About this file
This document outlines requirements for a federal construction contract opportunity to install a new 1000 kW diesel generator and make associated improvements at a Department of Veterans Affairs medical center. The scope of work includes installing the Tier 4-compliant generator on grade with a 96-hour fuel tank in an all-season housing, an automatic transfer switch to back up a 3000A switchgear, and remote monitoring panels. The contract also requires replacing a switchgear building roof, conducting lead abatement, and installing structure for the generator pad and exhaust. Temporary power from the local utility will facilitate construction and switchover. Submissions are required to address safety and environmental violations as well as the bidder's experience modification rate. This opportunity is 100% set aside for Service-Disabled Veteran-Owned Small Businesses, with a site visit scheduled for August 12, 2021.

NCCI. Note: Self-insured contractors or other contractors that cannot provide EMR rating on insurance letterhead from the states or territories of CA, DE, MI, NJ, ND, OH, PA, WA, WY, and PR will obtain their EMR rating from their state-run worker’s compensation insurance rating bureau.
A Determination of Responsibility shall be accomplished for the apparent awardee prior to processing the award. The above information, along with other information obtained from
Government systems, such as the OSHA and EPA online inspection history databases, will be used to make the Determination of Responsibility. Failure to affirm being within the guidelines above or submit this information shall result in a determination of “Non-Responsibility” for the bidder/offeror.
