The Method Description is the method the laboratory reported to ERA.

The Reported Value is the value that the laboratory reported to ERA.

The Assigned Values for NOEC Analytes are set to the Study Median of the data reported by laboratories using reported values of <6.25%, 6.25%, 12.5%, 25%, 50%, 100%, or >100%. If the Median falls between two of these values, then the Assigned Value is set to the higher value.

The Assigned Values for Non-NOEC Analytes are set to the Study Mean, calculated using reported values from 6.25% and 100%, inclusive.

The Lower Acceptance Limit for NOEC Analytes is the test dilution below the Median (or <6.25%, whichever is higher), the Upper Acceptance Limit is the test dilution above the Median (or >100%, whichever is lower). If the Median is between two test dilutions, then the Lower Acceptance Limit is the second test dilution below the Median and the Upper Acceptance Limit is the second test dilution above the Median.

The Acceptance Limits for Non-NOEC Analytes are the Study Mean +/- 2 Standard Deviations. If the upper limit is greater than 100%, then the Upper Acceptance Limit is set to >100%.

If the lower limit is less than 6.25%, then the Lower Acceptance Limit is set to <6.25%.

Not Reported No Value reported.=

091818L Final Report

Project # :091818L

November 17, 2018

EcoAnalysts P.O. Box 216 Port Gamble, WA 98364

Enclosed is your final report for ERA's QuiK™Response program. Your final report includes an evaluation of all results submitted by your laboratory to ERA. None of the assigned value(s) or acceptance limits were available to your laboratory at or before the time of reporting.

Please note the following changes to our final reports:

• At the request of the TNI Accreditation Council, we have included a Laboratory Exception Report that includes a list of all analytes reported with less than qualifiers when the assigned value was greater than “0.” In addition, because we have received many requests from laboratories, this report also includes a list of all analytes with "Not Acceptable" evaluations.

• Some states have elected not to convert to the 2009 TNI Standards at this time. If you have released your results to a state that has retained the 2003 NELAC Evaluation Criteria, your final report will include a section that evaluates the results according to the 2003 Standard in addition to the 2009 TNI Standards.

As part of your accreditation(s), you may be required to identify the root cause of any "Not Acceptable" results, implement the necessary corrective actions, and then satisfy your PT requirements by participating in a supplemental (QuiK™Response) or future ERA PT study. ERA's technical staff is available to help your laboratory resolve any technical issues that may be impairing your PT performance and possibly affecting the quality of your routine data.

The data contained herein are confidential and intended for your use only.

If you are using this report for Corrective Action, please note the following: permittees must submit a copy of this report to your DMR-QA Coordinator, along with your corrective action documentation. Contract Laboratories should send a copy of this report to your permittees upon receipt.

Thank you for your participation in ERA's QuiK™Response program. If you have any questions, please contact our Proficiency Testing Department at 1-800-372-0122.

Sincerely, Matthew Seebeck Quality Officer cc: Project File Number 091818L

1. EXECUTIVE SUMMARY

EcoAnalysts conducted Whole Effluent Toxicity (WET) testing on one 24-hour composite effluent sample collected by personnel as part of the effluent characterization. The objective of this program is to assess the potential toxicity of the effluent to aquatic organisms following procedures defined under the facility’s National Pollutant Discharge Elimination System (NPDES) permit.

The results of the toxicity testing are contained in this report.

Statistically significant reduction in survival was not detected at or below the acute critical effluent concentration (ACEC) of 0.73%. The LC50 values were >100% effluent for all endpoints tested in both acute tests. The sample does not exceed the defined permit requirements.

Table 1-2. Permit Compliance Results.

Permit Requirement

No defined effluent limit for toxicity testing The Permittee must: Conduct acute toxicity testing on final effluent during November 2018 and July 2019.

The series of five concentrations must include a control, 100% effluent and the ACEC (0.73%)

Result Statistically significant reduction in survival was not detected at or below the acute critical effluent concentration (ACEC) of 0.73% effluent for both tests conducted. Survival in the 100% effluent was above 80% for both tests.

Report ID: PG072519.01 2 of 8 EcoAnalysts, Inc.

2. METHODS

The sample analyzed for toxicity was tested using criteria outlined in the Washington Department of Ecology’s (WDOE) Laboratory Guidance and Whole Effluent Toxicity Test Review Criteria (WDOE WQ-R- 95-80 (2016)). These criteria are further defined through the Environmental Protection Agency’s (EPA) most recently promulgated effluent guidance documents outlined in Section 4.

Bioassay testing for this project consisted of two acute bioassays. The tests conducted in support of this project are summarized in Table 2-1.

2.1.1 Sample Receipt Discussion

Sample temperature upon receipt was within the recommended temperature range of 0 - 6°C.

Additional sample conditions are summarized in Table 2-2. The effluent sample was held in a walk-in cold room at 4 ± 2 ºC in the dark until utilized for testing.

2.2 Water for Bioassay Testing

Freshwater diluent used in this study was prepared using the EPA method for standard, synthetic moderately hard, reconstituted water, using the reagent grade chemicals (USEPA 2002a). Extensive testing on a variety of test species has shown that there is no significant potential for toxicity or bioaccumulation of contaminants from this water supply. Chemical analysis of this water source is conducted and reviewed on an annual basis.

2.3 Sample Adjustment

The samples did not require adjustments prior to analysis.

3. RESULTS

The results of the effluent testing are presented in this section. Statistical comparisons and laboratory documents and are provided in Appendix A. Chain-of-custody and sample receipt logs are provided in Appendix B.

3.1 Water Flea (Ceriodaphnia dubia) Acute Test Results

The acute toxicity test with C. dubia was initiated on July 17, 2019. The test met the control acceptability criteria of ≥90% mean survival with a mean control survival of 95%.

Mean survival and statistical results are summarized in Table 3-1. The test conditions are summarized in Table 3-2.

Concentrations of 0.73, 3, 20, 50, and 100% effluent were prepared utilizing laboratory water. This concentration series includes the acute critical effluent concentration (ACEC) of 0.73%.

Water quality parameters were within the acceptable limits throughout the duration of the 48-hour static test.

The LC50 for the ammonia reference-toxicant test was 41.2 mg/L total ammonia and was within two…
