EXHIBIT B – NON-COST EVALUATION QUESTIONS
Competitive Solicitation No.: 01519
Bidder: Enthalpy Analytical (Formerly Nautilus Environmental)
The Evaluation portion will have a maximum value of 35 points towards the total scoring. Each question is worth 5 points. Do not put your company name in the answers.
Question Answer
Provide most recent 3 Proficiency Testing results for the analyses/methods/matrix of interest
We have attached our last three rounds of annual proficiency test (PT) results in Attachment 1. They are labeled as DMRQA WETT 37 (2017), DMRQA WETT 38 (2018) and DMRQA WETT 39 (2019). Please note that several analyses we are bidding on are not included in the PT results. This is due to a lack of availability of those PTs, not because our lab did not participate in the study. It should also be noted that our accreditations only require a single round of testing each year. Lastly, we did not achieve an acceptable result in the 2019 study for Test Code 14 and Test Code 42. A root cause analysis to determine the reason for the unacceptable result has been launched and the analyses will be repeated within the next 45 days. These results will be made available as needed. We have never experienced unacceptable results for these parameters in prior years and believe that pending the results of the root cause analysis, we will achieve acceptable results in the next study round.
Provide sample data packages for samples of similar types to those to be analyzed. The data packages should include initial calibration data.
Attachment 2 provides sample statistical analysis and raw data packages. The packages included are reference toxicant test analyses as client data cannot be released due to data confidentiality. Four packages have been included, two for acute bioassay and two for chronic bioassay. Deliverables for all client bioassay analyses include a narrative and tabular report of test methods, test conditions, results, statistical analyses of sample data in accordance with method guidance, reference toxicant results, QA/QC discussion, and available raw data in electronic format.
Provide Method Detection Limit values for the analytes/methods of interest
To ensure the highest testing quality possible, Enthalpy employs a rigorous Quality Assurance/ Quality Control (QA/QC) Program based on National Environmental Laboratory Accreditation Program (NELAP) and Good Laboratory Practice (GLP) guidelines. Our QA Program is designed to: 1) ensure that sample collection and testing are performed in accordance with applicable protocols and regulations and meet acceptability criteria (as applicable); 2) ensure test performance and precision; and 3) provide a defined data and reporting pathway with documented QA checks and qualified peer review throughout the entire collection, analysis, and reporting process.
The basis of this program is well-defined QA documentation and QC practices, detailed SOPs, intense and hands-on employee training, and an integrated team approach to completing individual testing tasks. A great deal of effort has also been placed on routinely upgrading our QA/QC systems to supplement our standards with the latest techniques and information available. This includes a proactive research and development program that evaluates both new and old test methodologies, as well as a periodic review of the program as a whole to evaluate its effectiveness. A controlled copy of the entire document is available upon request.
We are NELAP accredited by the authority of the Oregon Environmental Laboratory Accreditation Program (ELAP) as well as by the California ELAP and Washington State Department of Ecology. We continue to be active in method refinement and look to participate in as many working groups and inter-laboratory studies as possible.
Additionally, our QA Director sits on the expert
Whole Effluent Toxicity committee for The NELAC Institute.
Provide Initial Demonstration of Capability data for the analytes/methods of interest
Attachment 3 includes reference toxicant positive control response charts for the analyses we wish to perform under this contract. All charts contain the last 20 performance points for the laboratory. If a control chart has less than 20 points, it indicates that either 1) a new reference chemical started being used, which necessitates a new chart being created, 2) fewer than 20 reference toxicant analyses have been conducted at the current laboratory location;
when a laboratory moves locations, new control charts must be started for all species and analyses, or 3) it is a less common analysis or is an alternative test species. Please note that some species/analyses do not have control charts included for one of the following reasons: 1) the listed analysis is a direct alternate in the published tests methods for species which we do have control charts included, 2) reference toxicant testing is not required (i.e. bioaccumulation), or 3) reference toxicant testing with the species is conducted for a shorter duration than the listed bioassay analysis in the RFP (e.g. Marine amphipod 10-d surv: Eohaustorius estuarius EPA 100.4 (1994) has a 96 hour reference toxicant test requirement). Additionally, some analyses will share a control chart due to the similarity of the test method required control chart (e.g. Bivalve 48-hr embryo-larval dev: Mytilus spp. EPA 1005.0, West Coast (1995) and Bivalve 48-hr embryo-larval dev: Mytilus spp. PSEP (1995) share a control chart under the West Coast 1995 Method). If additional control chart information or clarification is required, we are happy to provide it.
