About this file

This is Addendum 1 to RFP 27-10, issued by the Hawaii Tourism Authority (HTA), a state agency under the Department of Business, Economic Development & Tourism, in response to questions submitted by prospective offerors regarding the administration of Hawaii's visitor experience programs. The addendum clarifies requirements for information sessions that contractors must conduct statewide to support program administration. Specifically, the Hawaii Tourism Authority requires the selected contractor to coordinate and conduct a minimum of six in-person information sessions across designated island locations (Oahu, Kauai, Maui, Molokai, Hilo, and Kona) plus one statewide virtual informational session. Proposals for RFP 27-10 were due September 16, 2026, at 2:00 p.m. Hawaii Standard Time, with contract award anticipated for the week of September 21, 2026. The contract term runs from October 1, 2026, through March 31, 2028, covering administrative services for the 2027 program year across four visitor experience programs: Kukulu Ola, Community Enrichment, Signature Festivals & Events, and Sports Tournaments & Events.

The addendum addresses a key operational question regarding whether virtual sessions could substitute for the required in-person information sessions due to the compressed timeline between contract start and the 2027 application cycle. The Hawaii Tourism Authority firmly stated that virtual-only delivery will not be accepted as a substitute for the six mandated in-person sessions, as these sessions are essential to ensure equitable access to program information across island communities. However, HTA acknowledged that operational constraints arising after contract award may warrant reasonable adjustments to the number or locations of in-person sessions, provided such modifications receive mutual agreement and are formalized through contract amendment. For proposal submission purposes, offerors must base their cost proposals and project plans on the full scope of in-person session requirements as originally written in the RFP.

QUESTIONS AND ANSWERS

1. Section 2.2.1(1)(g) requires the Contractor to coordinate and conduct at least six (6) in-person information sessions across Oʻahu, Kauaʻi, Maui, Molokaʻi, Hilo, and Kona, and one (1) statewide virtual informational session. Given the compressed period between the anticipated contract start (October 1, 2026) and the application cycle needed to execute awardee contracts before the 2027 program year, would HTA accept delivery of the required information sessions in a virtual format, recorded and published for on-demand viewing throughout the application window, in lieu of some or all of the six in-person sessions? If in-person sessions remain mandatory, please confirm whether the number and island locations stated in Section 2.2.1(1)(g) may be adjusted by mutual agreement with HTA after contract award.

a. Mahalo for your question regarding the information session requirements outlined in

Section 2.2.1(1)(g) of RFP 27-10.

Section 2.2.1(1)(g) requires the Contractor to coordinate and conduct six (6) in-person information sessions across Oʻahu, Kauaʻi, Maui, Molokaʻi, Hilo, and Kona, along with one (1) statewide virtual informational session. These sessions are an important component of ensuring equitable access to program information across communities statewide.

At this time, HTA will not accept virtual-only delivery of the required in-person sessions in lieu of those six island-based sessions. Offerors should plan to meet the in-person requirement as stated in the RFP.

HTA recognizes that the contract start date and the upcoming program cycle create a compressed timeline. Should operational constraints arise after contract award, HTA may consider reasonable adjustments to the number or island locations of the in-person sessions. Any such modifications would require mutual agreement and must be formalized through a contract amendment. However, for proposal submission purposes, offerors must base their plans on the full scope as written.

HTA appreciates your diligence in reviewing and planning for the requirements of RFP 27-10 and looks forward to receiving your proposal.
