1 INTRODUCTION

This Performance Work Statement (PWS) describes the Federal Aviation Administration (FAA) Civil Aerospace Medical Institute (CAMI) requirements for the Contractor to assist the FAA Air Traffic Organization (ATO) Management Services (AJG) Service Unit Employee Development (L3) Group. AJG provides business management and infrastructure support to the ATO that enables ATO to focus on its core missions. This requirement is anticipated to support a Fixed Priced Indefinite Delivery Indefinite Qty (IDIQ) Contract for five (5) years (12-month base with four (4) one (1-year) renewable options with no minimum orders per year following the base year.

2 BACKGROUND

The FAA CAMI is the medical certification, education, research, and occupational medicine wing of the Office of Aerospace Medicine (AAM) under the auspices of the FAA’s Office of Aviation Safety (AVS). The mission of the Aerospace Human Factors Research Division is to promote civil aerospace safety through excellence in aerospace human factors (HF) research.

The Division conducts research that focuses on improving human performance, efficiency, and safety.

The FAA ATO maintains a variety of online career-oriented tools aimed at helping ATO employees develop and advance in their careers. Management Services (AJG-L3) currently maintains the ATO Career Planning Tool (CPT) aimed at helping FAA employees explore career opportunities within ATO and plan their careers. The contractor will assist ATO’s Employee Development Group (EDG) with the development of an efficient and cost effective job analysis methodology to support the development of new position profiles and career path linkages in the

CPT.

The CPT is a web-based system purchased by the requiring organization and “must” be used by the Contractor that includes the Career Path Builder, detailed Career Planning Maps and position profiles (https://myatocareer.faa.gov/ATOCPT2/#/). Each position profile includes details such as tasks performed, knowledge and skills required for success, recommended developmental experiences, training courses, networking opportunities, and examples of effective behaviors linked to the eight Strategic Leadership Capabilities. Employees may learn about each position, identify the positions of interest, and create customized career paths and plans. The CPT also provides the capabilities for employees to self-assess the competencies required for each position of interest and request ratings from their managers and others. The linkages in the Career Path Builder must be updated utilizing the new information collected from the surveys and job analysis to allow use within the CPT.

2.1 SCOPE OF WORK

The scope of work includes technical and management support for tasks identified in this PWS.

The Contractor must:

https://myatocareer.faa.gov/ATOCPT2/#/

c. Explore, scope, and design a method for reviewing and verifying the accuracy/currency of existing position documentation and career paths.

d. Develop and provide written processes and job analysis materials for documenting new positions.

h. Update existing CPT database with identified changes.

i. Add new positions and career path linkages to the database.

j. Revise the career maps for up to eight Service Units to reflect new and updated existing positions and career path linkages. The maps must be comparable in style and layout to the existing maps in the CPT.

k. Print and distribute updated career maps, and deliver them to specified locations. The number of maps to be printed will vary depending on the number of service units in which positions are added.

l. Add two, or up to 50 additional per year, new positions, including position documentation and career path linkages, into the CPT.

m. Provide up to 20 hours per week of on-call CPT software support.
