The contract includes a three-month transition period during which the selected offeror will assume full operational responsibility from the incumbent vendor, with detailed orientation, knowledge acquisition, and smooth service transfer required.
The selected offeror must demonstrate substantial experience hosting and maintaining learning management systems for public sector clients, maintain minimum staffing levels including a Project Manager, three Database Administrators, and an Accessibility Expert, and provide comprehensive technical support with response time requirements of 90% within eight minutes during core business hours (Monday-Friday, 7:00 AM-5:00 PM EST). The contract requires compliance with strict performance standards including system downtime notification within two hours, service degradation correction within six consecutive hours, and monthly status reporting. Additional requirements include criminal background clearances for all staff, HIPAA compliance with Business Associate Addendum execution, Civil Rights Act compliance for limited English proficiency services, SOC2 Type II or ISO 27001 certification for hosting security, and a comprehensive emergency preparedness and continuity of operations plan.
