About this file
Attachment D is a technical proposal instructions and evaluation criteria document from the Florida Department of Management Services for the Management Consulting Services Request for Proposal (RFP No. 25-80101500-RFP-V2). The RFP seeks to establish a State Term Contract for Management Consulting Services across nine service categories, including Organizational Strategy Development, Project Management Consulting, Program Research and Planning, Executive Leadership Development, Policy and Regulation Consulting, Process Improvement, Litigation Consulting, Systems Alignment, and Comprehensive Grants Management for Federal Disaster and Emergency Assistance Programs. Respondents must submit separate PDF technical proposals for each service category they intend to provide, with proposals evaluated on a 90-point technical scale (45 points for Experience and 45 points for Proposed Solution).
The evaluation criteria emphasize demonstrating quality, depth, and relevance of experience in providing management consulting services, particularly for governmental entities. Respondents will be scored on their ability to provide services statewide and offer diverse knowledge and skillsets, with point ranges from 0-45 for both the Experience and Proposed Solution sections. While specific pricing is not detailed in this attachment, the broader RFP indicates that pricing will be based on maximum hourly rates by job title, with potential for negotiated lower rates or project-based pricing. The Department reserves the right to make multiple statewide awards or no awards at all, depending on what is determined to be in the best interest of the State of Florida.
