS developed and validated EPA Method 1694 for Pharmaceuticals and Personal Care Products (PPCPs) for U.S. EPA. Since released as EPA Method 1694 in December 2007 as a performance-based EPA 1600 Clean Water Act series method, there have been considerable upgrades to the SGS AXYS method. These include the addition of 45 incremental compounds identified as priorities based on prevalence, toxicity, or use by the U.S. EPA ORD and Office of Water in 2008. The work was conducted under contract to the U.S. EPA Office of Water.
Our “PPCP” method (SGS AXYS Method MLA-075) measures over 142 PPCPs in 6 lists, and 17 hormones in 2 lists. 74 analytes were included in the published version of EPA 1694 (2007). This method has been previously used by SGS AXYS to complete significant work for analysis of samples in various Puget Sound embayment’s, such as Elliott Bay and Bellingham Bay under the Puget Sound Ecosystem Monitoring Program (PSEMP).
Method Detection Limits (MDL), Reporting Limits (RL) and Limits of Quantitation (LOQ) are included in Appendix D. Please note that for the PPCP analysis some compounds use the A level calibration standard, and some use the B for the lowest point (specified in method summary by analyte). PPCP analysis by MLA-075 are LC-MS/MS analyses and are reported to greater of either; the lowest calibration standard (bid defined RL), or the sample specific detection limit above the lowest calibration standard based on 3 times the signal-to-noise ratio (typically only used if matrix interferences are present). EDL reporting below the lowest calibration point is not used for LC- MS/MS analyses as the calibration is either linear regression with 1/x2 or quadratic, therefore linearity below the lowest calibration point cannot be assumed for the responses of both the quantification and confirmation ions below this level. Data below the RL are outside the calibrated range, they are therefore semiquantitative and SGS AXYS does not report data below the calibration range. MDL studies had been included in Appendix D.
Organochlorine Pesticides analysis for waters, sediments and tissue/biota will be performed according to SGS AXYS Method MLA-028, “Analytical Procedure for Organochlorine Pesticides by Isotope Dilution HRGC/HRMS by EPA Method 1699”. Based on SGS AXYS methods developed for and published with Environment Canada, SGS AXYS developed and validated EPA 1699 HRMS under contract to the U.S. EPA Office of Water. Method 1699, as a result of inclusion of 63 target analytes from multiple pesticide classes, has clean-up protocols and options targeted at a broad range of compounds, not organochlorine (OC) pesticides exclusively, i.e. OC pesticides, triazines, organophosphate pesticides and pyrethroids. SGS AXYS Method MLA-028 is an HRMS method exclusively for OC Pesticides and allows for incremental extract clean-ups that would not be conducive to all analytes in the full analyte list of Method 1699. Samples are extracted by liquid-liquid extraction (waters) or Soxhlet extraction (sediments, tissue).
Method Detection Limits (MDL), Reporting Limits (RL) and Limits of Quantitation (LOQ) for Organochlorine Pesticides are included in Appendix D.
The three most recent Proficiency Testing results for all analyses/methods/matrices suggested by SGS AXYS for this solicitation are found on Appendix B, and the Initial Demonstration Capability data for all said analyses/methods/matrices have been included in Appendix E.
Reporting of data, and associated pricing, is based on standard EPA Level II reports in PDF format.
Examples for all analysis are included in Appendix C. This is the most likely report requirement for the uses and client types indicated in the potential client list. EPA Level IV data packages, suitable for EPA Stage 3 data evaluation, are available to clients if required. The price for this option is 35$ per analysis. An incremental report format, Electronic Data Deliverable Reports or EDD (electronic
Competitive Solicitation No. 01519 - Analytical Laboratory Services
Statewide Master Contract Proposal Submission
September 2019 transfer files of select data specified by the end user from Level 2 report content) are available. The EDD selected must be either currently available from SGS AXYS or developed on a custom basis.
The specifics of the desired EDD format will incur a cost of 15$ per analysis for currently supported formats or a custom fee for new EDD formats. The purpose of this report is population of data bases or tools to support manipulation or interpretation of larger data sets This information may also be entered by the client from Level 2 reports. In all cases, SGS AXYS reviews client requirements with the end client, prior to the documentation of the agreed upon scope of work, to determine desired reporting requirements.
The mandatory forms – Exhibit A-1 (Bidder’s Certification, including Insurance Certificates), Exhibit A-2 (Bidder Profile), Exhibit B (Non-Cost Evaluation Questions), Exhibit C (Price Sheet) – are found on Appendix A.
SGS AXYS current Accreditation certificates and fields of testing are included in Appendix F.
SGS AXYS is compliant and accredited to IEC/ISO 17025 standards through CALA (Canadian Association for Laboratory Accreditation), covering all analyses suggested in this solicitation.
SGS AXYS also holds accreditation with Washington Department of Ecology for Dioxins and Furans in aqueous matrix; PCB Congeners in aqueous and solid matrices, and Organochlorine Pesticides in aqueous and solid matrices. WA Department of Ecology accreditation programs have reciprocity with CALA ISO 17025 accreditation programs. SGS AXYS is accredited to provide analysis of Dioxins and Furans in aqueous matrix; PCB Congeners in aqueous and solid matrices, and Organochlorine Pesticides in aqueous and solid matrices.by Florida Department of Health, which is SGS AXYS’s primary accreditor for NELAP accreditation.
