About this file
This file comprises bidding documents and project manuals for a new central office building construction project being procured by the Iowa Department of Administrative Services for the Iowa Department of Corrections. The project involves the construction of a two-story office building located at 818 S. 10th Street, Council Bluffs, Iowa, encompassing approximately 14,136 square feet with forty offices, breakrooms, restrooms, conference rooms, mechanical space, and lobby areas. The work is divided into six distinct bid packages: General Construction, Roofing, Conveying Systems (Hydraulic Elevator), Fire Suppression, HVAC-Plumbing, and Electrical-Communications-Electronic Safety/Security, with one alternate bid option for Fiber Cement Lap Siding. An optional pre-bid meeting is scheduled for Tuesday, May 5, 2026, at 10:00 a.m. at the Department of Corrections Adult Parole & Probation Office in Council Bluffs. Sealed bids must be submitted electronically through the State's IMPACS Electronic Procurement System no later than 2:00 p.m. on Thursday, May 21, 2026, with bid opening at 3:00 p.m. via Google Meet. Construction is anticipated to commence June 15, 2026, and conclude June 18, 2027.
Bid security equal to five percent of the total bid amount is required in the form of a bid bond, cashier's check, or certified check, and bidders must commit to their bids for thirty calendar days after submission. All bidders must be registered with the Iowa Labor Commissioner as contractors and must comply with affirmative action and equal employment opportunity provisions. Bidders must identify themselves as either Resident Bidders (authorized to conduct business in Iowa for at least three years prior to advertisement) or Nonresident Bidders, with preference considerations available for resident bidders. Product substitution requests are due by 2:00 p.m. on Monday, May 11, 2026, and all subcontractors and suppliers must be identified within forty-eight hours of the bid submission deadline. The project is exempt from Iowa Sales Tax and is not subject to Davis Bacon Wages, though all construction must conform to the Iowa State Building Code and applicable International Building and Fire Codes. Full-size drawings and detailed project manuals, prepared by SVPA Architects, are available from Beeline & Blue beginning April 27, 2026, through www.beelineandblue.com or (515) 244-1611. Personnel accessing the Iowa Department of Corrections facility are subject to background check requirements.
