SCOPE OF WORK

REQUIREMENTS

To qualify, bidders must meet the following:

1. Production Location: Work must be produced within Washington State as per RCW 43.19.748.

2. Experience: Bidder will have successfully completed similar work continuously for at least the last three (3) years.

3. Licenses: All necessary state, federal, and/or local licenses and permits to perform the work required.

PROCESS

The Lottery intends to contract with up to five (5) successful bidders for printing services. Upon execution of these contracts the process for print jobs will be as follows:

· Bidding:

· Bid documents for each job will be sent to all contractors (i.e., successful bidders) via email.

· Bids, including shipping and die charges, must be submitted within two (2) business days of Lottery’s emailed bid request being sent.

· Selection is based on an "all or nothing" basis for the job.

· Print Job Details:

· Jobs may include up to 15+ pieces, shipped to various locations.

· Pieces must ship together with clear labeling and an itemized packing slip.

· Proofing and Production Timeline:

· Digital proofs are due from a contractor to Lottery within two (2) business days after Lottery places an order via email.

· Physical proofs are due from a contractor to Lottery, by mail, within three (3) business days of digital proof approval by Lottery.

· Shipping by a contractor is required within five (5) business days of physical proof approval by Lottery.

· Contractors must accommodate one no-charge change request from Lottery during the entire proofing stage.

· Proofs must either be printed on the specified paper stock or include a sample of the stock along with the proof.

· Artwork Specifications: High-resolution PDFs will be provided, and contractors shall support Windows/Mac Adobe Creative Suite and Acrobat.

· Quality Assurance: Bidders shall ensure color calibrations on printing equipment to prevent deviations from the approved PMS and/or CMYK color specifications.

Orders must conform to the proof approved by Lottery. If Lottery, in its sole discretion, determines an order is nonconforming or contains errors either in entirety or in part, Lottery may require a discounted price, or reprinting of part or the entire order.

RECYCLED CONTENT

The use of recycled content promotes sustainability, reduces pollution, conserves resources, and supports the local economy. Lottery provides preferences during the job bid process to those contractors offering products with recycled content that exceeds the Environmental Protection Agency’s (EPA) recommended levels. While bidding on individual print jobs, contractors will have the opportunity to identify paper stock that is made of recycled content and thereby receive a preference that may provide a competitive advantage.

COLOR REQUIREMENTS

Below is a list of the typical PMS colors used in Lottery logos. These are provided for reference and must be adhered to unless explicitly instructed otherwise in writing by Lottery:

DISTRIBUTION REQUIREMENTS

· Orders will commonly be drop-shipped to specified locations (see Exhibit F – Additional Information) but may extend beyond the listed destinations.

· Each box/package must include:

· Lottery purchase order number

· Job name

· Pieces and quantities inside

· Bulk packaging is acceptable with proper labeling.

INVOICING

· If corrections are needed, Lottery may delay payment of invoices until unsatisfactory performance or products are corrected.

· Contractors shall submit Invoices within 30 business days of the delivery of products.

KEY CONSIDERATIONS FOR BIDDERS/CONTRACTORS

Contractors shall:

· Ensure compliance with all requirements.

· Be prepared for tight deadlines on proofing and production.

· Adhere to specific labeling and packaging requirements.

· Maintain consistent communication with Lottery regarding delays or issues.

· Acknowledge that persistent issues may result in suspension from bidding until resolved.
