About this file
This is a Conflicts of Interest Disclosures and Attestations attachment document for the Hawaii Tourism Authority (HTA) related to RFP 27-10 for Administration of HTA's Visitor Experience Programs. The document establishes the conflicts of interest disclosure requirements and attestation procedures that proposing firms must complete as part of their response to the solicitation. Respondents are required to disclose any potential conflicts of interest related to their firm's involvement with HTA programs, including prior work, financial interests, or relationships with program stakeholders. The attestations confirm that the proposed team members and their organizations have no undisclosed conflicts that would impair their ability to perform the administrative support services for the four visitor experience programs: Kukulu Ola, Community Enrichment, Signature Festivals & Events, and Sports Tournaments & Events. All submissions must include completed conflict of interest disclosure forms signed by authorized representatives of the proposing firm.
The document specifies that proposing firms must attest to the accuracy and completeness of their disclosures and acknowledge their understanding of HTA's conflict of interest policies. Firms are required to disclose any material facts that could reasonably be perceived as creating conflicts, including financial relationships, family connections to HTA staff or program participants, and prior contractual relationships with HTA. Failure to disclose known conflicts or providing false attestations may result in proposal rejection or contract termination. The requirement ensures that selected firms can independently and impartially administer the visitor experience programs throughout calendar year 2027 in accordance with established program guidelines and HTA's governance standards.
