About this file

This document is a Question & Answer Solicitation Amendment 3 for Request for Qualifications and Quotations (RFQQ246) issued by the Washington State Lottery for Print Services. The amendment addresses several key clarification points from potential bidders, including requirements for sample prints, submission of physical samples, subcontractor participation, and business ownership preferences. Specifically, bidders are instructed to submit sample prints from work with other customers, not Washington Lottery-branded materials, and are requested to mail hard copies of die-cut samples to the lottery's Olympia, Washington address.

The amendment provides critical guidance on subcontractor participation, confirming that subcontractors must be registered on the Washington Electronic Business Solution (WEBS) and that woman-owned subcontractors do not contribute additional points to a bid. The document also clarifies that preference points are only awarded to prime bidders who identify as small businesses or veteran-owned businesses, not to subcontractors. Any additional questions about the solicitation should be directed to the Procurement Coordinator, Jenna Johnson, via the provided email address.
