Instructions RFP 2024-08 for IT Research Subscription Services

EXHIBIT A REQUIREMENTS

Instructions

This Excel workbook has multiple tabs that set forth requirements to which Supplier is required to provide a response indicating its capability to fulfill each specific requirement. Supplier’s response will be reviewed in accordance with the stated requirements within each section in order to determine the best solution for the Commonwealth.
For each requirement, Supplier is asked to enter in the space provided in Column C a response (Meets, Does Not Meet) that best corresponds to its intended response for the requirement listed. In cases where VITA has pre-filled Column C for certain requirements with "N/A," Supplier must provide sufficient information in its response in Column D to allow VITA to properly evaluate its proposal.
The acceptable responses are as follows:
"Meets" = Supplier can fully meet the requirement as documented with its current application or proposed solution. Supplier shall provide an explanation in Column D of how it will fulfill the requirement. This may include use of alliances with other suppliers. Supplier's detailed response should NOT be an affirmative reiteration of the requirement, but should explain how the requirement will be met.
"Does Not Meet" - Supplier cannot meet the requirement as written. Supplier should provide an explanation of why it cannot be met OR whether it has an alternative approach (with description).
Any Supplier response to the specific requirements in Exhibit A that is "Does Not Meet" may be subject to further clarification and/or negotiation prior to award, at VITA’s sole discretion. VITA reserves the right to negotiate and finalize requirements at its sole discretion prior to contract award.
Supplier should review all responses for completeness before submitting its proposal. Ensure that all applicable sections of the questionnaire are answered, as incomplete answers may impact the evaluation of your proposal. A blank response in Column C will be interpreted as a "Does Not Meet" response.
Supplier must respond to all tabs in this workbook. Do not reformat or revise the tabs as this may cause Supplier to be removed from being considered for award of this contract.

1BIn compliance with 2024 Executive Order 30, regarding the Implementation of Standards for the Safe Use of Artificial Intelligence Across the Commonwealth (EO 30), Supplier shall indicate and describe in detail whether any aspect of the proposed Solution and/or Service contain Artificial Intelligence (AI), as defined in EO 30, the Utilization of Artificial Intelligence by COV Policy Standard and VITA's Artificial Intelligence Standards.

Supplier shall document all versions of software that their services consume or provide. This includes all software that the service providers will be using to host, develop, support, test, and deploy their IT solutions (operating systems, languages, databases, editors, etc.).

Supplier shall produce and maintain defined and VITA-approved baselines for all supported technologies for all IT solution and technologies provided or managed by Supplier.

Note: Examples of baselines are Center for Internet Security (CIS) and Department of Defense (DoD) Security Technical Implementation Guides (STIGs).

1EDescribe whether the solution incorporates security and privacy recommendations and best practices from the National Institute Standards and Technology (“NIST”).
2ESupplier's solution shall have the ability to produce custom financial information and reporting as required to ensure proper accounting and financial management by VITA and Authorized Users, in compliance with the pronouncements of the Governmental Accounting Standards Board (GASB), with particular emphasis on Statements No. 87 "Leases" and No. 96 "Subscription-Based Information Technology Arrangements." 1ASupplier shall assign a dedicated primary Account Manager(s), who shall be designated as Key Personnel, who will be employed by the Supplier and directly associated with the Contract account to satisfactorily meet the needs of the account.
2ASupplier shall assign a secondary Account Manager(s) to serve as the designated back up(s) to the primary customer Account Manager to ensure continuity of service at all times.
3ASupplier shall task primary and secondary Account Managers with the following duties and responsibilities:N/A

