About this file
This document is a detailed product information sheet for Rapid Penetrating Emulsion (RPE), a pavement treatment product developed by Asphalt Materials, Inc. and created in the labs of Heritage Research Group. The materials are showcased through a comprehensive two-page document highlighting the product's technical specifications, field testing results, and applications, with specific focus on Hendricks County, Indiana's highway department's usage and observations.
The RPE is designed to penetrate bituminous asphalt surfaces to extend pavement life by reducing permeability and filling air voids, without adversely affecting skid effects or surface texture. The product is particularly effective for treating centerline joints, full width pavement treatments, and rumble strips. Field testing demonstrated significant permeability reductions, with one county road showing an 85.4% reduction in permeability and another achieving a 95% reduction. The documentation includes detailed specification tests for both emulsion and residue, with performance metrics showing that pavement air void percentages directly impact service life (e.g., 7% air voids correlates to a 15-year service life, while 11% air voids reduces service life to 9.6 years).

It is important to plan ahead when it comes to saving on resources for new pavements. RPE and J-Band are pro-active, preventative strategies to protect your pavements so you’re not spending more on repairs, maintenance or repaving later.
A key part of what makes RPE effective is its penetrat-ing, air-void-filling capability.
Unlike a fog seal that simply covers the surface of a pavement, RPE reduces permeability, while J-Band eliminates it. Together, you protect the joint from both top and bottom.
Centerline joints are particularly susceptible to water damage. However, it is important to keep water out of all of the pavement.
Even for new pavements, it is important to treat them proactively to avoid negative consequences in the future.
RPE & J-Band together can create years worth of protec-tion to your pavements.
BEFORE
RPE is specially formulated to penetrate quickly and thoroughly. Its reduced surface tension allows it to absorb into our pavement fast so you can get back on the road sooner. RPE is applied similarly to other emulsions: with a distributor, usually one equipped with fog nozzles.
The importance of permeability ultimately comes down to air voids. Reducing voids is absolutely critical to improving pavement life. The higher your voids are, the more life you’re going to lose on your pavements.
Longitudinal cracks occur to the centerline and are caused by: a poorly constructed joint; shrinkage of the asphalt layer; cracks reflecting up from an underlying layer; and longitudinal segregation.

Early Is Better “Most of oxidative aging in the upper stratum of an asphalt concrete pavement occurs during the first 4 years after construction.
After this period, the asphalt aging rate decreases significantly… RPE must be placed during the first 2 years (approximately) of the pavement’s life.”

Lab and field testing are the only sure methods to know that a penetrating emulsion is produced properly, meets standards, and performs effectively. The specification testing table to the left shows the tests run in the lab to ensure RPE is meeting the highest standards. In addition to testing the emulsion in the lab, Asphalt Materials has measured permeability and texture depth in the field to verify RPE is penetrating pavement surfaces, maintaining texture, and reducing pavement permeability.

RPE is an emulsion designed to penetrate a bituminous asphalt surface to extend the pavement life without adversely affecting skid effects or surface texture.

Lab results for RPE were validated with data taken from actual projects. Two roads in Hendricks County, Indiana that received RPE treatments were tested for reduction in texture and permeability.
County Road 770S showed an 85.4% reduction in permeability but only a 12.1% reduction in texture. County Road 200E showed even better results, with a 95% reduction in permeability and only 3.9% texture loss. (See chart on right)
“Since 2016 sealing our cold joints with RPE has become standard operating procedure and we have sealed almost 100 miles of joints with great results. Over the last 4 years while observing and reviewing the results of RPE on our joints, I decided in 2020 to apply RPE to the full width of any resurfacing project. I see RPE as a cost-effective proactive way to extend the life of a road, keeping it in good condition.”

Field Results
Where RPE Is Used:
RPE is especially effective in increasing pavement life by reducing permeability:
1) Treating centerline joints
2) A full width pavement treatment
3) For rumble strips
• For 7% air voids, 100% of service life = 15 year service life
• For 10% air voids, 82% of service life = 12 year service life (3 yr reduction)
• For 11% air voids, 64% of service life = 9.6 yr service life (5 yr reduction)
“Creating and maintain an impervious asphalt surface is imperative to the longevity of any asphalt roadway. Since 2016 I have been using a Rapid Penetrating Emulsion (RPE) produced by Asphalt Materials to seal the cold joints on my asphalt overlay and resurfacing projects.
What I like best about RPE is that it penetrates the asphalt to fill any air voids that were left after a resurfacing project rather than sitting on top of the road like some other sealants. If the voids are filled with RPE that eliminates or drastically reduces the chances for water or other contaminates to fill these voids and cause damage to your roadway when they expand later, typically in the winter.”
