About this file

This document is the Revised Attachment D for Technical Proposal Instructions and Evaluation Criteria for the Florida Department of Management Services' Management Consulting Services Request for Proposal (RFP No. 25-80101500-RFP-V2). The RFP seeks to establish a new State Term Contract for Management Consulting Services across nine service categories, including Organizational Strategy Development, Project Management Consulting, Program Research and Planning, and others. Respondents must submit technical proposals for each service category they intend to provide, with strict guidelines including a maximum of 8,000 characters for describing experience and 13,000 characters for proposed solutions. The technical proposals will be evaluated on two key components: Experience (45 points) and Proposed Solution (45 points), totaling 90 possible technical proposal points.

The evaluation criteria focus on assessing respondents' ability to provide statewide services with diverse knowledge and skillsets. Proposals will be scored on a point system that ranges from 0 to 45 points for both experience and proposed solution sections, with evaluators looking for depth, quality, and relevance of experience and the ability to comprehensively deliver services. Respondents must demonstrate their capacity to provide services across the state, including describing staffing levels, organizational structure, relevant certifications, and a general approach to service delivery. The document emphasizes that no additional materials beyond the specified character-limited prompts will be considered, and respondents must submit separate PDF documents for each service category they wish to propose.