How many years of experience analyzing samples of similar types to those to be analyzed
Our lab has been established and accredited for over 15 years. We have built a reputable business and technical practice dedicated to understanding environmental effects. At the core of the business is our accredited environmental toxicology laboratory, offering a full range of bioassay testing services. Our laboratory is specifically designed and staffed to perform a wide variety of toxicity and bioaccumulation tests with both marine and freshwater sediments, effluents, and soils. Our staff has extensive experience designing and implementing toxicological evaluations and is recognized internationally for their expertise in identifying causes of toxicity using TIEs.
We have completed thousands of the procedures listed in the RFP, including acute and chronic assays in both sediment and water with the species listed and numerous others;
stormwater analyses, hazardous waste screens for disposal characterizations, and screening studies to select the most sensitive species for permit compliance. We are also well qualified to support any effort in this niche technical arena beyond performing bioassays. This includes data review, management, and analysis, as well as interpretation and validation of data. We also have expertise in method review and regulatory interpretation or comment on the appropriate use and application of toxicity methods and data. We currently conduct programs for a variety of clients in commercial, federal, and municipal sectors.
Provide your Limit of Quantitation including reporting units for each Method bid.
Specific quantitation of bioassay data is highly dependent upon the overall test design and implementation of methods within the laboratory. The foundation of our ability to accurately determine the presence or absence of an effect in a given sample relies upon our Quality Assurance (QA) and Quality Control (QC) program, our decades of combined technical staff experience, our intimate knowledge of the test methods, our understanding of the regulations that drive the analyses that we perform, and our research and development program.
Our QC system forms the first line of defense to control possible errors and ensure that we are measuring and qualifying the true effects in a given sample. It consists of the use of a series of procedures that must be followed. QC problems leading to poor condition of test animals, inadequate test procedures, or other symptoms may necessitate repeat testing, or lead to incorrect over or under estimations of toxicity, or improperly identified causative toxicants. QC practices address all activities that affect the final quality of the toxicity test data including: sample/material handling, water quality and test conditions, source and condition of test organisms, condition of equipment, instrument calibration and maintenance, measurement of test precision, record keeping, problem identification and corrective actions, data evaluation, and personnel training. All data generated by the laboratory is monitored for completeness and accuracy at the end of each day and at the end of each individual test period. The detail of record keeping and the general and statistical evaluation of test data are closely monitored to ensure generation of the highest quality data
Our bioassay group has the ability to handle and analyze data to fit with any program’s requirements. We work with each client individually to ensure that the data analysis meets any and all programmatic needs. We have the ability to report test endpoints and statistical outputs in toxicity units, effect level concentrations (LC/EC/IC), percent effect as a function of control performance, and Pass/Fail.
We utilize a number of statistical analysis programs including the Comprehensive Environmental Toxicity Information System (CETIS) and PRISM.
We routinely perform reference toxicant testing. Reference toxicant tests are used to evaluate the overall health and sensitivity of the test organisms and to demonstrate the continuing ability of the laboratory to successfully perform the tests. Tests are conducted, at minimum, monthly for all test procedures that are performed in the laboratory on a monthly basis or more frequently. Concurrent reference toxicant tests are performed for test procedures that are performed in the laboratory less frequently (i.e.
<1 per month) as well as with all non-laboratory-cultured test organisms (e.g.
echinoderm, bivalve, etc.), sediment tests, and as required on a project-specific basis.
Control charts based on point estimate data are produced for each organism. The control chart displays the mean ± 2 standard deviations for the last 20 reference toxicant tests performed for the species in question. Single test means exceeding ± 2 standard deviations from the overall mean are examined on a case-by-case basis. For tests with specific requirements, acceptance criteria and reference toxicant data are used for test validation. Specific criteria for each test are expressed in the standard operating procedure for each test.
Provide copies of current Accreditation certificates and fields of testing.
We hold state specific accreditation in California, Washington, and Oregon, as well as NELAP through the state of Oregon. Attachment 4 contains our Washington Department of Ecology (DOE) accreditation and fields of testing, our Oregon Environmental Laboratory Accreditation Program (ORELAP) certificate and fields of testing, and our California Environmental Laboratory Accreditation Program (CA ELAP) certificate and fields of testing. Exhibit C (Price Sheet) has our primary overlapping accreditations listed by certificate number (C552-19 and 4053-05) for all analyses that we are bidding on. Please note that our ORELAP certificate is due to expire, but we have not had a lapse in accreditation, our renewal application has been accepted and we are waiting for the new certificate to be issued. It can be provided upon request once received.
