About this file

This document is a Question & Answer Solicitation Amendment 4 for the Washington State Lottery's RFQQ246 Print Services contract. The amendment addresses multiple vendor inquiries regarding the print services procurement, including questions about previous contract spend, pricing adjustments, vendor eligibility, print specifications, and contract parameters. Key details include the current print services spend of approximately $200K per year, confirmation that each job will be bid out individually, and that previous vendors are not automatically awarded contracts but must submit competitive bids.

The solicitation clarifies that contractors will receive a list of internal Lottery contacts, and while each job will be competitively bid, reprints within 6 months may be processed using the original contractor's pricing. The Lottery has vendor spend goals of 10% for Women-Owned Business Enterprises (WBE) and 10% for Small Business Enterprises (SBE), with preferences given to small and veteran-owned businesses. The procurement approach allows flexibility, with no "set" pricing and the ability to request bids from multiple contractors for each print job. Interested vendors must submit comprehensive bids covering all specified print materials, including Playcenter Inserts, Counter Cards, and Mini POS Kiosk Headers.

Question: Will the previous dies used be supplied to the awarded vendor, or will we need to purchase new ones? If so, what are the sizes?

Answer: We will not have the dies and the cut out can be different each job.

Question: Are vendors bidding on C2 all or nothing?

Answer: Yes.

Answer: Yes, contractors will receive a list of Lottery internal contacts/customers.

Question: Will all jobs be bid out, or if some fall under a specific dollar amount, will the buyer have a choice of who provides the service? If that is the case, what’s that amount that falls outside the contract?

Answer: Each job will be bid out; however, if there is a need for a reprint of a job within

6 months and the contractor can provide the same pricing a reorder may be conducted.
