About this file
This is a Question and Answer Log dated February 21, 2025, for RFP 2024-08 IT Research Subscription Services issued by the Virginia Information Technologies Agency (VITA). The file addresses a single question regarding IT Research Subscription Services pricing models.
The Q&A clarifies that VITA is moving away from GSA Multiple Award Schedule (MAS) contract pricing, which was previously used in contracts VA-180315-GARG and 180315-ITRG. VITA is now seeking a custom pricing model that avoids GSA MAS contracts' non-negotiated "maximum" or "ceiling" pricing and automatic annual price increases. Under the new contract, supplier requests for price increases on existing IT Research Subscription Service Offerings will be limited to 24-month increments, and suppliers are explicitly discouraged from tying their pricing to the GSA MAS pricing model.

# Question Answer
Price increases on GSA MAS typically happen annually, and you wanted this mapped to GSA. Is that permissible then?
For clarification, VITA does not have a requirement to map pricing to the General Services Administration (GSA) Multiple Award Schedule (MAS) contracts. Pricing under current contracts VA-180315-GARG and 180315-ITRG is based on GSA MAS contracts. However, VITA is seeking a custom pricing model that is not tied to GSA MAS contracts which currently permit initial non-negotiated pricing (i.e., GSA pricing is based on “maximum” or “ceiling” pricing) and automatic, unilateral annual price increases.
In addition, VITA intends to contractually limit Supplier requests for price increases for existing IT Research Subscription Service Offerings to 24-month increments. (See “Information Technology Research Subscription Service Contract,” Section 10, “FEES, ORDERING, AND PAYMENT PROCEDURE,” subsection B, “Price Increases and Changes to IT Research Subscription Service Offerings,” posted with this RFP.)
For all these reasons, Suppliers are discouraged from tying pricing to the GSA MAS pricing model.
