M.4 EVALUATION PROCESS

All proposals remaining after the initial proposal screening process of M.3 will be evaluated, rated, and analyzed as described in this part. Offerors are advised that their proposal must address all areas.

(a) Overall Evaluation Factors: The following evaluation factors will be used to evaluate each proposal. All factors are equal in weight and must receive a Go Rating to be considered for award.

(a) Technical Proposal Content – Volume II

Must use the attached Table 1: Technical Evaluation PWS Checklist and outline where in its proposal it meets all the requirements.

Offerors must receive a “GO” rating for each category in Table 1: Technical Evaluation PWS Technical Requirements to receive an overall “GO” rating for this factor. Failure to receive a “GO” rating for any category listed in Table 1: Technical Evaluation PWS “Technical Requirements will result in an overall “NO GO” rating and elimination from further consideration for contract award.

(See Attachment Table 1, listed in Section J).

FACTOR 2: Experience: The Offeror must provide substantial and reliable information to ensure the Offeror’s capabilities/experience can support delivery of its Job Analysis solution process and deliverables successfully and timely. Cutting and pasting of the PWS will not be considered sufficient. The Offeror’s proposal “must” provide sufficient information (of its experience per Sub-Factor 2(a): Corporate Experience and Sub-Factor 2(b): Staff Experience) to ensure successful completion of the requirements outlined in PWS and Sections L & M of the

SIR/RFP.

Specifically, the Offeror should include as part of its Corporate Policy and experience how it historically attains and maintains relationships with Subject Matter Experts (SME) as Sub-vendors and how its corporate policy/process will transfer for this effort.

Evaluation Criteria:

• The Offeror must demonstrate through its experience narrative that it can meet the technical criteria presented in Table 2.

(See Attachment Table 2, listed in Section J)

Sub-Factor 2(b): Staff Experience – Added “Intended Sub-Vendors to “ The Offeror must provide Resumes/CVs of current employees or intended sub-vendors (with letters of intent) that establish knowledge/expertise it plans to access in support of this requirement.

Experienced staff must have formal education and/or training with 5-10 years of experience in designing, developing, and applying job analysis methodologies to positions outlined in the PWS. Please include a list of completed projects with a synopsis

Offerors must receive a “GO” rating for each category in Table 2: Previous Experience Technical Criteria to receive an overall “GO” rating for this factor. Failure to receive a “GO” rating for any category listed in Table 1:

Technical Evaluation PWS “Technical Requirements will result in an overall “NO GO” rating and elimination from further consideration for contract award.

M.5 TECHNICAL PROPOSAL EVALUATION

(a) Technical Proposals will be provided to the Technical Evaluation Team (TET), with Cost/Price Proposals being retained by the CO in order that the evaluation of the Technical Proposals will not be influenced by knowledge of the cost/pricing information. An evaluated assessment will be made independently for each proposal of the technical merit presented by each Technical Proposal.

(b) The technical evaluation will be based solely on the Technical Evaluation Factors stated in Section M.4 of this SIR. The offeror must be capable of successfully performing the task identified in the PWS under this SIR or will be subject to disqualification from consideration for award. In conducting the technical evaluation, the TET will evaluate only the information contained in the offeror’s Technical Proposal. Therefore, the burden is on the offeror to provide a complete and thorough proposal.

M.6 PAST PERFORMANCE EVALUATION

The Offeror must submit a minimum of two (2), but no more than four (4), Examples of its “Past Performance”.

The Offerors Past Performance must be current and relevant examples of its past performance efforts, submitted on survey forms (attached to the SIR; Section J). The Offerors must complete (All blocks must be filled in) a survey forms for each Past Performance submission entirely with its proposal. Evidence of successful past performance submissions must be prime (meaning performed as the prime contractor) specific in terms of size, scope, complexity and contract type and completed within the last three (3) years. The Contracting Officer will use a number of methods in its evaluation of the offerors submissions including but not limited to contacting the Offerors Submissions, CPARS review, assessing Contract responsibility etc.

M.7 COST/PRICE PROPOSAL EVALUATION

(a) The Cost/Price proposals will be provided to Cost/Price Evaluation Team (CPET), with the Technical and Past Performance Volumes being retained by the CO in order that the evaluation of the Cost/Price Proposals will not be influenced by knowledge of the related technical or past performance information. An evaluated assessment will be made independently for each proposal of the cost/pricing represented by each Cost/Price Proposal.

(b) The cost/pricing evaluation will be based solely on the Cost/Price Factor stated in Section L.5 (f) of this SIR. In conducting the cost/price evaluation, the CPET will evaluate only the information contained in the offeror’s Cost/Price Proposal. Therefore, the burden is on the offeror to provide a complete and thorough proposal in support of the proposed costs and pricing. In addition, the CPET will use the Independent Government Cost Estimate (IGCE), historical pricing information from recent similar contracts, and on-line pricing indices available to the Government as well as other sources or pricing databases.

(c) The CPET evaluation will assess the cost realism and reasonableness for the cost/pricing presented in each Cost/Price Proposal. Cost realism and reasonableness will be assessed through an analysis of the offeror’s supporting cost/pricing information and a comparative evaluation of the proposed unit pricing and total pricing using the IGCE, historical pricing, pricing indices, or other available sources of pricing information.

M.8 DISCUSSIONS

(a) After evaluating written proposals, the Government may (or may not) conduct written or oral discussions with all, or a limited number of the offerors. The Government in the evaluation and source selection decision may consider information obtained during discussion.

(b) It is also possible that discussions will not take place and award of the Contract will be made without discussions. Offerors should therefore submit their best technical and pricing proposals in their initial proposal submittal.

M.9 LOWEST PRICE TECHNICALLY ACCEPTABLE

(a) The Government intends to award to the Lowest Price Technically Acceptable (LPTA) Offeror.

Employees may learn about each position, identify the positions of interest, and create customized career paths and plans. The CPT also provides the capabilities for employees to self-assess the competencies required for each position of interest and request ratings from their managers and others. The linkages in the Career Path Builder must be updated utilizing the new information collected from the surveys and job analysis to allow use within the CPT.
