About this file

This file is a Quarterly Maintenance Checklist for the La Vista Landscape Lighting District (LLD) 14, administered by the City of Hayward, California. The checklist outlines comprehensive landscape and irrigation maintenance requirements to be performed quarterly in March, June, September, and December across multiple service areas including Tennyson Road, Mountain View Drive, and Alguire Parkway. The maintenance scope encompasses 91 streetlights, 352 trees, 3 water meters, 2 PG&E meters, 3 irrigation controllers, and 23 bioretention areas. Key maintenance tasks include trash and debris removal, shrub trimming, sign visibility maintenance, inspection and removal of dead trees and branches, turf mowing and edging, weed and pest removal, tree clearance maintenance (6'6" for pathways and 13' for roadways), irrigation system review and testing, mulch application documentation, walkway cleaning, fencing and masonry inspection, fertilizer application (March and September), pesticide reporting, and contractor notes on program modifications and landscape problems. The mandatory pre-proposal meeting is scheduled for May 28, 2025, at 10:00 am, with a question deadline of June 5, 2025, and proposal submission deadline of June 19, 2025, at 3:00 pm. The tentative selection date is June 26, 2025.

Qualified contractors must hold a California C-27 contractor's license, a chemical Applicator's License, and have at least one Certified Arborist or Certified Tree Worker on staff, with Bay-Friendly Maintenance Professional certification required. The evaluation will be points-based across seven equally weighted criteria (10 points each), assessing proposal quality, experience, timeline, work capacity, cost, references, and other considerations. Contractors must provide proof of various insurance types, a valid City of Hayward business license, and comply with non-discrimination policies and non-collusion affidavits. Electronic bid submissions are required through the OpenGov Procurement portal. The pricing proposal includes a base bid for monthly services and additional work categories with unit costs for irrigation, spray, general labor, and tree work. Monthly maintenance checklists must be emailed to MSDLandscape@hayward-ca.gov, and graffiti reports and monthly pesticide reports are also required submissions to this email address.
