About this file
This Addendum #02 document, issued May 7, 2026, by the Iowa Department of Administrative Services (DAS) for the DOC 4JD CBC New Central Office Building project in Council Bluffs, Iowa, provides clarifications, specification changes, and product approvals for the construction bid packages. The project involves construction of a new two-story office building comprising approximately 14,136 square feet with forty offices, breakrooms, restrooms, conference rooms, and mechanical spaces. The solicitation uses a multiple prime contractor delivery method across six separate bid packages rather than a combined bid. The addendum addresses pre-bid questions regarding waterproofing requirements (confirming waterproofing applies only to the elevator pit without perimeter waterproofing and that drainage board without actual drainage is not acceptable), audio-visual system specifications (clarifying that displays in certain offices will be furnished by the Owner, all cabling for AV devices will be provided by the AV contractor, and approving specific equipment alternates including GSM4230UP switches, Sennheiser Speechline Wireless systems, and Philips commercial displays), and furniture placement decisions to be confirmed in a subsequent addendum. The document includes revised Section 08 4113 specifications for aluminum-framed entrances and storefronts, with the exterior storefront system changed from EFCO Systems to EFCO System 403 featuring a 2-inch by 4½-inch framing profile. The addendum also incorporates seven revised architectural drawings (A200, A300, A420, A421, A500, A511, A800) addressing exterior elevation details, building sections, stair configurations, plan details, and floor finish specifications.
The addendum confirms that the EFCO System 403 storefront meets thermal performance requirements with a maximum U-Factor of 0.80 BTU/h•ft²•°F in accordance with ASTM C1363, and approves alternative manufacturers including Kawneer North America, Oldcastle Building Envelope, Pittco Architectural Metals, Tubelite, United States Aluminum, Wausau, and YKK America. The roofing material has been specified as TPO membrane eligible for a 30-year warranty, and door hardware is specified as Record-USA automatic door operators. The document includes material legends indicating the building exterior composition of utility face brick (10 percent), fiber cement lap siding (25-28 percent across elevations), fiber cement panel board (27-49 percent), and aluminum storefront framing (SF-1). Additional notes indicate that material percentages are to be verified by the contractor, and an alternate allows substitution of LP-1 for LP-2 materials. The pre-bid sign-in sheets and contact information for the architect (SVPA Architects Inc., Ron Paskach), construction manager (Samuels Group, Jerry Dehnke), and engineering consultants are provided, with all bidders required to acknowledge receipt of the addendum to avoid disqualification.

QUESTIONS AND CLARIFICATIONS
1. Question – I only see it called out on A511 for the elevator pit. Is that the only location they desire waterproofing? No perimeter? 2. Spec calls for waterproofing membrane, protection board and has drainage panel annotated. The plan detail above shows just membrane and protection board. Can we bid with drainage board as protection course? That is a typical installation on elevator pits for us and is actually more cost effective.
Iowa DAS – DOC 4JD CBC Central Office 00 9000 - 2
A. Answer – There is no perimeter waterproofing. No, drainage board without actual drainage will hold water against the elevator pit and stress our water proofing into failure from prolonged exposure.
2. Question – Offices 114, 214, and 228 show AV1 display backbox locations, but no display is shown/spec. Should we provide displays with local HDMI in these locations?
A. Answer – Displays in those locations will be furnished by Owner
3. Question - Is all cabling for AV Devices (ceiling mics, wall/floor plates) provided by Div27 LV contractor or AV contractor?
A. Answer – All cabling for AV devices to be provided by AV contractor
4. Question - Page T700-1 includes locations such as “Podium” and “Credenza”. These are not shown on the floor/furniture plan. Where will these furniture items be located?
A. Answer – To be addressed in Addendum 3, coordinating with Owner for confirmation on if furniture is being provided
5. Question - Page T700-1 shows “CUSTOM FLOOR BOX PANEL WITHIN TYPE FB1” but there is no
FB1 shown in the training room. Where is the FB1 floor box located?
A. Answer – To be addressed in Addendum 3, coordinating with Owner if floor box to be added based on furniture decisions (otherwise will be located at AV4 wall plate)
6. Question - . Page T700-1 request alternate GSM4230UP for POE++ capabilities since the system has QSC NV endpoints A. Answer – This is acceptable and has been updated on the drawings
7. Question - Page T700-1 request alternate Sennheiser Speechline Wireless with TeamConnect ceiling microphones A. Answer – This is acceptable (included in product approvals section below)
8. Question - Request alternate/flip to Philips commercial displays A. Answer – This is acceptable (included in product approvals section below)
9. Question - Is VSH the desired rating and so is 5/8" DensDeck Storm X intended to be used as a coverboard?
A. Answer – Yes, the high density coverboard will be changed to 5/8” DensDeck in Addendum 3.
PRODUCT APPROVALS
Preliminary approvals of products are indicative of the general acceptability of the product based on the quality, manufacturer’s and representative’s integrity, availability of service and similar general considerations.
