ADMINISTRATIVE EVALUATION
Scored 300 Points To ensure a thorough evaluation of bidder’s skills and expertise, bidder is required to provide detailed and descriptive responses to the sections below. The information a bidder supplies will assist evaluators in assessing the bidder’s ability to effectively perform the work outlined in the Competitive Solicitation.
While responding, please keep the scope of work outlined in the Competitive Solicitation in mind. Bidder’s responses should be comprehensive and include relevant details about bidder’s company’s:
· Capabilities
· Stability
· Strength
· Experience
· Resources
BLIND SCORING
Lottery will conduct blind evaluations to minimize implicit bias. Bidders must not include company names, logos, employee names, customer names, or any other identifiable information in their responses to this exhibit.
Before forwarding submissions to evaluators, Lottery will review all submissions. If identifying information is found, Lottery will notify the bidder and allow two (2) business days to correct and resubmit the response. Bidders may only remove the identifying information and shall not alter any other content.
If the bidder fails to make the required revisions, Lottery will redact the identifying information and deduct 30 points from the total points available for this exhibit.
FORMATTING REQUIREMENTS
Bidder shall follow the format provided below when responding to each question. If an alternative format is used, the response must clearly identify the question being addressed. Failure to adhere to these requirements may result in the disqualification of bidder’s submission.
QUALIFICATIONS (75 POINTS)
1. Provide a summary of bidder’s organization, including its primary business location(s), branch offices, facilities, particularly those that will support services for this Competitive Solicitation. Highlight bidder’s organization’s core competencies, specialized services, and how they align with the needs outlined in the Competitive Solicitation. (25 POINTS)
RESPONSE:
2. Outline the average level of experience across bidder’s staff, with an overview of key personnel. Include the qualifications and experience of production managers, their years in the industry, and notable accomplishments. (25 POINTS)
3. Summarize bidder’s organization’s history in delivering services similar in scope to those outlined in this Competitive Solicitation. Provide examples of past performance, specific strengths, success metrics, and client feedback that demonstrate bidder’s ability to deliver high-quality outcomes for Lottery operations. (25 POINTS)
QUALITY ASSURANCE (90 POINTS)
4. Provide a description of bidder’s method of consistently managing and delivering successful high-quality projects. Include the entire process, prepress, bindery, and final shipment, and how bidder ensures color accuracy. (45 POINTS)
5. Describe bidder's procedure when a customer notifies bidder that a job is insufficient and/or not of acceptable quality. (45 POINTS)
CUSTOMER SERVICE (45 POINTS)
6. Describe how customer-focused bidder is when providing timely responses to orders. Include procedures for scheduling, tracking, and notifying customers of any delivery issues. Please include how and when in the process bidder communicates with the customer. (45 POINTS)
CAPABILITIES (75 POINTS)
7. Describe the features of bidder’s:
· Bindery; and
· Prepress capabilities.
Include whether these services are completed in-house or outsourced (25 POINTS).
8. Provide a list of bidder’s presses, both digital and offset capability, and describe the major features of each. (25 POINTS).
9. Describe bidder’s procedures and equipment used for proofing jobs (25 POINTS).
RISK MANAGEMENT (15 POINTS)
10. How does bidder propose to effectively monitor, mitigate, and manage risks such as, but not limit to, the following (include examples of previous issues and what was learned):
· Long-term power outage
· Equipment failure
· Staff shortages
· Other (please specify) Please indicate and include how and when bidder will contact customers should any of the above incidents occur (15 POINTS).
SAMPLES (PASS/FAIL)
Bidder shall provide samples necessary to showcase their company’s capabilities. As part of the portfolio of samples, bidder must include the following, and failure to do so may result in disqualification of their bid response:
· A piece to showcase the adhesive typically used;
· An item that has been die-cut;
· Translucent window adhesive sticker;
· A piece printed on recycled content as suggested by the United States Environmental Protection Agency (EPA);
· Foil stamped sample; and
· Brochure with complexity (bound pages, may have die cut pages and/or tabs).
Samples must not include the bidder's name. Each sample must be labeled only with its designated sample type as specified above.
