PROJECT SCOPE OF WORK
The scope of this project was intended to perform all work necessary for and incidental to the inspection of structures prior to building renovations, demolition and/or deconstruction to determine the presence of asbestos, lead, and hazardous materials. This scope included sampling, testing and an assessment for Asbestos Containing Material (ACM), Lead Based Paint (LBP), and hazardous material survey prior to the demolition of building(s) and/or to perform repairs or maintenance to building(s) that are occupied.
Buildings listed as scheduled for demolition included destructive testing to determine presence of asbestos. Buildings that are not scheduled for demolition tested all materials that were accessible.
Material that was not accessible was assumed to be an asbestos contaminated material. The areas inspected included all interior areas, exteriors, roofs, interstitial spaces, wall spaces, and mechanical systems.
The surveys were performed in accordance with all applicable regulations of the State of Illinois, Occupational Safety and Health Administration (OSHA) and the United States Environmental Protection Agency (EPA).
Asbestos bulk sampling was conducted in accordance with the US EPA established guidelines document, "Guidance for Controlling Asbestos-Containing Materials in Buildings" (USEPA 560/5-85-024, 1985) and USEPA 40 CFR Part 763.86 "Asbestos-Containing Materials in Schools, Final Rule" (AHERA). Each bulk sample was analyzed for asbestos content by Polarized Light Microscopy (PLM) Method EPA - 600/R-93-116 Visual Area Estimation.
The Lead XRF surveys tested all interior and exterior building components in the buildings with an XRF handheld analyzer to identify the components which have lead-based paint (LBP).
The ORM/Universal Waste Survey was conducted by a visual inspection and inventory of the interior and exterior of the building for other hazardous components, including but not limited to: universal wastes such as fluorescent light tubes/bulbs, mercury-vapor light bulbs, polychlorinated biphenyl (PCB) containing items such as light ballasts, electrical transformers, batteries for exit and emergency lights, spent lead acid or Ni/Cd batteries, mercury- containing thermostats, smoke detectors, ozone depleting potential (ODP) and global warming potential (GWP) refrigerants, and fire extinguishers.
Explosives testing and residual explosive dust testing was not including in this scope of work and was conducted as part of a separate contract.
INSPECTION SUMMARY & FINDINGS
ASBESTOS CONTAINING MATERIALS (ACM)
Asbestos Sampling Overview A total of 157 asbestos bulk samples (185 sample layers) were collected from the buildings as part of this project. Sampling was not conducted for the exterior Galbestos® siding at the direction of the USFWS since this material has been previously tested and known to contain asbestos. All bulk sampling of suspected asbestos was based upon the appearance, texture, and location of the material in accordance with US EPA NESHAP regulations. All bulk samples were analyzed utilizing current EPA methods for PLM (Polarized Light Microscopy) by Eurofins/EMLab/P&K Laboratory in Marlton, NJ. The laboratory is accredited by the NIST, NVLAP program (National Institute of Standards and Technology, National Voluntary Laboratory Accreditation Program) and also an American Industrial Hygiene Association (AIHA) accredited laboratory.

RECOMMENDATIONS FOR LEAD PAINTED COMPONENTS
The lead painted components identified in the buildings are not required to be removed prior to demolition. The Occupational Safety & Health Administration (OSHA) regulates workers exposure to lead paint concentrations in any amount, therefore, in order to satisfy OSHA requirements, worker protection and monitoring may be required for work activities that disturb paints that contain lead in any amount. In accordance with the OSHA Construction Standard for
Lead (29 CFR 1926.62), it is the contractors’ responsibility to protect their workers when an employee may be occupationally exposed to lead.
UNIVERSAL WASTE/HAZMAT SURVEY
INSPECTION OVERVIEW
Per the PWS, no testing was conducted for these materials, just a visual inventory.

Re: US Fish & Wildlife Service Crab Orchard National Wildlife Refuge - Marion, IL D-Area Demolition, Lead Based Paint Inspection
Dear Mr. Brumbaugh:
On February 15, 2022, Farmer Environmental Services, LLC, performed a survey for painted surfaces with suspect lead-based paint on various structures scheduled for demolition in the D-Area of Crab Orchard National Wildlife Refuge outside of Marion, IL.
The scope of sampling included sufficient testing to provide information for the demolition of the structures. The structures have been vacant for a number of years and are in various states of disrepair. Evidence of floral and faunal habitation and environmental exposure was observed. Some structures were not able to be identified by identification number and were grouped into a larger group of structures. Other structures were in such disrepair it wasn’t safe to fully or even partially inspect those structures. Fifteen structures and one grouping of structures were inspected.
A Niton XLp Analyzer (X-Ray Fluorescence) was used for testing purposes. The Farmer Environmental field rep was trained in the use of the Niton Analyzer. XRF testing is a non-destructive testing method. The analyzer provides a positive or negative reading (as well as a concentration). The criterion for lead-based paint when using an XRF Analyzer is one milligram per square centimeter (1.0 mg/cm2). A total of 126 painted surfaces were tested. The scope of testing included walls, ceilings, door components, and miscellaneous other interior and exterior painted surfaces.
Testing found the following surfaces to be above the criterion of 1.0 mg/cm2:
D-1-10 Mixhouse – Exterior Door Trim (wood) Deteriorated Condition Bridge between D-1-10 & D-1-11 – Railing (metal) Deteriorated Condition D-1-9 – Hallway Ceiling (wood) by North Bay Deteriorated Condition D-1-9 – Hallway Ceiling (wood) by South Bay Deteriorated Condition D-1-8 – Exterior Door Slab (wood), South Side Deteriorated Condition D-1-8 – Exterior Soffit (wood), South Side Deteriorated Condition
In addition to the lead-based paint identified on the previous page, testing results did show concentrations of lead at less than 1.0 mg/cm2. Painted surfaces with concentrations under the criterion referenced above are deemed lead containing paint.
Lead can still be present in paint which is not classified as “lead based”. This would occur when the paint has a lower amount of lead than the EPA regulates. If lead is present in the paint, lead dust can be released when the paint deteriorates, or is disturbed during remodeling, renovation, sanding, or some maintenance work that breaks the surfaces of the paint, as well as demolition activities. Activities that impact lead containing paint should be performed in accordance with the OSHA lead standard for the construction industry.
A table listing the XRF test locations (per building) can be found on the pages following this summary. If there are any questions, or additional information is needed, please contact us at 618-656-6988.
Respectfully Submitted, Mike Burke (prepared by) Farmer Environmental Services, LLC