4ASupplier's Account Manager(s) and back-up(s) shall maintain current knowledge of the Contract, including its Exhibits, at all times.
5AThe Supplier shall define and provide to VITA within two weeks of award and keep-up-to date throughout the contract period, a change management process for the Account Manager role and support staff to ensure knowledge sharing and consistency in operations for changing roles.
6AThe Account Manager shall be consistently available via a dedicated Contract phone number and email address between 8:00AM and 5:00PM, Eastern Time, Monday through Friday.
7AThe Account Manager shall be consistently available to assess performance and address administrative and operational matters.
8AThe Account Manager shall have the ability to act upon any and all requests to resolve matters of reported non-performance.
9ADuring the course of the contract, the Supplier shall provide thirty (30) days notice of any proposed changes to Account Manager, the staffing plan, key personnel or account management processes.
Section BStaffing Requirements for Contract AdministrationMeets/Does Not MeetAdditional Detail
1BSupplier shall define and provide to VITA, within two weeks of award and keep-up-to date throughout the contract period, a staffing plan which describes the Supplier’s proposed staff distribution to accomplish all Contract responsibilities.
2BSupplier shall identify all Key Personnel assigned to the Contract and specify the percentage of their time that will be dedicated to performance of their assigned Contract responsibilities.
3BSupplier shall provide and keep current contact information including email addresses, mailing addresses, and phone numbers of all Key Personnel, including primary and secondary Account Managers, primary and secondary Points of Contact for Monthly Sales Reports (MSRs) and the Industrial Funding Adjustment (IFA) Fee, Supplier staff assigned Contract responsibilities, and any other resources identified as escalation points of the provided processes. Notification shall include the replacement’s name, email address, mailing address, and phone number and be prior to the actual date of the change taking effect.
4BSupplier staff having Contract responsibilities, to include ordering, invoicing, reporting submissions (i.e., tracking, spend, realized sales, SWaM, etc,) and Industrial Funding Adjustment (IFA) payment, shall be available to VITA between 8:00AM and 5:00PM, Eastern Time, Monday through Friday.
Section CAccount Management and Contract Responsibilities Training RequirementsMeets/Does Not MeetAdditional Detail
1CThe assigned Account Manager, each back-up and each replacement thereafter, shall attend VITA-designated training regarding account and Contract responsibilities, IFA reporting and payment, terms/offerings, SLAs, etc. in advance of taking on the role.
2CIn addition to training required per Requirement 1C, Supplier shall attend and complete training designed to improve Supplier’s compliance, account management, and/or performance at VITA's request.
3CThe Supplier shall provide to VITA, within two weeks of contract award and keep up to date during the Contract period, a training plan and training to assure that all customer-facing Supplier staff receive and maintain current knowledge of the Contract, including its Exhibits, at all times.
Section DBusiness Reviews RequirementsMeets/Does Not MeetAdditional Detail
1DAt VITA's request, and at least semi-annually, Supplier’s Account Manager, and staff, as needed, shall attend all scheduled Business Reviews (BR).
2DAt the Business Review, Supplier shall present data on performance (including, but not limited to, customer satisfaction surveys), progress towards contract objectives, areas of improvement, and ways Supplier can enhance value to the Commonwealth and other Authorized Users.
3DSupplier shall propose any additional Contract account administration services that can add value to an awarded contract.
Section EQuotes and Invoicing RequirementsMeets/Does Not MeetAdditional Detail
1ESupplier's customer service staff responsible for providing quotes, etc. shall be consistently available to Authorized Users via a dedicated Contract phone number and email address between 8:00AM and 5:00PM, Eastern Time, Monday through Friday.

3ESupplier's pricing on quotes shall accurately and transparently reflect contract pricing in accordance with Exhibit B Pricing.

1FSupplier shall maintain its registration in eVA, the Commonwealth’s comprehensive electronic procurement system, and comply with eVA’s terms and conditions during the term of the contract.
2FWithin two (2) weeks of contract execution, Supplier shall (i) create a complete and accurate item-by-item, line-by-line punch-out catalogue or (ii) upload a complete and accurate line-item load in eVA for its IT Research Subscription Service offerings. 3FThroughout the term of the contract, Supplier shall (i) maintain a complete and accurate item-by-item, line-by-line punch-out catalogue or (ii) maintain a complete and accurate line-item load in eVA for its IT Research Subscription Service offerings.

1GSupplier shall provide VITA a copy of a Participating Addendum within five (5) business days of execution for public bodies outside of the Commonwealth of Virginia.

4The Services shall include market analysis, technology assessments, case studies, strategic planning, and implementation guidance to help the Commonwealth and other Authorized Users optimize their IT infrastructure, systems, and operations; metrics and analysis of a given technology’s market; and information regarding the acquisition, implementation, and usage of a given technology by government and industry in general.
5The Services shall include IT-related online repositories of market research, research reports, and subject matter insight and analysis related to, but not limited to, the IT Research Topics listed in Attachment #1 to this Exhibit A.
6Supplier’s online repositories shall include both high level and in-depth levels of research and information which provide insights to the Commonwealth and other Authorized Users in a variety of IT areas, such as strategic guidance, options, solutions, and approaches.
7The research and information shall provide a wide spectrum of data which enables the Commonwealth and other Authorized Users to gain insight into how markets and technologies are changing, how users buy and deploy IT services, market trends, and statistics.
8The research and information shall include relevant strategic guidance, such as objective advice on emerging opportunities, behaviors, industry trends, and threats in the IT environment.
9The Services shall include the following types of research and information:N/A
9ADisaster Recovery Planning - Risk assessment, planning, execution, testing, tools management, and business alignment.
9BIT and Business Decision Tools - Information on purchasing technologies, cost management, and related costing and pricing information.
9CIT Benchmarking - Evaluate, compare, and improve IT performance.
9DIT Business Information (Databases) - Topics include IT hardware, software, operating systems, and services.
9EIT Business Programs Research - Specific challenges and best practices, as well as trends, issues, and strategic planning.
9FIT Marketing Strategies - Competitive assessments, market research, reviews, and customer satisfaction surveys, etc.
9GIT Performance Measures and Metrics - IT re-engineering, service management, assessment, and performance management in operational and service delivery initiatives.
9HIT Program Management - Provide the know-how, objectivity, and foresight to deliver the desired business results on time and on budget.
9IIT Related Consumer Technology and Trends - Consumer surveys conducted with households and individuals as well as surveys from business and IT executives in the public and private sectors.
9JIT Research - In-depth and high-level research of IT management and technology investment issues, as well as developments in technology products and services.
9KIT Risk Management - Assess, measure, reduce, and manage risk for IT initiatives.
9LIT Security - Provide best practices for managing network security.

