About this file
This document outlines the scope of work for a demolition and hazardous materials remediation project at Crab Orchard National Wildlife Refuge in Illinois. The project involves abatement and demolition of three buildings totaling approximately 11,542 square feet, removal of explosive and asbestos containing materials from additional structures as identified in attached surveys, disposal of universal and hazardous wastes, and dismantling of a pole-mounted transformer suspected to contain PCBs. The contractor will be responsible for hiring licensed subcontractors to address explosives and conduct asbestos abatement, obtaining necessary permits and disposal approvals, developing demolition plans, recycling construction debris, and providing documentation of proper waste disposal. The related federal contract opportunity is solicitation number 140FC223R0007 issued by the Department of the Interior Fish and Wildlife Service to complete the scope of work at Crab Orchard NWR.

SCOPE OF WORK:
The work area is located on Crab Orchard NWR. This project is for the abatement of contaminant materials and demolition of three (3) units (buildings) which will include small attached buildings, support utilities, sidewalks to the next building that are not being demolished and debris that has fallen off of the buildings.
This work also includes the remediation/removal of component of identified to be contaminated with explosive material in other building(s) (See Attached Excel Spread Sheet) identified during the Titan Explosive Assessment Survey conducted in February of 2022. This work also includes the testing/remediation of buildings D-1-43 and D-1-68.
This work also includes the remediation of asbestos present in building(s) (See Attached Excel Spread Sheet) that were tested during the Castle Associates, LCC Asbestos and Hazardous Material Survey conducted in February of 2022. This work also includes the testing/remediation of buildings D-1-46 and D-1-97.
This project also includes the remediation of a presumed PCB contaminated pole mounted transformer.
Project requirements:
1) Successful bidder shall hire an explosive expert to address proper remediation and/or removal of explosive contaminated components and testing additional buildings.
2) Successful bidder shall hire an Asbestos Monitor company to conduct testing of two buildings and conduct monitoring of site during asbestos demolition.
3) Contractor shall complete and submit State of Illinois Department of Public Health – State of Illinois Demolition/Renovation/Asbestos Project notification Form. Copies of this form may be found at www.ildceo.net/enviro.
4) The contractor will be responsible for the removal and proper disposal of Type 2 asbestos: transite, floor tile and mastic, and some Type 1 asbestos: Pipe insulation, ceiling tiles, Drywall and other material that contain PACM.
5) Removal and proper disposal of hazardous material (lead, high explosive contaminated items, PCB’s, etc.).
6) The contractor will be responsible for removal and proper disposal of all universal waste (fluorescent light bulbs, PCB ballasts in lights, and mercury switches, oils, etc.)
7) Design of demolition plans to take buildings down to a clean concrete slab for three buildings and attached buildings, above ground utilities to the next building not being removed, and sidewalks from building being removed to next building not being removed.
8) Contractor will be responsible for proper disposal of construction debris. The contactor shall recycle as much contraction debris as possible.
9) Contractor shall have Hazwoper Certification (29 CFR 1910.120). Contractor shall provide copies of all employees’ certifications performing work on this site.
10) All asbestos work shall be conducted by licensed Asbestos Contractor. Contractor shall provide copies of all employees’ certifications performing work on this site.
11) All lead work shall be conducted by licensed Lead Contractor. Contractor shall provide copies of all employees’ certifications performing work on this site.
12) The contractor will dispose of all PCB waste per Title 40 CFR 761, Subpart D. Contractor shall provide permit number which authorizes the permitted facility (i.e. special waste or TSCA waste landfill or treatment facility) to accept the waste.
13) Contractor shall provide name, address, and licensing for all landfills used to dispose of waste. Landfill must meet requirement of all waste disposed of at the site. Contractor shall provide copies of all load slips of material disposed of at the landfill.
14) Contractor will provide receipts and/or manifests documenting proper disposal of waste.
15) Contractor will provide receipts and documenting proper disposal of waste recycling material.
Description of units
All buildings are located in Area 2D of Crab Orchard National Wildlife Refuge. There is no water or electric service available in Area 2D. Contractors could potentially either use their own generator or contact Ameren Illinois for temporary electric service. Also, there is no water service available. Contractor could potentially fill up water tanks from a fire hydrant at our Maintenance Shop, if needed.
1) Building 1-4, Asset #10068303, Lab Building, Built 1942, approximately 2,088 sq ft
Building D-1-4 is a long-compartmentalized building with five pellet and press areas that were each partially enclosed by 1-ft thick concrete walls for explosion control. Damage to the eaves and ceiling were observed. The building had bathroom facilities and was therefore presumably connected to the sewer system. The contractor will be responsible for sealing floor drains to the sewer. Attachment 1 provides additional information about this site.
2) Building 1-8, 1-92, Asset #10068304, Lab Building, Built 1942, approximately 8,453 sq ft
Building D-1-8 was an Illinois Ordnance Plant (IOP) Detonator Loading Building, the largest building in Area 2D. The building is 206 feet long and 40 feet wide and divided into 9 or 10 bays. Coat rooms and restrooms were located at the north end of the building. Attachment 1 provides additional information about this site.
3) Building 1-11, Asset #10068301, Built 1942, approximately 2001 sq ft.
Building D-1-11 was originally designed with four motor rooms, four rumbling rooms, two detonator storage rooms, and four-detonator sawdust and mixing rooms. One-foot thick concrete walls, for explosion protection, separated all of these rooms. Attachment 1 provides additional information about this site.
4) Testing and Removal of Components Positive With Explosive Materials (See Excel Spread Sheet and Explosive Survey Report)
Titan conducted an Explosive Assessment Survey in February of 2022. The survey identified several sites that high to moderate risk. Some of these sites stated that further evaluation was needed and one tested positive for explosives. Further evaluation and removal of explosive material is required prior to demolition of buildings.
5) Removal of PCB Transformer, Asbestos Testing, removal of asbestos materials from additional buildings and incidental materials (e.g. Light Fixtures with Asbestos Gasket - Disposal of Fluorescent Light Bulbs, and PCB Blas) (See Excel Spread Sheet and Asbestos and Hazardous Material Survey)
Castle Associates, LCC conducted an Asbestos and Hazardous Material Survey in February of 2022. Additional asbestos material was found in buildings that will not be completely demoed at this time. The station would like to remove the asbestos to allow for demolition later with this hazard removed.
The station also discovered a potential PCB Transformer mounted on a pole outside of the fence area as you enter this site. The transformer will need to be taken down and tested to determine proper disposal.
