About this file
This Q&A document from the Virginia Information Technology Agency (VITA) addresses questions related to RFP 2024-08 for IT Research Subscription Services, dated February 21, 2025. The document appears to contain only one question and answer exchange regarding pricing models for the requested IT research subscription services.
The Q&A clarifies that VITA is not requiring pricing to be mapped to GSA Multiple Award Schedule (MAS) contracts, despite current contracts VA-180315-GARG and 180315-ITRG being based on GSA MAS pricing. VITA is specifically seeking a custom pricing model independent of GSA MAS contracts to avoid non-negotiated ceiling pricing and automatic annual price increases. The agency will limit supplier requests for price increases on existing IT Research Subscription Service Offerings to 24-month intervals, and suppliers are discouraged from tying their pricing to the GSA MAS model.
Note: There appears to be a discrepancy between the Q&A document and the related contract opportunity description, which describes HVAC system installations at Natural Tunnel State Park rather than IT Research Subscription Services.

# Question Answer
Price increases on GSA MAS typically happen annually, and you wanted this mapped to GSA. Is that permissible then?
For clarification, VITA does not have a requirement to map pricing to the General Services Administration (GSA) Multiple Award Schedule (MAS) contracts. Pricing under current contracts VA-180315-GARG and 180315-ITRG is based on GSA MAS contracts. However, VITA is seeking a custom pricing model that is not tied to GSA MAS contracts which currently permit initial non-negotiated pricing (i.e., GSA pricing is based on “maximum” or “ceiling” pricing) and automatic, unilateral annual price increases.
In addition, VITA intends to contractually limit Supplier requests for price increases for existing IT Research Subscription Service Offerings to 24-month increments. (See “Information Technology Research Subscription Service Contract,” Section 10, “FEES, ORDERING, AND PAYMENT PROCEDURE,” subsection B, “Price Increases and Changes to IT Research Subscription Service Offerings,” posted with this RFP.)
For all these reasons, Suppliers are discouraged from tying pricing to the GSA MAS pricing model.
