About this file

This document is a partial submittal of design drawings for the VA HVAC Controls Upgrade - Phase 2G project at the VA Medical Center in Wilmington, Delaware. The submittal includes control system specifications and wiring diagrams for Building #13 Regional Office HVAC equipment.

The drawings detail the control systems for two air handling units (AHU-1 and AHU-2) and associated chiller and heat exchanger controls. AHU-1 and AHU-2 utilize FEC-26 and IOM-47 controllers manufactured by Johnson Controls, with point identification tables specifying sensor locations and control functions including outdoor air temperature, return air temperature, mixed air temperature, coil leaving air temperature, and space temperature sensors. The sequence of operations for both units includes manual start/stop capability via the Distributed Control Panel (DCP) or Building Management System (BMS), temperature control through modulating valves during heating and cooling modes, constant supply fan air flow, freeze protection at 45°F with alarm notifications, and emergency shutdown triggered by duct-mounted smoke detectors. Control valves are provided by Modern Controls, with reference to a Master Building Valve Schedule and Master Building Network Architecture Drawing contained in the ATC as-built/O&M manual binder for supervisory controller information and IP addresses. The chiller and heat exchanger control drawing (C-2) references point identification tables for both AHU FEC26 and IOM47 controllers, plus additional AHU2 IOM47 point identification. All pneumatic control devices have been replaced with electronic controls, and contract documents reference existing DDC control panels as "OCP" for project close-out with permanent panel-specific labels to be provided for all new and existing control panels upon VA Hospital approval.

VA HVAC CONTROLS UPGRADE -

PHASE 2G

WILMINGTON, DELAWARE

SEQUENCE OF OPERATIONS - BLDG.#13 AIR HANDLING UNITS

(TYPICAL FOR AHU-1 & AHU-2)

GENERIC AHU - SEQUENCE OF OPERATION

1. GENERAL

UNIT IS MANUALLY STARTED AND STOPPED BY THE DCP OR REMOTELY AT THE BMS. WHEN UNIT IS OFF DAMPER D-1 IS CLOSED. WHEN UNIT IS ON DAMPER D-1 IS OPEN.

2. TEMPERATURE CONTROL

DURING HEATING MODE THE SPACE TEMPERATURE SENSED BY T-1 SHALL BE MAINTAINED AT SETPOINT BY DCP MODULATING V-1. DURING COOLING MODE THE COOLING

COIL LEAVING AIR TEMPERATURE SENSED BY T-3 SHALL BE MAINTAINED AT SETPOINT BY DCP BY MODULATING V-2, AND THE SPACE TEMPERATURE SENSED BY T-1 SHALL

BE MAINTAINED AT SETPOINT BY MODULATING V-3.

3. AIR FLOW CONTROL

THE SUPPLY FAN SHALL RUN AT CONSTANT SPEED PROVIDING CONSTANT AIR FLOW.

4. FREEZE PROTECTION

IF THE AIR TEMPERATURE AS SENSED BY T-2 FALLS BELOW 45F AN ALARM SIGNAL IS INDICATED AT THE DCP AND BMS. IF THIS TEMPERATURE FALLS BELOW 40F THE UNIT

SUPPLY FAN SHALL STOP, THE DAMPER D-1 SHALL CLOSE AND A CRITICAL ALARM SHALL BE INDICATED AT THE DCP AND BMS.

5. EMERGENCY SHUTDOWN/RESTART

WHEN SMOKE IS DETECTED BY THE DUCT MOUNTED SMOKE DETECTOR THE SUPPLY FAN SHALL SHUT OFF, DAMPER D-1 CLOSE AND AN ALARM SIGNAL SHALL BE

TRANSMITTED TO THE FIRE ALARM SYSTEM. SUPPLY FAN SHALL RESTART AND DAMPER D-1 SHALL OPEN WHEN THE FIRE ALARM CIRCUIT IS MANUALLY RESET.

NOTES: AHU-1 AND AHU-2 WERE PROGRAMMED TO MATCH THE

EXISTING CSI CONTROLLERS PROGRAM. ABOVE SEQUENCE

WAS FROM ‘AHU-1 CLINICAL’ WHICH WAS THE SAME TYPE OF

UNIT. *SEE ASSOCIATED CONTROL DIAGRAM ON DRAWING
