About this file
This is a routine maintenance activities document for bioretention areas in La Vista Landscape Lighting District 14, prepared by the City of Hayward, California. The City of Hayward is soliciting a qualified contractor through RFQ #25-045 to perform comprehensive landscape and irrigation maintenance and repair services across multiple locations including Tennyson Road, Mountain View Drive, and Alguire Parkway. The scope encompasses maintenance of 91 streetlights, 352 trees, 3 water meters, 2 PG&E meters, 3 irrigation controllers, and 23 bioretention areas. Maintenance activities for bioretention areas include weekly removal of weeds, trash, and debris from curb cuts and bioretention areas; monthly inspections to verify drainage within five days of rainfall, assessment of erosion, and replacement of diseased vegetation; twice-yearly vegetation maintenance and irrigation system checks; pre-season mulch depth verification (3 inches); and annual cleaning in October before City inspection in November. A mandatory pre-proposal meeting is scheduled for May 28, 2025, at 10:00 am, with a question deadline of June 5, 2025, and proposal submissions due June 19, 2025, at 3:00 pm. The tentative selection date is June 26, 2025.
Contractors must hold a California C-27 contractor's license, a chemical applicator's license, and employ at least one Certified Arborist or Certified Tree Worker, and must be Bay-Friendly Maintenance Professionals. The evaluation will be points-based across seven equally weighted criteria (10 points each), assessing proposal quality, experience, timeline, work capacity, cost, references, and other factors. Bidders must submit electronic proposals through the OpenGov Procurement portal and provide proof of various insurance types and a valid City of Hayward business license. The pricing proposal includes a base bid for monthly services and additional work categories with unit costs required for irrigation, spray, general labor, and tree work labor types. While specific contract value is not explicitly stated, the comprehensive maintenance requirements suggest a substantial municipal contract. Contractors must comply with non-discrimination policies, non-collusion affidavits, and other municipal requirements, including strict maintenance specifications with weekly inspections, minor and major repairs, and system optimization.
