About this file
This document is a Questions and Answers and Addendum No. 1 for the Florida Department of Management Services' Management Consulting Services Request for Proposals (RFP No. 25-80101500-RFP-V2). The RFP seeks to establish a new State Term Contract for Management Consulting Services, replacing the existing contract, with the intent to make multiple statewide awards across nine service categories: Organizational Strategy Development, Project Management Consulting, Program Research and Planning, Executive Leadership Development, Policy and Regulation Consulting, Process Improvement, Litigation Consulting, Systems Alignment, and Comprehensive Grants Management for Federal Disaster and Emergency Assistance Programs. Proposals will be evaluated on a 100-point system, with 90 points for the Technical Proposal (45 points for Experience and 45 points for Proposed Solution) and 10 points for the Cost Proposal. The contract term is initially three years with potential renewal for up to another three years.
The addendum clarifies key aspects of the procurement, including that respondents are not required to bid on all service categories and will be evaluated independently for each category. The previous contract had an annual spend of approximately $132 million in Fiscal Year 2023-2024, though future spending is not guaranteed. Pricing will be based on maximum hourly rates by job title, with potential for negotiated lower rates or project-based pricing for complex requirements. The Department reserves the right to award to one or multiple respondents statewide or by region, or to make no award at all. There are no specific set-aside designations for small businesses, minority-owned firms, or veteran-owned businesses. Contractors must be registered in the MyFloridaMarketPlace Vendor Information Portal and comply with various state requirements, including using E-Verify for new employees and maintaining a drug-free workplace.
