1 PROJECT DESCRIPTION

1.1 Background

The National Institute of Standards and Technology (NIST) is currently making significant improvements to its 64 year old Boulder campus including recently completed major renovations of Building 1, Wings 3 and 6. The research Operating Unit (OU) that will occupy Wing 3 has requested additional changes to customize the wing to better suit its research requirements. The requested changes are electrical and mechanical in scope.

1.2 Objectives

NIST requires safe, expedient and professional execution of the defined scope of work within the established schedule and cost parameters. This work shall be accomplished within finished interior spaces and in proximity (potentially) to other contractors and facility users. Proactive communication and cooperation by the Contractor with other parties shall be required.

2 GENERAL REQUIREMENTS

2.1 Security

2.1.1 Site Access Restrictions – Access to the NIST campus is restricted. All visitors are required to obtain identification cards and vehicle passes at the Visitor Center prior to entering the campus.

Day passes and passes for longer periods are available but require immediate coordination with the Contracting Officer Representative (COR) upon contract award.

2.1.2 Contractor Personnel Security Requirements – All contractor personnel must be identified and screened for security clearances prior to entering the campus. Allow two weeks for the security clearance process to be completed. All employees must be a citizen of the United States or have documented legal status in the United States.

2.1.3 Prior to commencing work under this Contract, the Contractor shall submit employee identification forms to the COR for processing. All forms shall be typed and returned. All Contractor and Subcontractor employees are required to submit the necessary documentation.

These individuals will be required to wear a badge issued by NIST Security while on site. For additional information, visit: http://www.nist.gov/public affairs/visitor/boulder-visitor-info.cfm.

2.1.4 Law Enforcement Checks and Background Investigations – All persons requesting security clearances and passes will be subjected to background checks prior to approval.

2.2 Parking on Site

Parking permits are required. Parking spaces on site are extremely limited. Carpooling is strongly encouraged. Contractors are required to limit parking to assigned areas approved by the Contracting Officer (CO). Zero tolerance for parking violations.

2.3 Cost Management

2.3.1 The Contractor shall provide an itemized cost indicating unit costs for all materials and for significant tasks. The estimate shall be organized in accordance with CSI Masterformat published in 2004. Indicate contractor mark-ups. Upon contract award and prior to Notice-To-Proceed (NTP), the Contractor shall provide a finalized cost estimate to the CO. The cost estimate may become the basis of cost adjustments resulting from additions or deletions to the scope of work as approved by the CO.

2.3.2 NIST Pricing Policy – All cost estimates provided to NIST will be subject to validation by a third-party cost estimator at the discretion of NIST. The cost of such validation will be paid by NIST. All cost estimates for change order proposals will be required with supporting documentation for labor hours/rates and a materials breakout per the CO guidance. Lump sum cost estimates shall not be accepted.

2.4 Safety Plan

The Contractor shall submit a Safety Plan to the CO identifying an individual responsible for assuring safe practices in performance of the work and steps to be taken to periodically educate employees about the necessity of safety while on the NIST campus.

2.5 Construction Management

All correspondences, emails, submittals, etc., shall contain the contract number and project description in the email subject line, header/footers, as applicable. For example, NB194000-16- 04839 Building 1 Wing 3 Customization or B1W3 Customization.

Construction management shall include the administration of the construction contract including but not limited to the following tasks:

2.5.1 Plan and coordinate the work all affected parties.

2.5.2 Coordinate weekly Construction Progress meetings with the CO/COR. The Contractor shall take factual, impartial minutes at these meetings for distribution to all pertinent parties within three business days after each meeting. Proposed agenda and relevant documents, drawings, etc., shall be distributed to the COR and CO at least three business days prior to the weekly meeting. All other collaborated meetings shall be documented with meeting minutes in the same manner as the coordinated weekly construction progress meeting.

PAGE 13 OF 70 SB1341-16-RQ-0982

Building 1 Wing 3 Customization

NIST Boulder, CO Page 5 of 7 August 19, 2016

2.5.3 Create and maintain all daily logs and monthly reports required by the specifications. Forward electronic copies to the CO weekly.

2.5.4 Monitor construction costs and market conditions. Notify the CO of any changes in costs or market conditions that may impact the contract amount to be paid by the government. Supporting documentation shall be submitted to the CO.

2.5.5 Establish and maintain all construction observation and progress reports. All construction reports shall be available to the government upon request by the CO.

2.5.6 Schedule and/or conduct inspections, testing and other required specified services.

2.5.7 Maintain current, marked up As-Built drawings and specifications at the job site for periodic review by the Government.

2.5.8 Provide closeout services as required by the specifications.

2.6 Project Schedule

The Contractor shall provide an editable Microsoft Project Schedule in Gantt chart format or alternate format as requested by the CO. Upon contract award and prior to NTP, the Contractor shall provide a finalized project schedule to the CO. The project schedule shall include each submittal and review period and the sequence and duration of all significant construction tasks.

Update the schedule to reflect changes in durations or sequencing. The schedule will become the basis of determining project progress.

2.7 Period of Performance

The work shall be completed within 120 calendar days from the NTP. The period of performance includes time for submittals, product lead times and mobilization in addition to all necessary construction activities.

3 WORK REQUIREMENTS

3.1 Mechanical Work

Refer to the Mechanical drawings and specifications issued with the statement of work.

Mechanical work includes but is not limited to the installation of new high pressure process chilled water systems in the labs as indicated. This work requires tapping into existing supply and return lines in the adjacent service corridor.

3.2 Electrical Work

Refer to the Electrical drawings and specifications issued with this statement of work. Modify and supplement the existing power distribution to accommodate the added chilled water pumps.

Option 1: Provide a separate by inclusive price for Option 1 work with price proposal as indicated in the electrical drawings and specifications. This work may be funded at a later date but prior to substantial completion as determined by the CO.

3.3 Project Closeout

3.3.1 Conduct a final inspection to demonstrate to the CO or COR that the work has been properly installed and is fully functional. Do not submit a final pay application until the work has been accepted by the CO. A NIST Release of Claims shall accompany the final invoice.

3.3.2 Provide marked up as-built drawings to the CO clearing noting any deviation from the installation requirements indicated in the contract drawings or specifications.