10CJournals, studies, articles, blogs, and newsletters pertaining to IT research and analysis
10DWebinars, roundtables, and other online or in person events organized by Supplier pertaining to IT such as conferences, networking events, briefings facilitated by Supplier’s analysts, peer-to-peer services (e.g., Chief Information Officers, Chief Information Security Officers, Chief Customer Experience Officers, etc.)
10EAlternate sources of research and information such as audiotapes, CD-Roms, videos, etc.
11Within thirty (30) days of contract commencement, Supplier shall provide one (1) no-cost single seat license to VITA for the sole purpose of enabling the Supply Chain Management Division to conduct quality assurance and training during the contract term as may be reasonably required.
12VITA’s no-cost license shall include a private profile, ability to receive notifications for new postings, unlimited access to Supplier’s website and data, ability to observe, monitor, read, print, download research and information, and participate in webinars, podcasts, conferences, customer roundtables, networking events, and all other services and products included in Supplier’s IT Research Subscription Services.
13When Supplier markets its IT Research Subscription Services to public bodies in the Commonwealth at sales calls, trade shows, conferences, etc., Supplier shall reference VITA’s contract number in all verbal, written, printed, and electronic marketing materials.
14Supplier shall market its IT Research Subscription Services to small- and medium-sized government organizations as well as large government organizations including executive, legislative, and judicial branch agencies, independent agencies and authorities, localities, K-12, and institutions of higher education in the Commonwealth, other states, and the District of Columbia.
15Upon VITA’s request, Supplier shall provide reports and information about its marketing efforts for the VITA Statewide Contact to potential users within five (5) business days.
16Supplier shall describe its internal governance polices related to maintaining the confidentiality of Authorized User information which may be gathered, obtained, or shared, during the provision of IT Research Subscription Services.N/A
17At Supplier's expense, Supplier should attend public procurement or IT-related conferences held in the Commonwealth of Virginia to promote this contract.

7Supplier shall provide a complete response for IT research and information from Authorized Users within three (3) business days of the request, or request additional time to provide a complete response.
8At no charge, Supplier shall permit named Authorized Users (or their designees) to re-assign any level of IT Research Subscription Service to a different named Authorized User within the same or similar role at the same organization. (e.g., CIO X leaves an agency and CIO Y replaces her during the term of the subscription.)
9Supplier shall include easy-to-administer online access to a secure web portal that allows maximum access by Authorized Users to IT research and information.
10Supplier shall offer online portal access through secure server authentication.
11Except for scheduled maintenance and Excusable Downtime, Supplier shall provide Authorized Users secure, unlimited online access to IT research and information through a secure web portal not less than 365 days a year, 7 days a week, and 24 hours a day.
12Supplier's web portal shall be accessible through the Commonwealth’s standard web browsers (e.g., Firefox, Microsoft Edge, Google Chrome, etc.) without any requirement for client-side installations.
13Supplier's web portal shall include search aids and/or a search function for identifying IT research documents.
14Supplier's web portal shall permit Authorized Users to search, view, download, save, and print IT research and information, and to share that research and information electronically or in print.
15Supplier's web portal shall permit Authorized Users to save and/or view past activity of their IT Research Subscription.
16Upon request by an Authorized User, Supplier shall provide training on using the web portal to access IT research and information, including features and functionalities.
17Supplier shall include two (2) samples of training materials that would be provided to Authorized Users to support the above response (i.e., presentations, guides, FAQ's, How-to Tip Sheets, etc.) with your response to this RFP.
18Supplier's web portal shall collect, track, and provide usage data (e.g., usage and access reports) for Authorized Users.
19Supplier shall include two (2) samples of usage and access reports that demonstrate Supplier’s current ability to collect, track, and provide usage data on the web portal with your response to this RFP.
