About this file
This document is a Revised Attachment D for Technical Proposal Instructions and Evaluation Criteria for the Florida Department of Management Services' Management Consulting Services Request for Proposal (RFP No. 25-80101500-RFP-V2). The RFP seeks to establish a State Term Contract for Management Consulting Services across nine service categories, including Organizational Strategy Development, Project Management Consulting, Program Research and Planning, Executive Leadership Development, Policy and Regulation Consulting, Process Improvement, Litigation Consulting, Systems Alignment, and Comprehensive Grants Management for Federal Disaster and Emergency Assistance Programs. Respondents must submit technical proposals for each service category they intend to provide, with strict formatting requirements including a maximum of 8,000 characters for experience descriptions and 13,000 characters for proposed solutions.
The evaluation criteria are structured with 90 total technical proposal points (45 points for Experience and 45 points for Proposed Solution), with points awarded based on the respondent's demonstrated ability to provide services statewide and offer diverse knowledge and skillsets. Respondents will be scored on a scale from 0 to 45 points for each section, with evaluators assessing the quality, depth, and relevance of the proposed experience and solution. The document emphasizes the need for respondents to demonstrate comprehensive capabilities, including the number of years of experience, staffing levels, relevant certifications, and a general approach to service delivery across the specified service categories.
