About this file

This document is a technical drawing set for the VA HVAC Controls Upgrade – Phase 2F at the VA Medical Center in Wilmington, Delaware. The project represents a partial submittal that includes Building #17 CLC HVAC equipment upgrades and control system modernization.

The scope encompasses air handling unit (AHU) controls for three units (AHU-1 Main MER, AHU-1 West MER, and AHU-2 East MER), controller wiring details, sequence of operations documentation, VAV box controls for Building #17 East and West zones (37 total VAV boxes), and chiller and associated heat exchanger controls. The drawings detail the replacement of pneumatic control devices with modern electronic Johnson DDC controllers, including FEC-2611 and IOM-47/IOM-4711 controllers. Key operational features include temperature control via multiple valve modulation (V-1, V-2, V-3), constant air flow supply fan operation, freeze protection protocols with automatic shutdown below 45°F, emergency shutdown/restart via smoke detection with fire alarm integration, humidity control for AHU-2 and AHU-3, and supply air flow control maintained by variable speed motor controllers. The contract documents reference an existing O&M manual and valve schedule provided in the ATC AS-BUILT/O&M Manual Binder, with all new electronic valves and control devices to be installed by the general contractor. New panel-mounted transformers shall provide 24V power to VAV controllers as required in the field, and all panel labels and control point designations require VA Hospital approval upon project completion.

VA HVAC CONTROLS UPGRADE -

PHASE 2F

WILMINGTON, DELAWARE

SEQUENCE OF OPERATIONS – AHU MAIN MER

AHU-1 FOR CLC SEQUENCE OF OPERATION

1. GENERAL

UNIT IS MANUALLY STARTED AND STOPPED BY THE DCP OR REMOTELY AT THE BMS. WHEN UNIT IS OFF DAMPER D-1 IS CLOSED. WHEN UNIT IS ON DAMPER D-1 IS OPEN.

2. TEMPERATURE CONTROL

DURING HEATING MODE THE SPACE TEMPERATURE SENSED BY T-1 SHALL BE MAINTAINED AT SETPOINT BY DCP MODULATING V-1. DURING COOLING MODE THE COOLING

COIL LEAVING AIR TEMPERATURE SENSED BY T-3 SHALL BE MAINTAINED AT SETPOINT BY DCP BY MODULATING V-2, AND THE SPACE TEMPERATURE SENSED BY T-1 SHALL

BE MAINTAINED AT SETPOINT BY MODULATING V-3.

3. AIR FLOW CONTROL

THE SUPPLY FAN SHALL RUN AT CONSTANT SPEED PROVIDING CONSTANT AIR FLOW.

4. FREEZE PROTECTION

IF THE AIR TEMPERATURE AS SENSED BY T-2 FALLS BELOW 45F AN ALARM SIGNAL IS INDICATED AT THE DCP AND BMS. IF THIS TEMPERATURE FALLS BELOW 40F THE UNIT

SUPPLY FAN SHALL STOP, THE DAMPER D-1 SHALL CLOSE AND A CRITICAL ALARM SHALL BE INDICATED AT THE DCP AND BMS.

5. EMERGENCY SHUTDOWN/RESTART

WHEN SMOKE IS DETECTED BY THE DUCT MOUNTED SMOKE DETECTOR THE SUPPLY FAN SHALL SHUT OFF, DAMPER D-1 CLOSE AND AN ALARM SIGNAL SHALL BE

TRANSMITTED TO THE FIRE ALARM SYSTEM. SUPPLY FAN SHALL RESTART AND DAMPER D-1 SHALL OPEN WHEN THE FIRE ALARM CIRCUIT IS MANUALLY RESET.
